Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 25.3 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. The American Opportunity Tax Credit: Overview, Analysis, and Policy Options

This report gives an overview of the American Opportunity Tax Credit (AOTC)—enacted on a temporary basis by the American Recovery and Reinvestment Act and extended through the end of 2012 by the Tax Relief, Unemployment Insurance Reauthorization, and Job Creation Act of 2010— which is a partially-refundable tax credit that provides financial assistance to taxpayers who are attending college, or whose children are attending college. There are a variety of policy options mentioned in the report regarding the AOTC, including extending the credit, extending a modified AOTC, or repealing the Hope and Lifetime Credits and extending a modified AOTC that includes provisions included in these credits.

The 108th Congress is considering legislation to reduce chemical facilities’ vulnerability to acts of terrorism, so as to protect critical sectors of the U.S. infrastructure and reduce risks to public health and the environment. Competing bills, S. 994 and S. 157, have been introduced into the Senate. Both would require chemical facilities to conduct vulnerability assessments and develop and implement site security plans, but the approaches of the bills differ with respect to the chemicals and facilities covered, planning requirements and mechanisms for federal and facility accountability.

The Coastal Nonpoint Pollution Program: Status and Legislative Issues

In 1990, Congress enacted legislation requiring coastal states and territories to develop programs to help address the problem of nonpoint source pollution in coastal waters, which are especially threatened by pressures of population growth, development, and pollution. The coastal nonpoint pollution program is unique because it expressly links federal and state coastal zone management and water quality programs. Coastal states are now implementing these requirements. Congress has not changed the program since its enactment, but legislative activity in the 106th Congress is possible. One issue receiving attention is whether to integrate the coastal nonpoint pollution program with the activities under the Coastal Zone Management Act.
