Bounce Precession Fishbones in the National Spherical Tokamak Experiment (open access)

Bounce Precession Fishbones in the National Spherical Tokamak Experiment

Bursting modes are observed on the National Spherical Torus Experiment [M. Ono et al., Nucl. Fusion 40 (2000) 557], which are identified as bounce-precession-frequency fishbone modes. They are predicted to be important in high-current, low-shear discharges with a significant population of trapped particles with a large mean-bounce angle, such as produced by near-tangential beam injection into a large aspect-ratio device. Such a distribution is often stable to the usual precession-resonance fishbone mode. These modes could be important in ignited plasmas, driven by the trapped-alpha-particle population.

Broadband Internet Access and the Digital Divide: Federal Assistance Programs

Some policymakers, believing that disparities in broadband access across American society could have adverse economic and social consequences on those left behind, assert that the federal government should play a more active role to avoid a “digital divide” in broadband access. One approach is for the federal government to provide financial assistance to support broadband deployment in underserved areas. Others, however, believe that federal assistance for broadband deployment is not appropriate. Some opponents question the reality of the “digital divide,” and argue that federal intervention in the broadband marketplace would be premature and, in some cases, counterproductive.

Bureau of Indian Education Schools: Improving Interior's Assistance Would Help Some Tribal Groups Implement Academic Accountability Systems

A letter report issued by the Government Accountability Office with an abstract that begins "The No Child Left Behind Act (NCLBA) requires states and the Department of the Interior's Bureau of Indian Education (BIE) to define and determine whether schools are making adequate yearly progress (AYP) toward meeting the goal of 100 percent academic proficiency. To address tribes' needs for cultural preservation, NCLBA allows tribal groups to waive all or part of BIE's definition of AYP and propose an alternative, with technical assistance from BIE and the Department of Education, if requested. GAO is providing information on the extent of (1) BIE schools' adoption of BIE's definition of AYP; (2) tribal groups' pursuit of alternatives and their reasons as well as reasons other tribal groups have not done so; and (3) federal assistance to tribal groups developing alternatives. To obtain this information, GAO interviewed tribal groups, federal officials, and state education officials; conducted site visits to BIE schools; and reviewed laws, regulations, and other relevant documents."

Calculations of Neutral Beam Ion Confinement for the National Spherical Torus Experiment (open access)

Calculations of Neutral Beam Ion Confinement for the National Spherical Torus Experiment

The spherical torus (ST) concept underlies several contemporary plasma physics experiments, in which relatively low magnetic fields, high plasma edge q, and low aspect ratio combine for potentially compact, high beta and high performance fusion reactors. An important issue for the ST is the calculation of energetic ion confinement, as large Larmor radius makes conventional guiding center codes of limited usefulness and efficient plasma heating by RF and neutral beam ion technology requires minimal fast ion losses. The National Spherical Torus Experiment (NSTX) is a medium-sized, low aspect ratio ST, with R=0.85 m, a=0.67 m, R/a=1.26, Ip*1.4 MA, Bt*0.6 T, 5 MW of neutral beam heating and 6 MW of RF heating. 80 keV neutral beam ions at tangency radii of 0.5, 0.6 and 0.7 m are routinely used to achieve plasma betas above 30%. Transport analyses for experiments on NSTX often exhibit a puzzling ion power balance. It will be necessary to have reliable beam ion calculations to distinguish among the source and loss channels, and to explore the possibilities for new physics phenomena, such as the recently proposed compressional Alfven eigenmode ion heating.

California Electricity Market Options for 2001: Military Generation and Private Backup Possibilities (open access)

California Electricity Market Options for 2001: Military Generation and Private Backup Possibilities

Correspondence issued by the General Accounting Office with an abstract that begins "Since May 2000, California's restructured electricity market has experienced rapidly rising prices and uncertain reliability. In response to disruptions in service, or blackouts, the state has taken steps to increase electricity supplies and to reduce demand through conservation. The California Independent System Operator, the agency in charge of balancing electricity supply with demand, expects high prices and disruptions to persist, and perhaps even worsen, in the summer of 2001. This report reviews (1) the condition of California's electricity market, including changes in demand, supply, and prices; (2) the extent to which the Department of Defense (DOD) can help enhance western electricity supplies during the summer of 2001; and (3) available private backup generation resources and any benefits and problems associated with their deployment. GAO found that electricity demand has risen sharply in recent years while supply has not kept up with the demand, causing higher prices. DOD could help augment western electricity supplies by generating an estimated 90 megawatts of electricity and implementing conservation initiatives. The use of private generation is limited because of business and environmental risks."

Caribbean Basin Interim Trade Program: CBI/NAFTA Parity

The entry into force, on January 1, 1994, of the North American Free Trade Agreement (NAFTA) has eliminated the advantage that the beneficiaries of the Caribbean Basin Economic Recovery Act (CBERA) and related provisions of the Caribbean Basin Initiative (CBI) had enjoyed in trade with the United States relative to Mexico, and gave Mexico an increasingly significant competitive edge over the CBERA countries. The scheduled further implementation of the NAFTA would have resulted in a substantial advantage to Mexico over the CBERA countries and vitiate in part the purpose of the CBERA.

Characterization and recovery of solvent entrained during the use of centrifugal contactors. (open access)

Characterization and recovery of solvent entrained during the use of centrifugal contactors.

In this work, we determined how a decanter for the aqueous effluents would work for solvent extraction operations using a centrifugal contactor. Solvent entrainment was measured in the raffinate and strip aqueous effluents in the caustic-side solvent extraction (CSSX) process. Values were obtained for both the solvent concentration and its droplet size distribution. The mixing intensity of the two phases in the mixing zone of the contactor was used to simulate the performance of lab-scale, pilot-plant, and plant-scale contactors. The droplet size distributions were used to estimate the amount of solvent that would be recovered using a decanter tank. It was concluded that the performance of decanter tanks will not be as effective in solvent recovery in the CSSX plan as that of other equipment, such as centrifuges and coalescers. Future testing is recommended to verify the performance of this alternative equipment.

Chemical decontamination of Hanford production reactors (open access)

Chemical decontamination of Hanford production reactors

The conduct of outage work in the discharge areas of the Hanford production reactors has always been complicated by personnel exposure to radiation from the contaminants which accumulate in the effluent water piping in the course of normal operations. These containments represent trace impurities in the cooling water, together with corrosion products, which are irradiated in passing through the reactor and then deposit in the unshielded rear face piping. Radioactive residues also accumulate on the external surfaces of this same complex and congested hardware. The radiation from these depositions increased as power levels and effluent water temperatures were raised, and by 1956 it was apparent that corrective steps would be essential to effective future maintenance work in the discharge areas. It is the purpose of this report to summarize the subsequent development and application of the chemical process for rear face piping decontamination which is being used so effectively in connection with the tube replacement program and other major outrage work.
