SAF/IEB will oversee a series ofMAJCOM directed site surveys for bases affected by BRAC 2005 recommendations. These site surveys are the first step in identifying BRAC 2005 operational, communications and construction requirements for use in future programming actions. Attached is the installation site survey priority list (Atch I).

The analysis phase of the BRAC 2005 effort is coming to a close. It is time to consider implementation guidance and how it affects you. Initial guidance is being prepared to help you during preliminary BRAC implementation planning. The basic preparation for closure or realignment is similar to what bases and MAJCOMs went through during the last four BRAC rounds. Details might differ but the end result will be the same.

This is to inform you all awards of MILCON, P7111 P713 MFH MILCON, O&M Sustainment, and O&M Restoration & Modernization projects in CONUS and US territories will immediately be placed on hold through 16 May 2005. This applies to all projects with bid openings and those pending contract award. For projects currently out for bids or ready for advertisement, recommend MAJCOMs proceed to open bids with bid acceptance periods of 120 days.

In his 22 Oct 03, "Memorandum for Military Department Infrastructure Steering Group Members," Mr. Wynne; Acting Undersecretary of Defense for Acquisition, Technology and Logistics; requested each Military Department recommend "those classified ranges that should receive JCSG analysis."

By this memorandum, I appoint Mr. Steve Rogers, SAF/GCN, as a member of the Base Closure Executive Group (BCEG) in support of the 2005 Base Realignment and Closure activity This appointment is effective immediately. It is imperative that members attend all BCEG deliberative meetings. If for some extremely urgent reason you are unable to attend, one of the BCEG chairmen mrist approve alternate attendees.

The Defense Base Closure and Realignment Act (DBCRA) of 1990, as amended, requires the Secretary of Defense (SecDet) to submit base closure and realignment recommendations to a Presidentially-selected Commission by 16 May 05. SecDefhas established an Infrastructure Executive Committee (IE C) comprised of the Service Secretaries and Chiefs of Staff to provide senior level policy direction to the process. Likewise, SecDef directed USD (AT &L) to chair an Infrastructure Steering Group (ISG) comprised of the Vice Chairman of the Joints Chiefs of Staff, the Military Departments' Assistant Secretaries (Installation & Environment), the Services' Vice Chiefs of Staff, and the Assistant Commandant of the Marine Corps to provide executive-level guidance to the BRAC 2005 Joint Cross Service Groups (JCSGs).

Base Realignment and Closure (BRAC) Pinal Selection Criteria The BRAC statute requires the use of public selection criteria in the analytical process. Selection criteria, along with the force structure plan, are the basis on which the Commission judges DoD recommendations. DoD published draft criteria in the Federal Register on December 23,2003, for public comment (TAB B).
