Other written product issued by the General Accounting Office with an abstract that begins "Pursuant to a legislative requirement, GAO reviewed Nuclear Regulatory Commission's (NRC) new rule on fee recovery. GAO noted that: (1) the final rule would implement for fiscal year (FY) 2000 section 6101 of the Omnibus Budget Reconciliation Act of 1990; (2) it requires NRC to recover from its applicants and licensees approximately 100 percent of its budget authority, less amounts appropriated from the Nuclear Waste Fund; (3) for FY 2000, NRC must collect approximately $447 million through these fees; (4) two types of fees are assessed: (a) applicants and licensees are charged for specific services, such as inspections and licensing reviews, that are provided by the NRC; and (b) NRC assesses an annual fee to its licensees to recover generic costs that cannot be attributed to specific licensees; and (5) NRC complied with applicable requirements in promulgating the rule."

Pine Hollow Watershed Project : FY 2000 Projects.

The Pine Hollow Project (1999-010-00) is an on-going watershed restoration effort administered by Sherman County Soil and Water Conservation District and spearheaded by Pine Hollow/Jackknife Watershed Council. The headwaters are located near Shaniko in Wasco County, and the mouth is in Sherman County on the John Day River. Pine Hollow provides more than 20 miles of potential summer steelhead spawning and rearing habitat. The watershed is 92,000 acres. Land use is mostly range, with some dryland grain. There are no water rights on Pine Hollow. Due to shallow soils, the watershed is prone to rapid runoff events which scour out the streambed and the riparian vegetation. This project seeks to improve the quality of upland, riparian and in-stream habitat by restoring the natural hydrologic function of the entire watershed. Project implementation to date has consisted of construction of water/sediment control basins, gradient terraces on croplands, pasture cross-fences, upland water sources, and grass seeding on degraded sites, many of which were crop fields in the early part of the century. RF cavity R&D at LBNL for the NLC Damping Rings,FY2000/2001

This report contains a summary of the R&D activities at LBNL on RF cavities for the NLC damping rings during fiscal years 2000/2001. This work is a continuation of the NLC RF system R&D of the previous year [1]. These activities include the further optimization and fine tuning of the RF cavity design for both efficiency and damping of higher-order modes (HOMs). The cavity wall surface heating and stresses were reduced at the same time as the HOM damping was improved over previous designs. Final frequency tuning was performed using the high frequency electromagnetic analysis capability in ANSYS. The mechanical design and fabrication methods have been developed with the goals of lower stresses, fewer parts and simpler assembly compared to previous designs. This should result in substantial cost savings. The cavity ancillary components including the RF window, coupling box, HOM loads, and tuners have been studied in more detail. Other cavity options are discussed which might be desirable to either further lower the HOM impedance or increase the stored energy for reduced transient response. Tucannon River Spring Chinook Salmon Captive Brood Program, FY 2000 Annual Report.

This report summarizes the objectives, tasks, and accomplishments of the Tucannon River spring chinook captive brood program from program inception (1997) through April 2001. The WDFW initiated a captive broodstock program in 1997. The overall goal of the Tucannon River captive broodstock program is for the short-term, and eventually long-term, rebuilding of the Tucannon River spring chinook salmon run, with the hope that natural production will eventually sustain itself. The project goal is to rear captive salmon to adults, spawn them, rear their progeny, and release approximately 150,000 smolts annually into the Tucannon River between 2003-2007. These smolt releases, in combination with the current hatchery supplementation program (132,000 smolts), and wild production, is expected to produce 600-700 returning adult spring chinook to the Tucannon River each year from 2005-2010. The Master Plan, Environmental Assessment, and most facility modifications at LFH were completed for the Tucannon River spring chinook captive broodstock program during FY2000 and FY2001. DNA samples collected since 1997 have been sent to the WDFW genetics lab in Olympia for baseline DNA analysis. Results from the genetic analysis are not available at this time.
