In the 107th Congress, S. 2797 (S.Rept. 107-222) would have provided $8.30 billion for EPA in FY2003. H.R. 5605 (H.Rept. 107- 740) would have provide $8.20 billion. Both bills would restore much of the water infrastructure funding but there was no final action by the end of Congress. Continuing resolutions funded at the same level as in FY2002. In the 108th Congress, P.L. 108-7 (H.J.Res. 2) provides EPA with $8.08 billion for FY2003.

National Tests: Administration Initiative

The Clinton Administration is encouraging states and local educational agencies (LEAs) to administer new national tests to 4th-grade pupils in reading and 8th-grade pupils in mathematics each year beginning in 2000. Participation in the tests would be voluntary and would not affect a state or LEA’s eligibility for federal aid programs. These tests would be based on existing assessments that were developed with federal financial support. The federal government would oversee the development of the tests, paying the costs for this as well as technical assistance, and the initial round of test administration, using funds under the Fund for the Improvement of Education (FIE).

The Houses of Worship Free Speech Restoration Act, H.R. 235 (108th Congress) would permit churches to engage in limited types of political campaign activity, in unlimited amounts, without jeopardizing their tax-exempt status. The decline is TANF rolls has slowed to a near halt (see Figure 1). National numbers in September were only 73,000 below those of a year before. However, TANF enrollment topped that of September 2001 in several states (including New York, which has moved into a state-funded safety net program more than 40,000 families after they reached the 5-year federal time limit). Persons now enrolled include rising proportions of minorities, and 37% of TANF “families” now have no adult recipient (child-only cases). The 2001 poverty rate among children in female-headed families was 39.3%, compared with 39.8% in 2000, 49.3% in 1996, and 52.9% in 1994, when AFDC numbers peaked.

New Zealand and the United States continue to have strong ties despite some differences. These close ties are based on shared cultural traditions and values. Differences between the United States and New Zealand emerged in the mid-1980s over New Zealand’s policy to ban nuclear-armed and nuclear-powered ships from its ports. This led to a de facto split between the United States and New Zealand within the context of the Australia-New Zealand-United States (ANZUS) alliance. Despite this issue, New Zealand is a regular contributor to international peace operations and has contributed troops to the war against terror in Afghanistan and to assist reconstruction efforts in Iraq.

President's Commission on Moon, Mars and Beyond

The mission of the Commission shall be to provide recommendations to the President on implementation of the vision outlined in the President's policy statement entitled "A Renewed Spirit of Discovery" and the President's Budget Submission for Fiscal Year 2005 (collectively, "Policy"). The Commission shall examine and make recommendations to the President regarding: a) science research agenda to be conducted on the Moon and other destinations as well as human and robotic science activities that advance our capacity to achieve the Policy; b) The exploration of technologies, demonstrations, and strategies, including the use of lunar and other in situ natural resources, that could be used for sustainable human and robotic exploration; c) Criteria that could be used to select future destinations for human exploration; d) Long-term organization options for managing implementation of space exploration activities; e) The most appropriate and effective roles for potential private sector and international participants in implementing the Policy; and f) Methods for optimizing space exploration activities to encourage the interests of America's youth in studying and pursuing careers in mathematics, science, and engineering; and g) Management of the implementation of the Policy within available resources.
