This design consists in "the bottom having the ridged portion and the oppositely-inclined portions, said bottom being provided with a hook in front, the upright post in front for holding the lines, the posts upon the sides near the front, to which the mouth of the bag is secured to be held open, and the upright posts on the sides in the rear of the posts for holding the bags when filled" (lines 78-85).

Crystalline beam ground state

In order to employ molecular dynamics (MD) methods, commonly used in condensed matter physics, we have derived the equations of motion for a beam of charged particles in the rotating rest frame of the reference particle. We include in the formalism that the particles are confined by the guiding and focusing magnetic fields, and that they are confined in a conducting vacuum pipe while interacting with each other via a Coulomb force. Numerical simulations using MD methods has been performed to obtain the equilibrium crystalline beam structure. The effect of the shearing force, centrifugal force, and azimuthal variation of the focusing strength are investigated. It is found that a constant gradient storage ring can not give a crystalline beam, but that an alternating-gradient (AG) structure can. In such a machine the ground state is, except for one-dimensional (1-D) crystals, time dependent. The ground state is a zero entropy state, despite the time-dependent, periodic variation of the focusing force. The nature of the ground state, similar to that found by Schiffer et al. depends upon the density and the relative focusing strengths in the transverse directions. At low density, the crystal is 1-D. A letter report issued by the General Accounting Office with an abstract that begins "In recent years, Congress has provided the military with additional funding to address the shortage of spare parts. This report provides information on how the funding was used and how the Department of Defense (DOD) plans to improve its financial information on spare parts funding. GAO found that the $1.1 billion earmarked for spare parts in the 1999 appropriations act was placed in military services' operation and maintenance accounts. However, DOD did not separately track the use of these funds, which could have been used for other purposes. As a result, DOD plans to annually develop detailed financial management information on spare parts funding uses. Implementation of DOD's plan should increase visibility and accountability for the use of spare parts funds. The plan should also help to determine the extent to which progress is being made in addressing spare parts shortages. Such information, when developed through a reliable and consistent methodology, would also be useful for congressional decision making and oversight. However, DOD does not plan to provide this information to Congress."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense's (DOD) preliminary cost estimate for its current realignment plan is not reliable, because it is missing costs and is based on limited data. According to DOD officials, DOD has not yet been able to put together a more reliable cost estimate because it will not have specific detailed information on the plan's requirements until the completion of environmental analyses and host nation negotiations. Currently, DOD estimates that it would cost approximately $12.1 billion to implement its realignment plan--not including the Australia segment of the realignment. Still, GAO found that DOD did not include some up-front practices that could have provided a more reliable estimate that are not dependent on the completion of the environmental analyses and host nation negotiations. Specifically, DOD omitted any costs associated with mobility support, a critical component of the implementation, from its cost estimate. Furthermore, although DOD based its cost estimate on several assumptions, there was no evidence DOD conducted analysis needed to determine the reliability of those assumptions. A letter report issued by the Government Accountability Office with an abstract that begins "The Navy's depots provide critical maintenance support to operations around the world. The Department of Defense's (DOD) increased reliance on the private sector for depot maintenance support coupled with downsizing led to a deterioration of depots' capabilities and cost increases. In 2007, the Office of the Secretary of Defense (OSD) directed each service to submit a depot maintenance strategic plan and provided direction for the content of those plans. The 2007 U.S. Navy Depot Maintenance Strategic Plan contained a separate plan for each of five functional areas and an executive summary. GAO used qualitative content analyses to determine the extent to which two of the plans address (1) elements of a results-oriented management framework and (2) OSD's direction for the plan's content. GAO examined the plans for Navy aviation (NAVAIR) and ships (NAVSEA), which account for 94 percent of Navy depot workload."

Design of the superconducting section of the SPL Linac at CERN

In order to set up a powerful proton source for a future Neutrino Factory, increasing at the same time the flux of protons available for new and existing facilities, CERN is studying a 2.2 GeV superconducting H- linac for 4 MW beam power, called SPL. The superconducting part of this linac covers the energy range from 120 MeV to 2.2 GeV. Three sections made of 352 MHz cavities with nominal beta of 0.52, 0.7 and 0.8 bring the beam energy up to 1 GeV. From this energy, superconducting cavities from LEP or beta 0.8 cavities can be used up to the final energy of 2.2 GeV. This paper covers the optimization for the superconducting part, the beam dynamics design principles, the matching between sections, and the results of multiparticle simulations with up to 50 million particles. To demonstrate the stability of the design, matched and mismatched input beams are used.

Design Safety Features of the BNL High-Temperature Combustion Facility

The Brookhaven National Laboratory (BNL) High-Temperature Combustion Facility (HTCF) was used to perform hydrogen deflagration and detonation experiments at temperatures to 650 K. Safety features that were designed to ensure safe and reliable operation of the experimental program are described. Deflagration and detonation experiments have been conducted using mixtures of hydrogen, air, and steam. Detonation cell size measurements were made as a function of mixture composition and thermodynamic gas conditions. Deflagration-to-detonation transition experiments were also conducted. Results of the experimental program are presented, and implications with respect to hydrogen safety are discussed.
