Base Visit Book for Otis Air Guard Base, MA

"The purpose of this report is to present the results of a condition survey performed at Westover Air Force Base (WAFB), Massachusetts, during 21-24 August 1972. The frost action inspection was performed during 7-8 June 1972. The three major areas of interest considered in this condition survey were the structural condition of the primary airfield pavements, the condition of pavement repairs and the types of maintenance materials that have been used at this airfield, and any detrimental effects of frost action to the pavement facilities" (p. 1).

Representative Lynch refers to the Boston Planning Yard’s (BPY) having been named the Navy’s Most Efficient Organization (MEO) and to errors made in the COBRA analysis as well as the misrepresentation of the Boston facility as a “ship repair facility” as opposed to a facility dedicated to engineering, design, planning support, and logistics.
