A 3D Particle Simulation Code for Heavy Ion Fusion Accelerator Studies
We describe WARP, a new particle-in-cell code being developed and optimized for ion beam studies in true geometry. We seek to model transport around bends, axial compression with strong focusing, multiple beamlet interaction, and other inherently 3d processes that affect emittance growth. Constraints imposed by memory and running time are severe. Thus, we employ only two 3d field arrays ({rho} and {phi}), and difference {phi} directly on each particle to get E, rather than interpolating E from three meshes; use of a single 3d array is feasible. A new method for PIC simulation of bent beams follows the beam particles in a family of rotated laboratory frames, thus straightening'' the bends. We are also incorporating an envelope calculation, an (r, z) model, and 1d (axial) model within WARP. The BASIS development and run-time system is used, providing a powerful interactive environment in which the user has access to all variables in the code database. 10 refs., 3 figs.

Abortion: Legislative Response

The Absorption and Translocation of Several Fission Elements by Russian Thistle
Abstract: An investigation was conducted to determine the absorption and translocation of fission products by Russian thistle from a localized spot of contaminated soil. The amount and identity of the radioactive elements absorbed and translocated by the Russian thistle is given along with the location of these elements in the plants. Beta radioactivity to the amounts of 10 microcuries per gram caused no visible effects on the growth habits of sectioned material are included.

Adiabatic supernova expansion into the circumstellar medium
We perform one dimensional numerical simulations with a Lagrangian hydrodynamics code of the adiabatic expansion of a supernova into the surrounding medium. The early expansion follows Chevalier's analytic self-similar solution until the reverse shock reaches the ejecta core. We follow the expansion as it evolves towards the adiabatic blast wave phase. Some memory of the earlier phases of expansion is retained in the interior even when the outer regions expand as a blast wave. We find the results are sensitive to the initial configuration of the ejecta and to the placement of gridpoints. 6 refs., 2 figs.

Afghanistan: U.S. Efforts to Vet Non-U.S. Vendors Need Improvement
A letter report issued by the Government Accountability Office with an abstract that begins "The Departments of Defense (DOD) and State (State) and the United States Agency for International Development (USAID) have collectively obligated billions of dollars for contracts and assistance to support U.S. efforts in Afghanistan. There are concerns that U.S. funds are being diverted to fund insurgent and criminal activity in Afghanistan. In light of these concerns, under the authority of the Comptroller General of the United States, we initiated a review to identify DOD, State, and USAID efforts to vet non-U.S. contractors and assistance recipients in Afghanistan. GAO examined (1) the extent to which DOD has established a process to vet non-U.S. vendors to ensure that resources are not used to support insurgents; (2) the extent to which State and USAID have established processes to vet vendors and assistance recipients; and (3) the extent to which vetting information is shared among DOD, State, and USAID. GAO reviewed documents and met with a variety of agency officials to address the report's objectives."

Age-dependent radiosensitivity of mouse oocytes
It has been shown that there are three distinct phases of radiosensitivity in oocytes of prepubertal mice: a period of rapidly increasing sensitivity between 0 and 4 days of age; a period of consistent, high sensitivity between 5 and 18 days of age; and a period of decreasing sensitivity from 19 to at least 21 days of age. Two distinct phases have been demonstrated for the rate of population decline of the oocytes of primary follicles: an initial period of rapid loss from 0 to 4 days of age; and a period of much slower loss from 5 through 23 days of age. Correlations have been drawn between the first two phases of radiosensitivity and morphological changes in the oocyte, and between the third phase of radiosensitivity and endocrinological changes in the maturing animal. The reaction of oocytes to radiation has been separated into two categories: immediate death (within 24 hours); and delayed death (over the entire lifespan of the animal). (auth)

Air Monitoring Leads to Discovery of New Contamination at Radioactive Waste Disposal Site (Area G) at LANL
Air monitoring at Area G, the low-level radioactive waste disposal area at Los Alamos National Laboratory, revealed increased air concentrations of {sup 239}Pu and {sup 241}Am at one location along the north boundary. This air monitoring location is a couple of meters north of a dirt road used to access the easternmost part of Area G. Air concentrations of {sup 238}Pu were essentially unaffected, which was puzzling because the {sup 238}Pu and {sup 239}Pu are present in the local, slightly contaminated soils. Air concentrations of these radionuclides increased about a factor of ten in early 1995 and remained at those levels until the first quarter of 1996. During the spring of 1996 air concentrations again increased by a factor of about ten. No other radionuclides were elevated and no other Area G stations showed elevations of these radionuclides. After several formal meetings didn't provide an adequate cause for the elevations, a gamma survey was performed and showed a small area of significant contamination just south of the monitor location. Amplifying Real Estate Value through Energy&WaterManagement: From ESCO to 'Energy Services Partner'
The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Analysis of costs and benefits for eight powerplant productivity improvement projects. Project 1, Task 3. Final report
In 1976, DOE (FEA) sponsored the development of a systematic methodology for the identification and analysis of candidate projects which a utility might undertake to improve baseload unit reliability. This methodology also enabled the user to estimate a project's effect on the future performance of the unit. A project was sponsored in Illinois to demonstrate the methodology and to encourage increased power plant productivity in the state. A total of 8 improvement projects were conducted and analyzed at Illinois Power Company Wood River 5 and Commonwealth Edison Company Quad Cities 1 and 2 units. A general description of the approach followed in estimating costs and benefits and in presenting the results for the 8 projects is provided. A brief technical description of the projects and their total cost, total benefits, net present value, and benefit-to-cost ratio is given. Detailed cost and benefit summaries for each project are presented followed by a discussion of the results.

Analysis of oil-bearing Cretaceous sandstone hydrocarbon reservoirs, exclusive of the Dakota Sandstone, on the Jicarilla Apache Indian Reservation, New Mexico
This is the Phase One contract report to the United States Department of Energy, United State Geological Survey and the Jicarilla Apache Indian Tribe on the project entitled ``Outcrop Analysis of the Cretaceous Mesaverde Group: Jicarilla Apache Reservation, New Mexico.'' Field work for this project was conducted during July and August 1998, at which time fourteen measured sections were described and correlated on or adjacent to Jicarilla Apache Reservation lands. A fifteen section, described east of the main field area, is included in this report, although its distant location precluded use in the correlation's and cross-sections presented herein. Ground-based photo mosaics were shot for much of the exposed Mesaverde outcrop belt and were used to assist in correlation. Outcrop gamma-ray surveys at six of the fifteen measured sections using a GAD-6 scintillometer was conducted. The raw gamma-ray data are included in this report, however, analysis of those data is part of the ongoing Phase Two of this project.

Patent for new and improved animal shears. This design is "of a platinum or other wire or conductor heated to a high temperature, sufficient to burn through the fibers of the wool or hair, and [is] passed over the surface of the body as close as may be deemed desirable to the roots. Annealing to Mitigate Pitting in Electropolished Niobium Coupons and SRF Cavities
Ongoing studies at Fermilab investigate whether dislocations and other factors instigate pitting during cavity electropolishing (EP), despite careful processing controls and the inherent leveling mechanism of EP itself. Here, cold-worked niobium coupons, which exhibited increased tendencies for pitting in our past study, were annealed in a high vacuum furnace and subsequently processed by EP. Laser confocal scanning microscopy and special defect counting algorithms were used to assess the population of pits formed. Hardness measurements indicated that annealing for 2 hours at 800 C produced recovery, whereas annealing for 12 hours at 600 C did not, as is consistent with known changes for cavities annealed in a similar way. The 800 C anneal was effective in some cases but not others, and we discuss reasons why tendencies for pitting remain. We discuss implications for cavities and continued work to understand pitting.

Answers to questions of the Advisory Committee on Reactor Safeguards relative to the need for retention of government land
This report discusses a meeting scheduled with a Subcommittee of the Advisory Committee on Reactor Safeguards to review the future need for retention of government land on the Wahluke Slope.
