The Emergency Alert System (EAS) and All-Hazard Warnings

The Emergency Alert System (EAS) is built on a structure conceived in the 1950's when over-the-air broadcasting was the best-available technology for widely disseminating emergency alerts. The Department of Homeland Security (DHS), working with the Association of Public Television Stations, is implementing a program that will disseminate national alert messages over digital broadcast airwaves, using satellite and public TV broadcast towers. This program is referred to as the Integrated Public Alert and Warning System (IPAWS). Legislation was passed at the end of the 109th Congress to assure funding to public television stations to install digital equipment to handle national alerts. The 111th Congress may pursue additional oversight to related programs that would continue to improve the nation's capability to provide alerts and information before, during, and after an emergency.

Critical Infrastructure Protection: Further Efforts Needed to Integrate Planning for and Response to Disruptions on Converged Voice and Data Networks

A letter report issued by the Government Accountability Office with an abstract that begins "Technological advances have led to an increasing convergence of previously separate networks used to transmit voice and data communications. While the benefits of this convergence are enormous, such interconnectivity also poses significant challenges to our nation's ability to respond to major disruptions. Two operations centers--managed by the Department of Homeland Security's (DHS) National Communications System and National Cyber Security Division--plan for and monitor disruptions on voice and data networks. In September 2007, a DHS expert task force made three recommendations toward establishing an integrated operations center that the department agreed to adopt. To determine the status of efforts to establish an integrated center, GAO reviewed documentation, interviewed relevant DHS and private sector officials, and reviewed laws and policies to identify DHS's responsibilities in addressing convergence."

A letter report issued by the Government Accountability Office with an abstract that begins "The Geostationary Operational Environmental Satellite-R series (GOES-R) program has made progress by completing its early design milestones and is nearing the end of the design phase for its spacecraft, instrument, and ground system components. While the program continues to make progress, recent technical problems with the instruments and spacecraft, as well as a significant modification to the ground project’s development plan, have delayed the completion of key reviews and led to increased complexity for the development of GOES-R. The technical and programmatic challenges experienced by the flight and ground projects have led to a 19-month delay in completing the program’s preliminary design review. Nevertheless, program officials report that its planned launch date of October 2015 for the first satellite has not changed. While the program reports that approximately $1.2 billion is currently in reserve to manage future delays and cost growth, significant portions of development remain for major components. As a result, the program may not be able to ensure that it has adequate resources to cover ongoing challenges as well as unexpected problems for the remaining development of all four satellites."

Supplemental Security Income: Better Management Oversight Needed for Children's Benefits

A letter report issued by the Government Accountability Office with an abstract that begins "The number of Supplemental Security Income (SSI) child applicants and recipients with mental impairments has increased substantially for more than a decade, even though the Social Security Administration (SSA) denied, on average, 54 percent of such claims from fiscal years 2000 to 2011. Factors such as the rising number of children in poverty and increasing diagnosis of certain mental impairments have likely contributed to this growth. In fiscal year 2011, the most prevalent primary mental impairments among children found medically eligible were (1) attention deficit hyperactivity disorder, (2) speech and language delay, and (3) autism, with autism claims growing most rapidly since fiscal year 2000. State disability determination services (DDS) examiners also consider the impact of additional, or “secondary,” impairments when making a decision, and when present, these impairments were used to support 55 percent of those cases GAO reviewed that were allowed in fiscal year 2010. However, SSA has not consistently collected those impairment data, limiting its understanding of how all impairments may affect decisions."

Agency officials reported that their agencies have assigned performance management leadership roles and responsibilities to officials who generally participate in performance management activities, including quarterly performance reviews (QPR) for APGs. Further, OMB developed Performance.gov, a government-wide website, which provides quarterly updates on the CAP goals and APGs."

A letter report issued by the Government Accountability Office with an abstract that begins "In regulating exports of dual-use items, which have both commercial and military applications, the Department of Commerce's Bureau of Industry and Security (BIS) seeks to allow U.S. companies to compete globally while minimizing the risk of items falling into the wrong hands. In so doing, BIS faces the challenge of weighing U.S. national security and economic interests, which at times can be divergent or even competing. In light of the September 2001 terror attacks, GAO was asked to examine BIS's dual-use export control system. In response, GAO is reporting on BIS's (1) evaluations of and changes to the system, (2) screening of export license applications against its watchlist, and (3) actions to correct weaknesses previously identified by GAO."

A letter report issued by the Government Accountability Office with an abstract that begins "Officials at the Thrift Savings Plan (TSP) and the other public retirement plans that had considered socially responsible investment (SRI) associated a number of common challenges with SRI adoption. While none of these plans were identical to TSP in scope or demographics, many plan officials shared similar challenges and concerns with TSP. For example, they identified participant demand, SRI screening criteria, and costs as the most common challenges. Officials at public retirement plans that had adopted SRI cited some short-term benefits of SRI, such as providing participants an opportunity to invest in accordance with their values, but said that the long-term benefits were unknown."

These companies collectively maintain large amounts of detailed personal information on nearly all American consumers, and some have experienced security breaches in recent years. GAO was asked to examine (1) financial institutions' use of resellers; (2) federal privacy and security laws applicable to resellers; (3) federal regulators' oversight of resellers; and (4) regulators' oversight of financial institution compliance with privacy and data security laws. To address these objectives, GAO analyzed documents and interviewed representatives from 10 information resellers, 14 financial institutions, 11 regulators, industry and consumer groups, and others."

To improve such conditions, Congress in 1993 created Indian reservation depreciation (IRD), a tax expenditure offering accelerated depreciation for property invested on Indian reservations. GAO was asked to (1) describe which taxpayers claimed IRD, (2) analyze the effect of IRD on the economic development of reservations, and (3) describe the tax benefits offered by IRD. GAO used the Internal Revenue Service's (IRS) Statistics of Income data to try to identify IRD users and measure IRD's effects; however, the data were unreliable for those purposes. GAO also calculated examples of potential IRD tax benefits for different property classes."

Thirty-seven percent reported that an evaluation had been completed within the past 5 years of any program, operation, or project they were involved in. Another 40 percent of managers reported that they did not know if an evaluation had been completed. However, 80 percent of managers who did have evaluations reported that those evaluations contributed to a moderate or greater extent to improving program management or performance and to assessing program effectiveness or value. Fewer reported that evaluations contributed moderately or more to allocating resources within a program (67 percent) or streamlining programs (61 percent)."

A letter report issued by the Government Accountability Office with an abstract that begins "Congress enacted the Defense Production Act of 1950 (DPA) to ensure the availability of industrial resources to meet defense needs. Amendments to the Act allow its use for energy supply, emergency preparedness, and critical infrastructure protection and require agencies to report on foreign offsets, which are incentives to foreign governments to purchase U.S. goods and services. Only Titles I, III, and VII remain in effect. In the National Defense Authorization Act for Fiscal Year 2008, Congress directed GAO to review recent agency efforts to implement the DPA. This report (1) examines the extent to which agencies use DPA authorities and (2) assesses agencies' response to reporting requirements on the economic impact of foreign offsets. GAO's work is based on a review of policies and guidance for the use of DPA authorities, instances in which agencies have exercised the authorities, and the analysis used in required reports on foreign offsets."

A letter report issued by the Government Accountability Office with an abstract that begins "In 2004, in response to the Group of Eight (G8) Sea Island Summit, the United States established the Global Peace Operations Initiative (GPOI), a 5-year program to build peacekeeping capabilities worldwide, with a focus on Africa. Since 2005, the Department of State (State) has allocated $374 million and selected 52 countries to participate in the program. Congress mandated that GAO assess and report on the initiative. This report assesses (1) progress made in meeting GPOI goals, (2) whether State is consistently assessing the quality and effectiveness of the training, and (3) the extent to which countries meet program criteria and whether trainees are adequately screened for human rights abuses. GAO assessed State and Department of Defense (DOD) data and program documents, interviewed U.S. and host country officials, and conducted field work in eight countries."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Veterans Affairs (VA) and Department of Housing and Urban Development (HUD) rely on VA medical centers (VAMC) and public housing agencies (PHA) that serve veterans directly to determine participant eligibility for the HUD-VA Supportive Housing (HUD-VASH) program. VAMC staff GAO contacted said that they interview veterans interested in the HUD-VASH program to assess whether the veteran met the program’s definition of homelessness, check VA’s electronic patient record system to determine whether the veteran was eligible for VA health care, and obtain the veteran’s agreement to participate in case management. VAMCs refer eligible veterans to partnering PHAs (subject to rental assistance voucher availability) and are required to place them on an interest list when no vouchers are available. PHA staff GAO contacted said that they compare the veteran’s reported income to information provided by third-party sources, such as the Social Security Administration, to verify that the veteran’s household income did not exceed HUD-VASH program limits and check state sex offender registries to help ensure that no member of the veteran’s household was subject to a lifetime registration requirement."

GAO was asked to compare agency policies and to identify any issues in policy or implementation regarding (1) compensation, (2) medical benefits, and (3) identification and tracking of deployed civilians. GAO reviewed laws and agency policies; interviewed officials responsible for governmentwide guidance at the Office of Personnel Management (OPM) and for policy at six selected agencies, including DOD and State; reviewed all workers' compensation claims filed by deployed civilians from January 1, 2006 through April 30, 2008 at the Department of Labor; and conducted a generalizeable survey of civilians deployed from the six agencies during this same period."

A letter report issued by the Government Accountability Office with an abstract that begins "According to the Department of Defense's (DOD) fiscal year 2007 budget estimates, working capital fund activity groups (depot maintenance, ordnance, and research and development) will have about $6 billion of funded work that will be carried over from fiscal year 2007 into fiscal year 2008. The congressional defense committees recognize that these groups need some carryover to ensure a smooth work flow from one fiscal year to the next. However, the committees have previously raised concern that the amount of carryover may be more than is needed. GAO was asked to determine if (1) the Naval Air Warfare Center's (NAWC) reported actual carryover was reliable for fiscal years 2003 through 2006 and (2) NAWC was utilizing the required triannual review process to improve the reliability of its carryover information and underlying financial data."

A letter report issued by the Government Accountability Office with an abstract that begins "In response to long-standing problems with student achievement and the management of the District of Columbia (D.C. or the District) public school system, the D.C. Council approved the Public Education Reform Amendment Act of 2007. This act made major changes to the governance of the D.C. public school system, giving the Mayor authority over public schools. This report follows a GAO testimony in March 2008 and focuses on the primary reform approaches the District has taken. This report examines the steps the District took to: (1) address student academic achievement; (2) strengthen the quality of teachers and principals; (3) develop long-term plans and involve stakeholders; and (4) improve accountability and performance of the D.C. public schools (DCPS) and the state superintendent's central offices. GAO reviewed documentation on District initiatives, and interviewed District education officials as well as representatives from the teachers' union, community organizations, and research institutions. GAO also conducted visits to four urban school districts with mayoral governance."
