U.S. Tsunami Preparedness: Federal and State Partners Collaborate to Help Communities Reduce Potential Impacts, but Significant Challenges Remain

A letter report issued by the Government Accountability Office with an abstract that begins "The 2004 Indian Ocean tsunami raised questions about U.S. preparedness for such an event. The National Oceanic and Atmospheric Administration (NOAA) leads U.S. detection and warning efforts and partners with federal and state agencies in the National Tsunami Hazard Mitigation Program (NTHMP) to reduce tsunami risks. In 2005, Congress appropriated $17.24 million in supplemental funding to enhance these efforts. This report (1) identifies U.S. coastal areas facing the greatest tsunami hazard and the extent to which potential impacts have been assessed, (2) discusses the effectiveness of the existing federal tsunami warning system, (3) describes efforts to mitigate the potential impacts of tsunamis on coastal communities, and (4) assesses NOAA's efforts to develop long-range plans for federal tsunami programs."

Unified Einstein-Virasoro Master Equation in the General Non-Linear Sigma Model

The Virasoro master equation (VME) describes the general affine-Virasoro construction $T=L^abJ_aJ_b+iD^a \dif J_a$ in the operator algebra of the WZW model, where $L^ab$ is the inverse inertia tensor and $D^a $ is the improvement vector. In this paper, we generalize this construction to find the general (one-loop) Virasoro construction in the operator algebra of the general non-linear sigma model. The result is a unified Einstein-Virasoro master equation which couples the spacetime spin-two field $L^ab$ to the background fields of the sigma model. For a particular solution $L_G^ab$, the unified system reduces to the canonical stress tensors and conventional Einstein equations of the sigma model, and the system reduces to the general affine-Virasoro construction and the VME when the sigma model is taken to be the WZW action. More generally, the unified system describes a space of conformal field theories which is presumably much larger than the sum of the general affine-Virasoro construction and the sigma model with its canonical stress tensors. We also discuss a number of algebraic and geometrical properties of the system, including its relation to an unsolved problem in the theory of $G$-structures on manifolds with torsion.

Use of Antineutrino Detectors for Nuclear Reactor Safeguards Effectiveness Assessment

As described in an earlier article [1], important information regarding reactor power and the amount and type of fissile material in reactor cores can be determined by measuring the antineutrino rate and energy spectrum, using a cubic meter scale antineutrino detector at tens of meters standoff from the core. Current International Atomic Energy Agency (IAEA) safeguards techniques do not provide such real-time quantitative information regarding core power levels and isotopic composition. The possible benefits of this approach are several and have been discussed in the earlier article. One key advantage is that the method gives the inspecting agency completely independent access to real-time information on the operational status and fissile content of the core. Furthermore, the unattended and non-intrusive nature of the technology may reduce the monitoring burden on the plant operator, even though more information is being provided than is available within the current IAEA safeguards regime. Here we present a detailed analytical framework for measuring the impact that such a detector might have on IAEA safeguards, if implemented. To perform the analysis, we will use initial data from our operating detector and a standard analysis technique for safeguards regimes, developed at Lawrence Livermore National Laboratory. VHE gamma-ray Emitting Pulsar Wind Nebulae Discovered by H.E.S.S.

Recent advances in very-high-energy (VHE) gamma-ray astronomy have opened a new observational window on the physics of pulsars. The high sensitivity of current imaging atmospheric Cherenkov telescopes, and in particular of the H.E.S.S. array, has already led to the discovery of about a dozen VHE-emitting pulsar wind nebulae (PWNe) and PWN candidates. These include the plerions in the composite supernova remnants MSH 15-52, G21.5-0.9, Kes 75, and Vela, two sources in the Kookaburra, and the nebula of PSR B1823-13. This VHE emission is generally interpreted as inverse Compton emission from the relativistic electrons and positrons accelerated by the pulsar and its wind; as such, it can yield a more direct spatial and spectral view of the accelerated particles than can be inferred from observations of their synchrotron emission. The VHE-emitting PWNe detected by the H.E.S.S. telescopes are reviewed and the implications for pulsar physics discussed.

Wind-Tunnel Tests of a 0.182-Scale Model of an F4U-1 Airplane with External Stores

Tests were made in the Langley 7- by 10-foot tunnel on a 0.182-scale model of an F4U-1 airplane with external stores. This paper is concerned mainly with presenting the data obtained in this investigation and with a comparison of some of these data with flight-test results determining the feasibility of estimating flight buffet Mach number from tunnel data. The results of this investigation indicate that the incremental drag coefficient due to external stores may be used to estimate the maximum Mach number that the F4U-1 airplane may reach in flight when it is equipped with external stores. This estimation is conservative for the five configurations investigated by mounts varying from 0 to 10 percent of the flight limit Mach number. The free-stream tunnel Mach number corresponding to sonic flow over the lower surface of the wing in the region of the store is a good indication of the lower limit of buffet in flight of the F4U-1 airplane when equipped with external stores. The fluctuations of total pressure over the horizontal tail are not sufficiently large (maximum of 1 percent q(sub o) to cause buffeting of the airplane.

X-ray Diffraction Crystal Calibration and Characterization

National Security Technologies’ X-ray Laboratory is comprised of a multi-anode Manson type source and a Henke type source that incorporates a dual goniometer and XYZ translation stage. The first goniometer is used to isolate a particular spectral band. The Manson operates up to 10 kV and the Henke up to 20 kV. The Henke rotation stages and translation stages are automated. Procedures have been developed to characterize and calibrate various NIF diagnostics and their components. The diagnostics include X-ray cameras, gated imagers, streak cameras, and other X-ray imaging systems. Components that have been analyzed include filters, filter arrays, grazing incidence mirrors, and various crystals, both flat and curved. Recent efforts on the Henke system are aimed at characterizing and calibrating imaging crystals and curved crystals used as the major component of an X-ray spectrometer. The presentation will concentrate on these results. The work has been done at energies ranging from 3 keV to 16 keV. The major goal was to evaluate the performance quality of the crystal for its intended application. For the imaging crystals we measured the laser beam reflection offset from the X-ray beam and the reflectivity curves. For the curved spectrometer crystal, which was a natural crystal, …
