Laser neutralization
Laser photodetachment of the excess electron to neutralize relativistic ions offers many advantages over the more conventional collisional methods using gases or thin foils as the neutralization agents. Probably the two most important advantages of laser photodetachment are the generation of a compact and low divergence beam, and the production of intense neutral beams at very high efficiency (approximately 90%). The high intensities or high current densities of the neutral beam result from the fixed maximum divergence that can be added to the beam by photodetachment of the charge using laser intensity of fixed wavelength and incident angle. The high neutralization efficiency is possible because there is no theoretical maximum to the neutralization efficiency, although higher efficiencies require higher laser powers and, therefore, costs. Additional advantages include focusability of the laser light onto the ion beam to maximize its efficacy. There certainly is no residual gas left in the particle beam path as is typical with gas neutralizers. The photodetachment process leaves the neutral atoms in the ground state so there is no excited state fluorescence to interfere with the subsequent beam sensing. Models for Type I supernovae
Two rather disjoint scenarios for Type I supernovae are presented. One is based upon mass accretion by a white dwarf in a binary system. The second involves a star having some 8 to 10 times the mass of the sun which may or may not be a solitary star. Despite the apparent dissimilarities in the models it may be that each occurs to some extent in nature for they both share the possibility of producing substantial quantities of /sup 56/Ni and explosions in stars devoid of hydrogen envelopes. These are believed to be two properties that must be shared by any viable Type I model.

The Michigan regulatory incentives study for electric utilities
This is the final report of Phase I of the Michigan Regulatory Incentives Study for Electric Utilities, a three-phase review of Michigan's regulatory system and its effects on resource selection by electric utilities. The goal of Phase I is to identify and analyze financial incentive mechanisms that encourage selection of resources in accord with the principles of integrated resource planning (IRP) or least-cost planning (LCP). Subsequent study phases will involve further analysis of options and possibly a collaborative formal effort to propose regulatory changes. The Phase I analysis proceeded in three steps: (1) identification and review of existing regulatory practices that affect utilities; selection of resources, particularly DSM; (2) preliminary analysis of ten financial mechanisms, and selection of three for further study; (3) detailed analysis of the three mechanisms, including consideration of how they could be implemented in Michigan and financial modeling of their likely impacts on utilities and ratepayers.

''Follow that quarkexclamation'' (and other exclusive stories)
Quarks are considered to be the basic constituents of matter. In a series of recent experiments, Carroll studied exclusive reactions as a means of determining the interactions between quarks. Quantum Chromo-dynamics (QCD) is the modern theory of the interaction of quarks. This theory explains how quarks are held together via the strong interaction in particles known as hadrons. Hadrons consisting of three quarks are called baryons. Hadrons made up of a quark and an antiquark are called mesons. In his lecture, Carroll describes what happens when two hadrons collide and scatter to large angles. The violence of the collision causes the gluons that bind the quarks in a particular hadron to temporarily lose their grip on particular quarks. Quarks scramble toward renewed unity with other quarks, and they undergo rearrangement, which generally results in additional new particles. A two-body exclusive reaction has occurred when the same number of particles exist before and after the collisions. At large angles these exclusive reactions are very rare. The labels on the quarks known as flavor enable the experimenter to follow the history of individual quarks in detail during these exclusive reactions. Report presenting a wind-tunnel investigation of a model equipped with a 60 degree delta wing and a 60 degree delta horizontal all-movable canard control surface to determine the stability, control, and canard-surface hinge-moment characteristics at low speeds and at a Reynolds number of 9 x 10(exp 6). Two longitudinal positions of the canard surface were tested. Results regarding lift and pitching moment, drag, and hinge moment are provided.

Financial Audit: Material Weaknesses in Internal Control over the Processes Used to Prepare the Consolidated Financial Statements of the U.S. Government
A letter report issued by the Government Accountability Office with an abstract that begins "For the past 11 years, since GAO's first audit of the consolidated financial statements of the U.S. government (CFS), certain material weaknesses in internal control and in selected accounting and financial reporting practices have prevented GAO from expressing an opinion on the CFS. GAO has consistently reported that the U.S. government did not have adequate systems, controls, and procedures to properly prepare the CFS. GAO's December 2007 disclaimer of opinion on the fiscal year 2007 accrual basis consolidated financial statements included a discussion of continuing control deficiencies related to the preparation of the CFS. The purpose of this report is to (1) provide details of continuing material weaknesses, (2) recommend improvements, and (3) provide the status of corrective actions taken to address the 81 open recommendations related to the preparation of the CFS that GAO reported in July 2007."

Defense Infrastructure: High-Level Leadership Needed to Help Communities Address Challenges Caused by DOD-Related Growth
A letter report issued by the Government Accountability Office with an abstract that begins "Due to several simultaneous Department of Defense (DOD) force structure and basing initiatives, 20 installations are expecting a combined net growth of over 173,000 military and civilian personnel, not including family members and all contractors, over fiscal years 2006-2012. Although communities surrounding these installations can expect to realize economic benefits in the long term, DOD has identified these 20 to be substantially and seriously impacted in terms of being able to provide infrastructure to accommodate the growth. In response to the House report to the fiscal year 2007 defense appropriations bill, GAO (1) examined the extent to which communities affected by DOD's actions have identified their infrastructure needs, and (2) assessed DOD's efforts and those of other agencies to assist affected communities. GAO reviewed applicable directives and executive orders, surveyed the 20 growth communities, and met with community and agency officials to discuss growth issues."

Private Health Insurance: Coverage of Key Colorectal Cancer Screening Tests is Common but Not Universal
A letter report issued by the General Accounting Office with an abstract that begins "Colorectal cancer is the second leading cause of cancer deaths in the United States. Its mortality can be reduced through early detection and treatment. Four key tests are used to detect the cancer--fecal occult blood test (FOBT), flexible sigmoidoscopy, double-contrast barium enema (DCBE), and colonoscopy. Private health insurance plans generally cover these tests to diagnose cancer; however, the extent to which plans cover the tests for screening purposes--where no symptoms are evident--is less clear. Congress is considering legislation that would require coverage of the tests for screening purposes among all private health insurance plans. GAO was asked to (1) identify the state laws that require private health insurance coverage of these screening tests; and (2) determine the extent to which the tests are covered among small employer, individual, large employer, and federal employee health plans. GAO summarized state laws that require coverage of the tests. GAO examined test coverage among a sample of the largest 19 small employer and 14 individual plans in 10 states without laws requiring the coverage, and among 35 large employer plans nationally. High Speed Rail: Learning From Service Start-ups, Prospects for Increased Industry Investment, and Federal Oversight Plans
A letter report issued by the Government Accountability Office with an abstract that begins "The American Recovery and Reinvestment Act (Recovery Act) and subsequent appropriations have dramatically increased federal funds available for high speed intercity passenger rail from $120 million in fiscal year 2008 and fiscal year 2009 combined to $10.5 billion available in fiscal year 2010. Other issues, such as developing industry capacity to supply rail equipment and fostering multiyear public support for such systems must be resolved. As part of its efforts to assess Recovery Act initiatives, GAO reviewed (1) how states started or improved passenger rail services in the recent past, (2) rail industry plans to accommodate the increased passenger rail investments, and (3) Federal Railroad Administration (FRA) plans to oversee the use of federal intercity passenger rail funds. U.S.-China Trade: Commerce Faces Practical and Legal Challenges in Applying Countervailing Duties

Intellectual Property: Key Processes for Managing Patent Automation Strategy Need Stengthening

Elections: DOD Can Strengthen Evaluation of Its Absentee Voting Assistance Program
A letter report issued by the Government Accountability Office with an abstract that begins "Under the Uniformed and Overseas Citizens Absentee Voting Act (UOCAVA), citizens covered are permitted to register and vote absentee. The Secretary of Defense has the primary responsibility for federal UOCAVA functions, and the Department of Defense's (DOD) Federal Voting Assistance Program (FVAP) facilitates absentee voters' participation in federal elections. Since 2001, the DOD Office of Inspector General and GAO have reviewed FVAP's efforts and recommended improvements to its procedures and the direction FVAP provides to the services. In response to a congressional request, this report evaluates how FVAP (1) addresses its mission and evaluates efforts to conduct it, (2) aligns budget priorities with strategic goals, and (3) implemented DOD Office of Inspector General and GAO recommendations made from 2001 through 2009. GAO analyzed FVAP's performance measures, relevant DOD directives, FVAP's strategic plans, budgets, and past audit reports. Also, GAO interviewed agency officials."
