Iraq: Politics, Governance, and Human Rights
This report discusses Iraq's political system that is increasingly characterized by peaceful competition and formation of cross-sectarian alliances. However, ethnic and sectarian political and sometimes violent infighting continues, often involving the questionable use of key levers of power and legal institutions. This infighting-and the belief that holding political power may mean the difference between life and death for the various political communities-significantly delayed agreement on a new government that was to be selected following the March 7, 2010, national elections for the Council of Representatives (COR, parliament).

Assistance to Firefighters Program: Distribution of Fire Grant Funding

Southwest Border Violence: Issues in Identifying and Measuring Spillover Violence
There has been an increase in the level of drug trafficking-related violence within and between the drug trafficking organizations in Mexico. This violence has generated concern among U.S. policy makers that the violence in Mexico might spill over into the United States. This report looks at the nature of the drug trafficking conflict and assessments of how the conflict could spill across the border.

China Naval Modernization: Implications for U.S. Navy Capabilities—Background and Issues for Congress
The report discusses the question of how the United States should respond to China's military modernization effort, including its naval modernization effort, that has emerged as a key issue in U.S. defense planning. Admiral Michael Mullen, the Chairman of the Joints Chiefs of Staff, stated in June 2010 that "I have moved from being curious to being genuinely concerned" about China's military programs.
