Military Training: Actions Needed to Enhance DOD's Program to Transform Joint Training

A letter report issued by the Government Accountability Office with an abstract that begins "U.S. forces are conducting more complex operations, requiring increased interoperability between the military commands, services, and other organizations. Department of Defense (DOD) planning guidance calls for transforming military training by increasing the jointness in training. The overall intent of DOD's Training Transformation Program is to assure commanders that forces deployed to their theater are not experiencing joint operations for the first time. Therefore, the program's strategic goals focus on providing joint training that meets commanders' needs and links to readiness assessments. Given the significant investment planned in the program and the impact it will have on the military, this report provides a program overview, including (1) DOD's overall management approach and status of key initiatives, and (2) some significant management challenges that have emerged early in the program's implementation."

An Earth Penetrating Modeling Assessment

Documentation of a study to assess the capability of computer codes to predict lateral loads on earth penetrating projectiles under conditions of non-normal impact. Calculations simulated a set of small scale penetration tests into concrete targets with oblique faces at angles of 15 and 30 degrees to the line-of-flight. Predictive codes used by the various calculational teams cover a wide range of modeling approaches from approximate techniques, such as cavity expansion, to numerical methods, such as finite element codes. The modeling assessment was performed under the auspices of the Phenomenology Integrated Product Team (PIPT) for the Robust Nuclear Earth Penetrator Program (RNEP). Funding for the penetration experiments and modeling was provided by multiple earth penetrator programs.

INCORPORATION OF PENTAVALENT NEPTUNIUM INTO URANYL PHASES THAT MAY FORM AS ALTERATION PRODUCTS OF SPENT NUCLEAR FUEL

Laboratory-scale simulations and studies of natural analogues have shown that alteration of spent nuclear fuel in a moist, oxidizing environment results in the formation of a variety of uranyl phases. Neptunium-237 has a half-life of 2.14 million years, and the pentavalent oxidation state is soluble in groundwater. Release of Np-237 from spent nuclear fuel in a geological repository may significantly impact the long-term performance of such a repository. Incorporation of Np, in the pentavalent oxidation state, into uranyl phases by substitution for hexavalent U is likely because of the similarity of the coordination environments of these two cations, but a charge-balance mechanism is required for substitution. A preliminary study has shown incorporation of pentavalent Np into powders of the uranyl silicate uranophane, and Na-compreignacite, a uranyl oxyhydrate [1]. Using synthesis experiments under mild hydrothermal conditions, we are examining the incorporation of pentavalent Np into selected uranyl oxyhydrates and silicates as a function of temperature and the pH of the mother solution. Analyses of powders of these uranyl phases has demonstrated both temperature and pH dependences for incorporation.
