The Absorption and Translocation of Several Fission Elements by Russian Thistle

Abstract: An investigation was conducted to determine the absorption and translocation of fission products by Russian thistle from a localized spot of contaminated soil. The amount and identity of the radioactive elements absorbed and translocated by the Russian thistle is given along with the location of these elements in the plants. Beta radioactivity to the amounts of 10 microcuries per gram caused no visible effects on the growth habits of sectioned material are included.

Afghanistan: U.S. Efforts to Vet Non-U.S. Vendors Need Improvement

A letter report issued by the Government Accountability Office with an abstract that begins "The Departments of Defense (DOD) and State (State) and the United States Agency for International Development (USAID) have collectively obligated billions of dollars for contracts and assistance to support U.S. efforts in Afghanistan. There are concerns that U.S. funds are being diverted to fund insurgent and criminal activity in Afghanistan. In light of these concerns, under the authority of the Comptroller General of the United States, we initiated a review to identify DOD, State, and USAID efforts to vet non-U.S. contractors and assistance recipients in Afghanistan. GAO examined (1) the extent to which DOD has established a process to vet non-U.S. vendors to ensure that resources are not used to support insurgents; (2) the extent to which State and USAID have established processes to vet vendors and assistance recipients; and (3) the extent to which vetting information is shared among DOD, State, and USAID. GAO reviewed documents and met with a variety of agency officials to address the report's objectives."

The Army's M-4 Carbine: Background and Issues for Congress

This report discusses the M-4 carbine, which is the Army's primary individual combat weapon for infantry units. While there have been concerns raised by some about the M-4's reliability and lethality, some studies suggest that the M-4 is performing well and is viewed favorably by users. The Army is undertaking both the M4 Carbine Improvement Program and the Individual Carbine Competition, the former to identify ways to improve the current weapon, and the latter to conduct an open competition among small arms manufacturers for a follow-on weapon. An integrated product team comprising representatives from the Infantry Center; the Armament, Research, Development, and Engineering Center; the Program Executive Office Soldier; and each of the armed services will assess proposed improvements to the M4. The proposal for the industry-wide competition is currently before the Joint Requirements Oversight Council, and with the anticipated approval, solicitation for industry submissions could begin this fall. It is expected, however, that a selection for a follow-on weapon will not occur before FY2013, and that fielding of a new weapon would take an additional three to four years.

Aviation and Climate Change: Aircraft Emissions Expected to Grow, but Technological and Operational Improvements and Government Policies Can Help Control Emissions

A letter report issued by the Government Accountability Office with an abstract that begins "Aircraft emit greenhouse gases and other emissions, contributing to increasing concentrations of such gases in the atmosphere. Many scientists and the Intergovernmental Panel on Climate Change (IPCC)--a United Nations organization that assesses scientific, technical, and economic information on climate change--believe these gases may negatively affect the earth's climate. Given forecasts of growth in aviation emissions, some governments are taking steps to reduce emissions. In response to a congressional request, GAO reviewed (1) estimates of aviation's current and future contribution to greenhouse gas and other emissions that may affect climate change; (2) existing and potential technological and operational improvements that can reduce aircraft emissions; and (3) policy options for governments to help address commercial aircraft emissions. GAO conducted a literature review; interviewed representatives of government agencies, industry and environmental organizations, airlines, and manufacturers, and interviewed and surveyed 18 experts in economics and aviation on improvements for reducing emissions from aircraft. Abstract: A TEC regulator amplifier driving an Eaterline-Angus recording meter was used to record magnet current variations. Tests were made to determine magnet current variations. Tests were made to determine magnet current stability for currents from 500 amperes to 4000 amperes. Changes were necessary in both the TEC and GE regulators before currents below 2500 amperes could be regulated. Regulation to 0.025 percent for and hour was obtained for currents of 1000 to 4000 amperes with the TEC and GE regulators, and regulation to 0.05 percent for 500 ampere currents.

A letter report issued by the Government Accountability Office with an abstract that begins "The U.S. transportation sector is almost entirely dependent on oil, a condition that poses significant economic and environmental risks. Biofuels, such as ethanol and biodiesel, have the potential to displace oil use in transportation fuel. GAO was asked to describe the status of and impediments to expanding biofuel production, distribution infrastructure, and compatible vehicles as well as federal policy options to overcome the impediments. GAO was also asked to assess the extent to which the Department of Energy (DOE) has developed a strategic approach to coordinate the expansion of biofuel production, infrastructure, and vehicles and has evaluated the effectiveness of biofuel tax credits.
