Nuclear economics 2000: Deterministic and probabilistic projections of nuclear and coal electric power generation costs for the year 2000

The total busbar electric generating costs were estimated for locations in ten regions of the United States for base-load nuclear and coal-fired power plants with a startup date of January 2000. For the Midwest region a complete data set that specifies each parameter used to obtain the comparative results is supplied. When based on the reference set of input variables, the comparison of power generation costs is found to favor nuclear in most regions of the country. Nuclear power is most favored in the northeast and western regions where coal must be transported over long distances; however, coal-fired generation is most competitive in the north central region where large reserves of cheaply mineable coal exist. In several regions small changes in the reference variables could cause either option to be preferred. The reference data set reflects the better of recent electric utility construction cost experience (BE) for nuclear plants. This study assumes as its reference case a stable regulatory environment and improved planning and construction practices, resulting in nuclear plants typically built at the present BE costs. In this period, CMT conducted research and development in areas that include the following: (1) high-performance batteries - mainly lithium-alloy/metal sulfide and sodium/sulfur; (2) aqueous batteries (lead-acid, nickel/iron, etc.); (3) advanced fuel cells with molten carbonate or solid oxide electrolytes; (4) coal utilization, including the heat and seed recovery technology for coal-fired magnetohydrodynamics plants, the technology for fluidized-bed combustion, and a novel concept for CO/sub 2/ recovery from fossil fuel combustion; (5) methods for recovery of energy from municipal waste; (6) methods for the electromagnetic continuous casting of steel sheet; (7) techniques for treatment of hazardous waste such as reactive metals and trichloroethylenes; (8) nuclear technology related to waste management, a process for separating and recovering transuranic elements from nuclear waste, and the recovery processes for discharged fuel and the uranium blanket in a sodium-cooled fast reactor; and (9) physical chemistry of selected materials in environments simulating those of fission and fusion energy systems. CAVEAT calculations of shock interactions

CAVEAT is a computer code for calculating the time-varying fluid dynamics of several adjacent materials in two or three space dimensions. Using an extended Godunov technique and adaptive meshing, the code allows for large slippage at material interfaces. To exhibit the capability for calculating strong distortions we have performed a variety of calculations describing the interaction of shocks with rigid wedges, cylinders, and spheres and deformable cylindrical, spherical, and conical shells in two space dimensions. Comparison of the results with experimental data and analytical solutions demonstrates the considerable accuracy that can be expected from calculations with this code.

The energy situation in five Central American countries

This study describes the energy resources and the changes that have taken place in energy supply and demand in five Central American countries between 1970 and 1984. Economic changes are also reviewed because they influence and are affected by changes in the energy sector. The work was performed under the auspices of the US Agency for International Development. The Central American countries of Costa Rica, El Salvador, Guatemala, Honduras, and Panama are highly dependent on fuel wood as a source of energy, particularly in the residential sector. They also rely upon imported oil products to supply a growing modern sector. Most countries have significant hydroelectric and geothermal resources, and most countries produce a large portion of their electricity from hydroelectric projects. Demand for electricity has grown rapidly. Relative shares of primary versus secondary energy in the five countries vary significantly and strongly correlate with average per capita income. Consumption of secondary energy has declined during the recent economic recession suffered by the region.

Environmental Assessment of Remedial Action at the Riverton Uranium Mill Tailings Site, Riverton, Wyoming

The US Department of Energy (DOE) has prepared an environmental assessment (DOE/EA-0254) on the proposed remedial action at the inactive uranium milling site near Riverton, Wyoming. Based on the analyses in the EA, the DOE has determined that the proposed action does not constitute a major Federal action significantly affecting the quality of the human environment within the meaning of the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4321, et seq.). Therefore, the preparation of an environmental impact statement (EIS) is not required.

The effect of additives on the reactivity of palladium surfaces for the chemisorption and hydrogenation of carbon monoxide: A surface science and catalytic study. [LaMO/sub 3/(M = Cr, Mn, Fe, Co, Rh)]

This research studied the role of surface additives on the catalytic activity and chemisorptive properties of Pd single crystals and foils. Effects of Na, K, Si, P, S, and Cl on the bonding of CO and H and on the cyclotrimerization of acetylene on the (111), (100) and (110) faces of Pd were investigated in addition to role of TiO/sub 2/ and SiO/sub 2/ overlayers deposited on Pd foils in the CO hydrogenation reaction. On Pd, only in the presence of oxide overlayers, are methane or methanol formed from CO and H/sub 2/. The maximum rate of methane formation is attained on Pd foil where 30% of the surface is covered with titania. Methanol formation can be achieved only if the TiO/sub x//Pd surface is pretreated in 50 psi of oxygen at 550/sup 0/C prior to the reaction. The additives (Na, K, Si, P, S, Cl) affect the bonding of CO and hydrogen and the cyclotrimerization of acetylene to benzene by structural and electronic interactions. Environmental Survey preliminary report, Rocky Flats Plant, Golden, Colorado

This report presents the preliminary findings of the Environmental Survey of the United States Department of Energy (DOE), Rocky Flats Plant (RFP), conducted August 11 through 22, 1986. The Survey is being conducted by an multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the RFP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data observations of the operations carried on at RFP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activates. The Sampling and Analysis Plan is being executed by DOE's Oak Ridge National Laboratory. When completed, the results will be incorporated into the RFP Environmental Survey Interim Report. During 1986, the environmental monitoring program was continued at the Niagara Falls Storage Site (NFSS), a US Department of Energy (DOE) surplus facility located in Niagara County, New York, presently used for the interim storage of radioactive residues and contaminated soils and rubble. The monitoring program is being conducted by Bechtel National, Inc. The monitoring program at the NFSS measures radon gas concentrations in air; external gamma radiation levels; and uranium and radium concentrations in surface water, groundwater, and sediment. To verify that the site is in compliance with the DOE radiation protection standard and to assess its potential effect on public health, the radiation dose was calculated for the maximally exposed individual. Based on the conservative scenario described in the report, this individual would receive an annual external exposure approximately equivalent to 6% of the DOE radiation protection standard of 100 mrem/yr. By comparison, the incremental dose received from living in a brick house versus a wooden house is 10 mrem/yr above background. The cumulative dose to the population within an 80-km (50-mi) radius of the NFSS that would result from radioactive materials present at the site would be indistinguishable from the dose that the same population would receive …

The Oak Ridge Research Reactor (ORR) was constructed in the mid 1950s. Since it is an older facility, the issue of life-limiting conditions or material deterioration resulting from prolonged exposure to the normal operating environment is an item that should be addressed in the safety analysis for the ORR. Life-limiting conditions were considered in the original design of ORR; but due to the limited data that were available at that time on material performance in research reactors, various studies were completed during the first 10 years of operation at ORR to verify the applicable life-limiting parameters. Based on today's knowledge of life limiting conditions and the previous 30 years of operating experience at the ORR facility, the three specific areas of concern are addressed in this supplement: (1) embrittlement of the structures due to radiation damage, which is described in Section 2; (2) fatigue due to the effects of both thermal cycling and vibration, which is addressed in Section 3; and (3) the effects of corrosion on the integrity of the primary system, which is described in Section 4.
