A letter report issued by the Government Accountability Office with an abstract that begins "Declining U.S. manufacturing has been an issue of continuing concern for policymakers; this was reflected in the Obama Administration's (Administration) 2010 announcement of the National Export Initiative. The Administration has also shown interest in improving the efficiency of the federal support of trade operations. In 2004, the Office of Manufacturing and Services (MAS) was established within the Department of Commerce's (Commerce) International Trade Administration (ITA) to enhance the global competitiveness of U.S. industry. GAO was asked to examine (1) MAS's goals and activities and how they compare with those of other government entities; (2) how MAS prioritizes its activities and targets its resources; and (3) the extent to which MAS tracks and reports its efforts. GAO reviewed agency documents and interviewed officials from MAS, other parts of ITA and Commerce, and other agencies.."

The shift from defined benefit (DB) pension plans to defined contribution (DC) plans also increases the responsibility for workers and retirees to make difficult decisions and manage their pension and other financial assets so that they have income throughout retirement. GAO was asked to review (1) strategies that experts recommend retirees employ to ensure income throughout retirement, (2) choices retirees have made for managing their pension and financial assets for generating income, and (3) policy options available to ensure income throughout retirement and their advantages and disadvantages. GAO interviewed experts about strategies retirees should take, including strategies for five households from different quintiles of net wealth (assets less debt); analyzed nationally representative data and studies about retirees' decisions; and interviewed experts and reviewed documents about related policy options."

VA Health Care: Actions Needed to Prevent Sexual Assaults and Other Safety Incidents

A letter report issued by the Government Accountability Office with an abstract that begins "Changes in patient demographics present unique challenges for VA in providing safe environments for all veterans treated in Department of Veterans Affairs (VA) facilities. GAO was asked to examine whether or not sexual assault incidents are fully reported and what factors may contribute to any observed underreporting, how facility staff determine sexual assault-related risks veterans may pose in residential and inpatient mental health settings, and precautions facilities take to prevent sexual assaults and other safety incidents. GAO reviewed relevant laws, VA policies, and sexual assault incident documentation from January 2007 through July 2010 provided by VA officials and the VA Office of the Inspector General (OIG). In addition, GAO visited and reviewed portions of selected veterans' medical records at five judgmentally selected VA medical facilities chosen to ensure the residential and inpatient mental health units at the facilities varied in size and complexity. Finally, GAO spoke with the four Veterans Integrated Service Networks (VISN) that oversee these VA medical facilities."

Neutronics, Steady-State, and Transient Analyses for the Poland Maria Reactor for Irradiation Testing of Leu Lead Test Fuel Assemblies From Cerca : Anl Independent Verification Results.

The MARIA reactor at the Institute of Atomic Energy (IAE) in Swierk (30 km SE of Warsaw) in the Republic of Poland is considering conversion from high-enriched uranium (HEU) to low-enriched uranium (LEU) fuel assemblies (FA). The FA design in MARIA is rather unique; a suitable LEU FA has never been designed or tested. IAE has contracted with CERCA (the fuel supply portion of AREVA in France) to supply 2 lead test assemblies (LTA). The LTAs will be irradiated in MARIA to burnup level of at least 40% for both LTAs and to 60% for one LTA. IAE may decide to purchase additional LEU FAs for a full core conversion after the test irradiation. The Reactor Safety Committee within IAE and the National Atomic Energy Agency in Poland (PAA) must approve the LTA irradiation process. The approval will be based, in part, on IAE submitting revisions to portions of the Safety Analysis Report (SAR) which are affected by the insertion of the LTAs. (A similar process will be required for the full core conversion to LEU fuel.) The Commodity Credit Corporation (CCC), an agency of the U.S. Department of Agriculture (USDA), operated a grain storage facility at the northeastern edge of the city of Hanover, Kansas, from 1950 until the early 1970s. During this time, commercial grain fumigants containing carbon tetrachloride were in common use by the grain storage industry to preserve grain in their facilities. In February 1998, trace to low levels of carbon tetrachloride were detected in two private lawn and garden wells near the former grain storage facility at Hanover, as part of a statewide USDA private well sampling program that was implemented by the Kansas Department of Health and Environment (KDHE) near former CCC/USDA facilities. In July 2007, the CCC/USDA sampled indoor air at nine residences on or adjacent to its former facility to address the residents concerns. Low levels of carbon tetrachloride were detected at four of the nine homes. Consequently, the CCC/USDA has conducted investigations, under the direction of the KDHE, to determine the source and extent of the carbon tetrachloride contamination that might be associated with the former facility. A Survey of Pressure Vessel Code Compliance for Super conducting RF Cryomodules

Superconducting radio frequency (SRF) cavities made from niobium and cooled with liquid helium are becoming key components of many particle accelerators. The helium vessels surrounding the RF cavities, portions of the niobium cavities themselves, and also possibly the vacuum vessels containing these assemblies, generally fall under the scope of local and national pressure vessel codes. In the U.S., Department of Energy rules require national laboratories to follow national consensus pressure vessel standards or to show ''a level of safety greater than or equal to'' that of the applicable standard. Thus, while used for its superconducting properties, niobium ends up being treated as a low-temperature pressure vessel material. Niobium material is not a code listed material and therefore requires the designer to understand the mechanical properties for material used in each pressure vessel fabrication; compliance with pressure vessel codes therefore becomes a problem. This report summarizes the approaches that various institutions have taken in order to bring superconducting RF cryomodules into compliance with pressure vessel codes. In Japan, Germany, and the U.S., institutions building superconducting RF cavities integrated in helium vessels or procuring them from vendors have had to deal with pressure vessel requirements being applied to SRF vessels, including the …

Researchers at the Savannah River National Laboratory (SRNL) have proposed that a test bed for advanced detectors be established at the H-Canyon separations facility located on the DOE Savannah River Site. The purpose of the proposed test bed will be to demonstrate the capabilities of emerging technologies for national and international safeguards applications in an operational environment, and to assess the ability of proven technologies to fill any existing gaps. The need for such a test bed has been expressed in the National Nuclear Security Administration's (NNSA) Next Generation Safeguards Initiative (NGSI) program plan and would serve as a means to facilitate transfer of safeguards technologies from the laboratory to an operational environment. New detectors and detector materials open the possibility of operating in a more efficient and cost effective manner, thereby strengthening national and international safeguards objectives. In particular, such detectors could serve the DOE and IAEA in improving timeliness of detection, minimizing uncertainty and improving confidence in results. SRNL's concept for the H Canyon test bed program would eventually open the facility to other DOE National Laboratories and establish a program for testing national and international safeguards related equipment. ENVIRONMENTAL SAMPLING USING LOCATION SPECIFIC AIR MONITORING IN BULK HANDLING FACILITIES

Since the introduction of safeguards strengthening measures approved by the International Atomic Energy Agency (IAEA) Board of Governors (1992-1997), international nuclear safeguards inspectors have been able to utilize environmental sampling (ES) (e.g. deposited particulates, air, water, vegetation, sediments, soil and biota) in their safeguarding approaches at bulk uranium/plutonium handling facilities. Enhancements of environmental sampling techniques used by the IAEA in drawing conclusions concerning the absence of undeclared nuclear materials or activities will soon be able to take advantage of a recent step change improvement in the gathering and analysis of air samples at these facilities. Location specific air monitoring feasibility tests have been performed with excellent results in determining attribute and isotopic composition of chemical elements present in an actual test-bed sample. Isotopic analysis of collected particles from an Aerosol Contaminant Extractor (ACE) collection, was performed with the standard bulk sampling protocol used throughout the IAEA network of analytical laboratories (NWAL). The results yielded bulk isotopic values expected for the operations. Advanced designs of air monitoring instruments such as the ACE may be used in gas centrifuge enrichment plants (GCEP) to detect the production of highly enriched uranium (HEU) or enrichments not declared by a State.
