Welfare Reform: TANF Trends and Data

The size and character of the nation’s family cash welfare rolls and the composition of welfare spending have changed markedly since August, 1996, when Congress created the time-limited and work-conditioned block grant program of Temporary Assistance for Needy Families (TANF). Enrollment has plunged more than 50%. The share of recipients who combine welfare and work has risen sharply (26% in FY2000). The share of “child-only”cases, which are free of work and time limit rules, has climbed above one-third nationally and in nine states exceeds one-half of allTANF cases. The smaller caseload holds a rising proportion of black and Hispanic families.

This report discuses two competing 2018 fiscal year budget requests for the Commodity Futures Trading Commission (CFTC) from President Trump and from the CFTC themselves. The Presidential request is $250 million, which is the same amount the CFTC had the past year, while CFTC is requesting an additional $31.5 million in funding for a total request of $ 281.5 million. The process of submitting budgets to the President and Congress is discussed as well as ways to reconcile the two conflicting budget requests.

The White House: Allegations of Damage During the 2001 Presidential Transition

A letter report issued by the General Accounting Office with an abstract that begins "Damage, theft, vandalism, and pranks occurred in the White House complex during the 2001 presidential transition. Several Executive Office of the President (EOP) staff claim that they observed (1) messy offices containing excessive trash or personal items, (2) numerous prank signs containing derogatory and offensive statements about the president, (3) government property that was damaged, and (4) missing items. Further, EOP staff believed that what they observed during the transition was done intentionally. Some former Clinton administration staff acknowledged that they observed some damaged items and prank signs. However, the former Clinton administration staff said that (1) the amount of trash found during the transition was what could be expected; (2) they did not take the missing items; (3) some furniture was unintentionally broken before the transition, and little money was spent on repairs and upkeep during the administration; and (4) many of the reported observations were not of vandalism. This report makes several recommendations regarding the prevention and documentation of vandalism during future presidential transitions."

Report presenting a wind-tunnel investigation through a speed range from Mach number 0.30 to 0.90 to determine the lateral-control characteristics of a 20-percent-chord by 39-percent-semispan aileron and a 60-percent-semispan stepped spoilers on a semispan-wing model with aspect ratio of 3.06 with 51.3 degrees sweepback of the wing leading edge. The aileron rolling effectiveness decreased as the Mach number increased, while the spoiler rolling-moment effectiveness decreased with Mach number.

A Wrist Badge Film Dosimeter for Hand Dose Measurement

The wrist badge provides a dosimeter that is useful in estimating the radiation dose to the hands and forearms. Its new shield system gives good gamma and slow neutron dose discrimination with duPont 552 film packets. The film can be evaluated using the present technique and equipment. Several attempts to develop hand dosimeters have been made. Finger rings using film have been used routinely but have not been entirely satisfactory for all situations. The wrist badge was developed to provide improved gamma and slow neutron dose measurement of the upper extremities under certain appropriate conditions. The wrist badge dosimeter is not a substitute or alternate for finger ring dosimeters but is a necessary dosimeter for some extremity exposure situations.

X-Ray Emitting GHz-Peaked Spectrum Galaxies: Testing a Dynamical-Radiative Model with Broad-Band Spectra

In a dynamical-radiative model we recently developed to describe the physics of compact, GHz-Peaked-Spectrum (GPS) sources, the relativistic jets propagate across the inner, kpc-sized region of the host galaxy, while the electron population of the expanding lobes evolves and emits synchrotron and inverse-Compton (IC) radiation. Interstellar-medium gas clouds engulfed by the expanding lobes, and photoionized by the active nucleus, are responsible for the radio spectral turnover through free-free absorption (FFA) of the synchrotron photons. The model provides a description of the evolution of the GPS spectral energy distribution (SED) with the source expansion, predicting significant and complex high-energy emission, from the X-ray to the {gamma}-ray frequency domain. Here, we test this model with the broad-band SEDs of a sample of eleven X-ray emitting GPS galaxies with Compact-Symmetric-Object (CSO) morphology, and show that: (i) the shape of the radio continuum at frequencies lower than the spectral turnover is indeed well accounted for by the FFA mechanism; (ii) the observed X-ray spectra can be interpreted as non-thermal radiation produced via IC scattering of the local radiation fields off the lobe particles, providing a viable alternative to the thermal, accretion-disk dominated scenario.
