This document is an addendum to the ADP security plan for the 3760 Building, Revision 01, and provides specific information regarding location, equipment, use, and responsible individuals. Procedures for protecting the classified ADP facility, equipment, software, and data will be consistent with the Generic ADP Security Plan for the 3760 Building, Rev. 1, unless otherwise noted in this document.

The Advanced Light Source (ALS), now under construction at the Lawrence Berkeley Laboratory, is being planned as a national user facility for the production of high-brightness and partially coherent x-ray and ultraviolet synchrotron radiation. The ALS is based on a low-emittance electron storage ring optimized for operation at 1.5 GeV with insertion devices in 11 long straight sections and up to 48 bend-magnet ports. High-brightness photon beams, from less than 10 eV to more than 1 keV, will be produced by undulators, thereby providing many research opportunities in materials and surface science, biology, atomic physics and chemistry. Wigglers and bend magnets will provide high-flux, broad-band radiation at energies to 10 keV. 6 refs., 10 figs., 2 tabs.

As CIRRPC moved into its fifth year of operation, and in preparation for the transition to a new Presidential Administration, the Executive Committee held a retreat of its members to review I performance and seek guidance on future activities. An Ad Hoc planning group was established to develop a plan to address radiation issues that are important to the Nation. The Report of the Ad Hoc Planning Group. Stressed that there are both broad and specific issues, some of which are extensions of ongoing activities, that need to be considered by CIRRPC. Of high priority to agencies is the development of consensus views on issues which involve both science and policy considerations, for example, on ``acceptable risk,`` and the consistency of radiation protection standards (follow-up to ``Fact Sheets`` report). The role of CIRRPC`s in defining policy issues, identifying research gaps and objectives, and participating in public awareness and education requires reexamination of the ``coordination only`` and ``low visibility`` image presently in place. OSTP`s support role should be addressed in this reexamination.

Magmatic activity, and particularly silicic magmatic activity, is the fundamental process by which continental crust forms and evolves. The transport of magma from deep crustal reservoirs to the surface is a neglected but important aspect of magmatic phenomena. It encompasses problems of eruptive behavior, hydrothermal circulation, and ore deposition, and must be understood in order to properly interpret deeper processes. Drilling provides a means for determining the relationship of shallow intrusive processes to eruption processes at young volcanoes where eruptions are best understood. Drilling also provides a means for directly observing the processes of heat and mass transfer by which recently emplaced intrusions approach equilibrium with their new environment. Drilling in the Inyo Chain, a 600-year-old chain of volcanic vents in California, has shown the close relationship of silicic eruption to shallow dike emplacement, the control of eruptive style by shallow porous-flow degassing, the origin of obsidian by welding, the development of igneous zonation by viscosity segregation, and the character and size of conduits in relation to well-understood magmatic and phreatic eruptions. 36 refs., 9 figs.

This Resource Conservation and Recovery Act (RCRA) Facility Investigation Program Plan has been developed to provide a framework for the completion of RCRA Facility Investigations (RFI) at identified units on the Savannah Rive Site (SRS) facility. As such, the RFI Program Plan provides: technical guidance for all work to be performed, managerial control, a practical, scientific approach. The purpose of this Overview is to demonstrate how the basic RFI Program Plan elements (technical, management, and approach) are interwoven to provide a practical and workable plan. The goal of the RFI Program Plan is to provide a systematic, uniform approach for performance and reporting. In addition, the RFI Program Plan has been developed to be specific to the SRS facility and to adhere to the Environmental Protection Agency (EPA) RFI guidance received as part of the SRS. Occupational health standards have not been established for sulfur mustard [bis(2- chlorethyl)-sulfide], a strong alkylating agent with known mutagenic properties. Seventytwo Sprague-Dawley rats of each sex, 6-7 weeks old, were divided into six groups (12/group/ sex) and gavaged with either 0, 0.003 , 0.01 , 0.03 , 0.1 or 0.3 mg/kg of sulfur mustard in sesame oil 5 days/week for 13 weeks. No dose-related mortality was observed. A significant decrease (P ( 0.05) in body weight was observed in both sexes of rats only in the 0.3 mg/kg group. Hematological evaluations and clinical chemistry measurements found no consistent treatment-related effects at the doses studied. The only treatment-related lesion associated with gavage exposure upon histopathologic evaluation was epithelial hyperplasia of the forestomach of both sexes at 0.3 mg/kg and males at 0.1 mg/kg. The hyperplastic change was minimal and characterized by cellular disorganization of the basilar layer, an apparent increase in mitotic activity of the basilar epithelial cells, and thickening of the epithelial layer due to the apparent increase in cellularity. The estimated NOEL for HD in this 90-day study is 0.1 mg/kg/day when administered orally.

This document contains an outline of a presentation on the historical development in US of different classes (categories) or radioactive waste, on laws and regulations in US regarding classification of radioactive wastes; and requirements for disposal of different waste classes; and on the application of laws and regulations for hazardous chemical wastes to classification and disposal of naturally occurring and accelerator-produced radioactive materials; and mixed radioactive and hazardous chemical wastes.

Japan has made considerable progress in opening its economy to imports, but significant obstacles remain. This report analyzes the underlying causes of Japan's market protection and assesses the prospects for Japan moving in the direction of greater market openness.

Progress in the Inertial Confinement Fusion (ICF) Program has been very rapid in the last few years. Target physics experiments with laboratory lasers and in underground nuclear tests have shown that the drive conditions necessary to achieve high gain can be achieved in the laboratory with a pulse-shaped driver of about 10 MJ. Requirements and designs for a Laboratory Microfusion Facility (LMF) have been formulated. Research on driver technology necessary for an ICF reactor is making progress. Prospects for ICF as an energy source are very promising. 11 refs., 5 figs.

It is apparent that the ever increasing rates and radiation levels found in high-energy physics are excluding more and more instrumental techniques. Those techniques that are remaining are often pushed to their theoretical limits. This situation reaches an extreme at the proposed luminosity of the SSC. Also, it is fair to say that at the SSC, after the accelerator itself, calorimetry will be the next most important physics tool. Therefore, we should be ever alert to new calorimetry techniques which may operate in this demanding environment. The material lead fluoride, PbF/sub 2/, has a real potential of yielding a very compact, high-resolution electromagnetic calorimeter that is both fast and radiation hard. PbF/sub 2/ is not a scintillator but a Cherenkov radiator like lead glass, but with a radiation length even harder shorter than of BGO. This memo discusses this property as well as comparison PbF/sub 2/ to other scintillating materials. 2 refs., 14 figs., 1 tab.
