A letter report issued by the Government Accountability Office with an abstract that begins "As of March 31, 2013, the U.S. Agency for International Development (USAID) had obligated $293 million (45 percent) and disbursed $204 million (31 percent) of $651 million in funding for Haiti from the Supplemental Appropriations Act, 2010 (the Act). The Department of State (State) submitted four of five periodic reports to Congress, as required by the Act. The reports included information on funding obligated and disbursed and anecdotal information on outputs and outcomes of some activities, as the Act required. The Senate Appropriations Committee, in its Committee Report accompanying the Act, had also directed State to report more detailed information on funding and sector activities in Haiti, which State did not include in the reports. Although most funds have not been disbursed, State's reporting requirement ended in September 2012. As a result, Congress lacks information on the amounts of funds obligated and disbursed and program-by-program progress of U.S. reconstruction activities."

DWPF SMECT PVV SAMPLE CHARACTERIZATION AND REMEDIATION

On April 2, 2013, a solid sample of material collected from the Defense Waste Processing Facility’s Process Vessel Vent (PVV) jumper for the Slurry Mix Evaporator Condensate Tank (SMECT) was received at the Savannah River National Laboratory (SRNL). DWPF has experienced pressure spikes within the SMECT and other process vessels which have resulted in processing delays while a vacuum was re-established. Work on this sample was requested in a Technical Assistance Request (TAR). This document reports the results of chemical and physical property measurements made on the sample, as well as insights into the possible impact to the material using DWPF’s proposed remediation methods. DWPF was interested in what the facility could expect when the material was exposed to either 8M nitric acid or 90% formic acid, the two materials they have the ability to flush through the PVV line in addition to process water once the line is capped off during a facility outage.

ASSESSMENT OF THE IMPACT OF TOA PARTITIONING ON DWPF MELTER OFF-GAS FLAMMABILITY

An assessment has been made to evaluate the impact on the DWPF melter off-gas flammability of increasing the amount of TOA in the current solvent used in the Modular Caustic-Side Solvent Extraction Process Unit (MCU) process. The results of this study showed that the concentrations of nonvolatile carbon of the current solvent limit (150 ppm) in the Slurry Mix Evaporator (SME) product would be about 7% higher and the nonvolatile hydrogen would be 2% higher than the actual current solvent (126 ppm) with an addition of up to 3 ppm of TOA when the concentration of Isopar L in the effluent transfer is controlled below 87 ppm and the volume of MCU effluent transfer to DWPF is limited to 15,000 gallons per Sludge Receipt and Adjustment Tank (SRAT)/SME cycle. Therefore, the DWPF melter off-gas flammability assessment is conservative for up to an additional 3 ppm of TOA in the effluent based on these assumptions. This report documents the calculations performed to reach this conclusion.

Wind Powering America: The Next Steps in North Carolina

The goal of this project is to apply the WPA’s proactive outreach strategy to the problem of educating the public about the likely transmission infrastructure developments concomitant to the significant development of wind energy resources in North Carolina. Given the lead time to develop significant new transmission infrastructure (5-10 years), it is critical to begin this outreach work today, so that wind resources can be developed to adequately meet the 20% by 2030 goal in the mid- to long-term (10-20 years). The project team planned to develop a transmission infrastructure outreach campaign for North Carolina by: (1) convening a utility interest group (UIG) of the North Carolina Wind Working Group (NC WWG) consisting of electric utilities in the state and the Southeast; and (2) expanding outreach to local and state government officials in North Carolina.

Cost-effectiveness of ASHRAE Standard 90.1-2010 Compared to ASHRAE Standard 90.1-2007

Pacific Northwest National Laboratory (PNNL) completed this project for the U.S. Department of Energy’s (DOE’s) Building Energy Codes Program (BECP). DOE’s BECP supports upgrading building energy codes and standards, and the states’ adoption, implementation, and enforcement of upgraded codes and standards. Building energy codes and standards set minimum requirements for energy-efficient design and construction for new and renovated buildings, and impact energy use and greenhouse gas emissions for the life of buildings. Continuous improvement of building energy efficiency is achieved by periodically upgrading energy codes and standards. Ensuring that changes in the code that may alter costs (for building components, initial purchase and installation, replacement, maintenance and energy) are cost-effective encourages their acceptance and implementation. ANSI/ASHRAE/IESNA Standard 90.1 is the energy standard for commercial and multi-family residential buildings over three floors.
