45-day safety screen results and final report for tank 241-C-202, auger samples 95-Aug-026 and 95-Aug-027

Two auger samples from tank 241-C-202 (C-202) were received at the 222-S Laboratories and underwent safety screening analysis, consisting of differential scanning calorimetry (DSC), thermogravimetric analysis (TGA), and total alpha activity. Two samples were submitted for energetics determination by DSC. Within the triplicate analyses of each sample, one of the results for energetics exceeded the notification limit. The sample and duplicate analyses for both augers exceeded the notification limit for TGA. As required by the Tank Characterization Plan, the appropriate notifications were made within 24 hours of official confirmation that the limits were violated.

A comparison of an elliptical multipole wiggler and crystal optics for the production of circularly polarized x-rays

Recently, there has been a great deal of interest in polarization modulated x-ray diffraction and spectroscopy techniques. In particular, the importance of photon helicity in spin-dependent magnetic interactions has expanded the need for high quality circularly polarized x-ray sources with fast switching capabilities. Because circularly polarized photons couple differently with the magnetic moment of an atom than do neutrons, they are able to provide unique magnetic information not accessible by neutron techniques. The development of experiments utilizing circularly polarized x-rays, however, has been hampered by the lack of efficient sources. Two different approaches for the production of circularly polarized x-rays have attracted the most attention; (i) employing specialized insertion devices, and (ii) utilizing x-ray phase retarders based on perfect crystal optics. For soft x-rays (0.1--3.0 keV), source development has centered primarily on insertion devices because there are currently no crystal or multilayer polarizing optics available that cover that full energy range. For harder x-rays (>3.0 keV), however, phase retarding optics have been demonstrated, but whether these optics or insertion devices provide the most efficient circularly polarized x-ray source in this energy regime has remained a matter of contention. Computed isotopic inventory and dose assessment for SRS fuel and target assemblies

Past studies have identified and evaluated important radionuclide contributors to dose from reprocessed spent fuel sent to waste for Mark 16B and 22 fuel assemblies and for Mark 31 A and 31B target assemblies. Fission-product distributions after a 5- and 15-year decay time were calculated for a ``representative`` set of irradiation conditions (i.e., reactor power, irradiation time, and exposure) for each type of assembly. The numerical calculations were performed using the SHIELD/GLASS system of codes. The sludge and supernate source terms for dose were studied separately with the significant radionuclide contributors for each identified and evaluated. Dose analysis considered both inhalation and ingestion pathways: The inhalation pathway was analyzed for both evaporative and volatile releases. Analysis of evaporative releases utilized release fractions for the individual radionuclides as defined in the ICRP-30 by DOE guidance. A release fraction of unity was assumed for each radionuclide under volatile-type releases, which would encompass internally initiated events (e.g., fires, explosions), process-initiated events, and externally initiated events. Radionuclides which contributed at least 1% to the overall dose were designated as significant contributors. Research activities will develop site characterization data and evaluate remediation alternatives for the perched aquifer and the overlying vadose zone. The work plans cover research activities for the remainder of FY95, and proposed activities for FY96 and thereafter. Instrumentation for the determination of material properties from spectroscopic measurements of total integrated scatter

A variety of important optical properties can be determined from spectroscopic analysis of diffuse reflectance of surfaces. The design of a small user friendly, light-weight, field hardened, computer controlled device for performing infrared spectroscopic analysis of trace contaminants on surfaces is described. The device employs a miniature Fourier transform infrared (FTIR) spectrometer with very efficient diffuse reflectance optics and a portable computer to provide reflectance spectra of surfaces measured relative to some idealized surface. These spectra yield qualitative and quantitative chemical information from a host of surfaces that has imminently practical applications in the determination of surface identification, contamination, and degradation.

Investigation of the use of fly-ash based autoclaved cellular concrete blocks in coal mines for air duct work. Final report, January 25, 1993--December 31, 1994

Coal mines are required to provide ventilation to occupied portions of underground mines. Concrete block is used in this process to construct air duct walls. However, normal concrete block is heavy and not easy to work with and eventually fails dramatically after being loaded due to mine ceiling convergence and/or floor heave. Autoclaved cellular concrete block made from (70{plus_minus}%) coal fly ash is lightweight and less rigid when loaded. It is lighter and easier to use than regular concrete block for underground mine applications. It has also been used in surface construction around the world for over 40 years. Ohio Edison along with eight other electric utility companies, the Electric Power Research Institute (EPRI), and North American Cellular Concrete constructed a mobile demonstration plant to produce autoclaved cellular concrete block from utility fly ash. To apply this research in Ohio, Ohio Edison also worked with the Ohio Coal Development Office and CONSOL Inc. to produce autoclaved cellular concrete block not only from coal ash but also from LIMB ash, SNRB ash, and PFBC ash from various clean coal technology projects sponsored by the Ohio Coal Development Office. The magnetic properties related to the following high temperature superconductors were measured utilizing a Faraday magnetometer: BaCuO{sub 2+x}, La{sub 2} CuO{sub 4}, Sr{sub 2} RhO{sub 4}, Sr{sub 2} VO{sub 4}, and Sr{sub 2} CuO{sub 3}. Neutron diffraction, magnetic susceptibility, and heat capacity measurements are discussed.

Multilayer Thin Film Thermoelectrics Produced by Sputtering

In this work we explore the possibility of achieving bulk electrical properties in single layer sputter deposited films grown epitaxially on (111) oriented BaF{sub 2} substrates. There are a number of sputter deposition parameters that can be varied in order to optimize the film quality. It is important to understand the effect of varying the deposition temperature, Ar sputtering gas pressure, and the substrate bias. We will consider only Bi and Bi{sub 0.86}Sb{sub 0.14} films in this paper. These materials were chosen since they have the same simple structure, two different band gaps and do not change significantly either in physical or electrical properties with small amounts of cross contamination. We will also present our work on multilayer thermoelectrics made of Bi and Bi{sub 0.86}Sb{sub 0.14} layers. There has been considerable interest in this multilayer structure in the literature. Theoretical calculations of the band structure and interface states of these multilayer structures have been made by Mustafaev and Agassi et al. respectively [6,7]. Experimentally Yoshida et al. have examined similar multilayer structures grown by MBE as well as Bi/Sb multilayer samples in which report an anomalous thermoelectric power [8].

New electrolyte systems for capillary zone electrophoresis of metal cations and non-ionic organic compounds

Excellent separations of metal ions can be obtained very quickly by capillary electrophoresis provided a weak complexing reagent is incorporated into the electrolyte to alter the effective mobilities of the sample ions. Indirect photometric detection is possible by also adding a UV-sensitive ion to the electrolyte. Separations are described using phthalate, tartrate, lactate or hydroxyisobutyrate as the complexing reagent. A separation of twenty-seven metal ions was achieved in only 6 min using a lactate system. A mechanism for the separation of lanthanides is proposed for the hydroxyisobutyrate system.

Oxidation and creep behavior of Mo*5*Si*3* based materials

Mo{sub 5}Si{sub 3} shows promise as a high temperature creep resistant material. The high temperature oxidation resistance of Mo{sub 5}Si{sub 3} has been found to be poor, however, limiting its use in oxidizing atmospheres. Undoped Mo{sub 5}Si{sub 3} exhibits mass loss in the temperature range 800{degrees}-1200{degrees}C due to volatilization of molybdenum oxide, indicating that the silica scale does not provide a passivating layer. The addition of boron results in protective scale formation and parabolic oxidation kinetics in the temperature range of 1050{degrees}-1300{degrees}C. The oxidation rate of Mo{sub 5}Si{sub 3} was decreased by 5 orders of magnitude at 1200{degrees}C by doping with less than two weight percent boron. Boron doping eliminates catastrophic {open_quote}pest{close_quote} oxidation at 800{degrees}C. The mechanism for improved oxidation resistance of boron doped Mo{sub 5}Si{sub 3} is due to scale modification by boron.

Performance of the beamlet laser, a testbed for the National Ignition Facility

We present initial performance studies for Beamlet, a single-beam prototype for megajoule-class neodymium-glass laser fusion drivers using a multipass main amplifier, adaptive optics, and efficient, high-fluence conversion to the third harmonic. The Beamlet final amplifier uses Brewsters-angle glass slabs with a square 39 {times} 39 cm{sup 2} aperture and a full-aperture plasma-electrode Pockels cell switch. The laser has been tested at the fundamental wavelength over a range of pulselengths from 1-10 ns up to energies of 5.8 kJ at 10 ns and 17.3 kJ at 10 ns at a beam area of 35 {times} 35 cm{sup 2}. A 39-actuator deformable mirror system corrects the beam to a Strehl ratio of 0.4.

Solid Waste Assurance Program Implementation Plan

On June 6, 1995, a waiver to Hanford Site Solid Waste Acceptance Criteria, was approved by the US Department of Energy Richland Operations Office (RL) to replace the low-level, mixed, and transuranic (TRU) generator assessment programs with the Solid Waste Assurance Program (SWAP). This is associated with a waiver that was approved on March 16, 1995 to replace the Storage/Disposal Approval Record (SDAR) requirements with the Waste Specification System (WSS). This implementation plan and the SWAP applies to Solid Waste Disposal (SWD) functions, facilities, and personnel who perform waste acceptance, verification, receipt, and management functions of dangerous, radioactive, and mixed waste from on- and off-site generators who ship to or within the Hanford Site for treatment, storage, and/or disposal (TSD) at SWD TSD facilities.

Sub-micron scale conduction processes on clean surfaces

Electrical conductance has been measured in-situ in two dimensions in the Ag/Si(111) system as a function of incident adatom flux rate with a 4-probe method. A conductance study in a 3-D conical structure was also made using field emission. For the 2-D study, the origin of conduction is still unclear, as transport by percolating Ag clusters and conduction through the substrate lvia electrons from the film have both been suggested. Experiments varying the flux rate were conducted to decide between the two. Smoother films are expected at lower growth rates which would result in faster drops in the 4-probe voltage; however the 4-probe voltage vs deposition time for various flux rates collapse into a universal curve which indicates that the morphology is not relevant and supports through the substrate. In the 3-D conductance study, a single, lateral micromachined W protrusion on a silica substrate is examined to identify the factors controlling emission in micromachined structures. The I-V characteristics and emission pattern indicate that miniprotrusions of a few hundred Angstroms, much smaller than the nominal radius of the tip, exist on the tip and are responsible for the emission. Test plan for phase II of the Retained Gas Sampler system

The Retained Gas Sampler (RGS) system is being developed to permit characterization of the gas phase component of waste tank core samples. Several laboratory experiments have been conducted which have affirmed the proof-of-principle for separating the gas phase materials from waste tank material in a quantitative manner. However, experiments conducted thus far have dealt only with representative materials and simulated hardware mock-ups. This test plan deals with the operation and testing of actual devices in the hot cell environment. This test plan coves all aspects of the RGS system including: sampler load-in, extrusion, gas extraction, quantitative separation, sample collection, and quantitative analysis. Sample material used in this test plan will be waste tank simulants and will not be radioactive. The work environment, however, will be an operating hot cell facility and will have radioactive contaminated surfaces. Operation of the system will therefore require an official radiation work permit (RWP).

US energy industry financial developments, First quarter 1995

This report traces key developments in US energy companies` financial performance for the first quarter of 1995. Financial data (only available for publicly-traded US companies) are included in two broad groups -- fossil fuel production and rate-regulated utilities. All financial data are taken from public sources such as corporate reports and press releases, energy trade publications, and The Wall Street Journal`s Earnings Digest. Return on equity is calculated from data available from Standard and Poor`s Compustat data service. Since several major petroleum companies disclose their income by lines of business and geographic area, these data are also presented in this report. Although the disaggregated income concept varies by company and is not strictly comparable to corporate income, relative movements in income by lines of business and geographic area are summarized as useful indicators of short-term changes in the underlying profitability of these operations.
