Homeland Security: Actions Needed to Better Protect National Icons and Federal Office Buildings from Terrorism

A letter report issued by the Government Accountability Office with an abstract that begins "The threat of terrorism has made physical security for federal real property assets a major concern. Protecting these assets can be particularly complex and contentious for agencies whose missions include ensuring public access such as the Department of the Interior (Interior) and the General Services Administration (GSA). GAO's objectives were to (1) identify any challenges that Interior faces in protecting national icons and monuments from terrorism, as well as related actions intended to address these challenges; and similarly, (2) determine any challenges GSA faces related to the protection of federal office buildings it owns or leases and actions that have been taken."

Unemployment Insurance: Better Data Needed to Assess Reemployment Services to Claimants

A letter report issued by the Government Accountability Office with an abstract that begins "With unemployed workers at a greater risk of long-term unemployment than in the past, it is increasingly important to quickly connect Unemployment Insurance (UI) claimants with reemployment activities. However, the shift to remote claims filing in many states has raised concerns about maintaining a connection between the UI program and reemployment services. This report examines (1) the extent to which states have shifted to remote claims filing and how they are making claimants aware of program requirements and services, (2) what states are doing to facilitate reemployment of UI claimants, and (3) what is known about the extent to which UI claimants receive reemployment services and about their outcomes."

Flow-Based Detection of Bar Coded Particles (open access)

Flow-Based Detection of Bar Coded Particles

We have developed methods for flow control, electric field alignment, and readout of colloidal Nanobarcodes{copyright}. Our flow-based detection scheme leverages microfluidics and alternate current (AC) electric fields to align and image particles in a well-defined image plane. Using analytical models of the particle rotation in electric fields we can optimize the field strength and frequency necessary to align the particles. This detection platform alleviates loss of information in solution-based assays due to particle clumping during detection.

Laser Machining For Fabrication Of Hohlraums And Capsules

Laser machining technology has been used to demonstrate the ability to rapidly perform jobs on all aspects of ICF targets. Lasers are able to rapidly perform modifications and repairs to the gold metal parts on hohlraums, make cuts in the delicate polymer parts of the hohlraum, and drill holes in the capsules to enable them to be filled with fuel. Lasers investigated in this work include 193 nm ArF and 248 nm KrF excimers and 810 nm chirped-pulse amplification Ti:Sapphire lasers. The excimer lasers showed a definite advantage in drilling and machining of polymeric materials and the ultrashort infrared pulses of the Ti:Sapphire laser were far better for the gold structures.

sin 2 beta + gamma Measurements (open access)

sin 2 beta + gamma Measurements

I report on the most recent measurements done to constrain sin(2{beta}+{gamma}) with neutral B mesons. Direct measurements of 2{beta} + {gamma} will provide a precise test of the standard model predictions with higher statistics. Present constraints come from studies of B {yields} D{sup (*){+-}}{pi}{sup {-+}}/{rho}{sup {-+}} decays done by BABAR and Belle collaborations with full and inclusive techniques to reconstruct B mesons. B {yields} D{sup 0(*)}K{sup 0} decays are also very promising but statistics are too low to give any constraint at the moment.

Scaling of Kinetic Instability Induced Fast Ion Losses in NSTX (open access)

Scaling of Kinetic Instability Induced Fast Ion Losses in NSTX

During neutral beam injection (NBI) in the National Spherical Torus Experiment (NSTX), a wide variety of fast ion driven instabilities is excited by the large ratio of fast ion velocity to Alfven velocity, together with the relatively high fast ion beta, beta(sub)f. The fast ion instabilities have frequencies ranging from a few kilohertz to the ion cyclotron frequency. The modes can be divided roughly into three categories, starting with Energetic Particle Modes (EPM) in the lowest frequency range (0 to 120 kHz), the Toroidal Alfven Eigenmodes (TAE) in the intermediate frequency range (50 to 200 kHz) and the Compressional and Global Alfven Eigenmodes (CAE and GAE, respectively) from approximately equal to 300 kHz up to the ion cyclotron frequency. Each of these categories of modes exhibits a wide range of behavior, including quasi-continuous oscillation, bursting, chirping and, except for the lower frequency range, turbulence.

Realized and Prospective Impacts of U.S. Energy Efficiency Standards for Residential Appliances: 2004 Update (open access)

Realized and Prospective Impacts of U.S. Energy Efficiency Standards for Residential Appliances: 2004 Update

This study estimated energy, environmental and consumer economic impacts of U.S. federal residential energy efficiency standards that became effective in the 1988-2001 period or will take effect by the end of 2007. These standards have been the subject of in-depth analyses conducted as part of DOE's standards rulemaking process. This study drew on those analyses, but updated certain data and developed a common framework and assumptions for all of the products in order to estimate realized impacts and to update projected impacts. We estimate that the considered standards will reduce residential primary energy consumption and CO{sub 2} emissions in 2020 by 8% compared to the levels expected without any standards. They will save a cumulative total of 34 quads by 2020, and 54 quads by 2030. The estimated cumulative net present value of consumer benefit amounts to $93 billion by 2020, and grows to $125 billion by 2030. The overall benefit/cost ratio of cumulative consumer impacts is 2.45 to 1. While the results of this study are subject to a fair degree of uncertainty, we believe that the general conclusions--DOE's energy efficiency standards save significant quantities of energy (and associated carbon emissions) and reduce consumers' net costs--are robust.

Development of Low Maintenance, Field Ruggedized SO3 CEM

A prototype semi-continuous monitor and associated particulate-free sample extraction probe have been developed for measuring the concentrations of SO{sub 3} and H{sub 2}SO{sub 4} in industrial flue gases. The monitor provides two measurements per hour for concentrations above 1 ppmv. The probe provides the capability of continuous operation while avoiding passing the sample through a layer of particulate and can be used as a probe for conventional controlled condensation measurements of SO{sub 3} and H{sub 2}SO{sub 4} emissions.

Measurement of Time-Dependent CP Asymmetries in B0 to D(*)D Decays (open access)

Measurement of Time-Dependent CP Asymmetries in B0 to D(*)D Decays

The authors present a first measurement of CP asymmetries in neutral B decays to D{sup +}D{sup -}, and updated CP asymmetry measurements in decays to D*{sup +}D{sup -} and D*{sup -}D{sup +}. They use fully-reconstructed decays collected in a data sample of (232 {+-} 3) x 10{sup 6} {Upsilon}(4S) {yields} B{bar B} events in the BABAR detector at the PEp-II asymmetric-energy B Factory at SLAC. they determine the time-dependent asymmetry parameters to be S{sub D*{sup +}D{sup -}} = -0.54 {+-} 0.35 {+-} 0.07, C{sub D*{sup +}D{sup -}} = 0.09 {+-} 0.25 {+-} 0.06, S{sub D*{sup -}D{sup +}} = -0.29 {+-} 0.33 {+-} 0.07, C{sub D*{sup -}D{sup +}} = 0.17 {+-} 0.24 {+-} 0.04, S{sub D{sup +}D{sup -}} = -0.29 {+-} 0.63 {+-} 0.06, and C{sub D{sup +}D{sup -}} = 0.11 {+-} 0.35 {+-} 0.06, where in each case the first error is statistical and the second error is systematic.

Measurement of Molecular Deuterium Fluxes in the DIII-D Edge (open access)

Measurement of Molecular Deuterium Fluxes in the DIII-D Edge

In hydrogen-fueled tokamak discharges, the distribution of molecular hydrogen (or deuterium) in the plasma edge region plays a central role in edge fueling, affecting pedestal shape and core density control [1]. In addition to its role in edge fueling, molecular hydrogen is important for plasma edge atomic physics. An example of this is the enhancement of plasma volume recombination known to occur in the presence of vibrationally-excited hydrogen molecules via conversion of H{sup +} ions into molecular ions such as H{sub 2}{sup +} and H{sub 3}{sup +} [2]. Here, measurements of the D{sub 2} molecule flux into the far edge/scrape-off layer (SOL) of the DIII-D tokamak are made using passive visible spectroscopy of the D{sub 2} diagonal Fulcher band (3p-2s triplet Q-branch) line emission over the range {lambda} = 600.640 nm [3]. L-mode, lower-single-null discharges are studied. A multi-chord visible spectrometer with views of both lower divertor legs and the main chamber is used [4]. A schematic of the spectrometer view chords used here, as well as typical magnetic flux surfaces, midplane probe location, and Thomson scattering view locations, are shown in Fig. 1. As a convenient variable to describe the location of each view chord, the poloidal angle {theta} …
