This document serves as the 45-day report deliverable for tank 241-SX-113 auger samples collected on May 9 and 10, 1995. The samples were extruded, and analyzed by the 222-S Laboratory. Laboratory procedures completed include: differential scanning calorimetry; thermogravimetric analysis; and total alpha analysis. This report incudes the primary safety screening results obtained from the analyses. As the final report, the following are also included: chains of custody; the extrusion logbook; sample preparation data; and total alpha analysis raw data.

3013/9975 Surveillance Program Interim Summary Report

The K-Area Materials Storage (KAMS) Documented Safety Analysis (DSA) requires a surveillance program to monitor the safety performance of 3013 containers and 9975 shipping packages stored in KAMS. The SRS surveillance program [Reference 1] outlines activities for field surveillance and laboratory tests that demonstrate the packages meet the functional performance requirements described in the DSA. The SRS program also supports the complexwide Integrated Surveillance Program (ISP) [Reference 2] for 3013 containers. The purpose of this report is to provide a summary of the SRS portion of the surveillance program activities through fiscal year 2010 (FY10) and formally communicate the interpretation of these results by the Surveillance Program Authority (SPA). Surveillance for the initial 3013 container random sampling of the Innocuous bin and the Pressure bin has been completed and there has been no indication of corrosion or significant pressurization. The maximum pressure observed was less than 50 psig, which is well below the design pressure of 699 psig for the 3013 container [Reference 3]. The data collected during surveillance of these bins has been evaluated by the Materials Identification and Surveillance (MIS) Working Group and no additional surveillance is necessary for these bins at least through FY13. Accident Fault Trees for Defense Waste Processing Facility

The purpose of this report is to document fault tree analyses which have been completed for the Defense Waste Processing Facility (DWPF) safety analysis. Logic models for equipment failures and human error combinations that could lead to flammable gas explosions in various process tanks, or failure of critical support systems were developed for internal initiating events and for earthquakes. These fault trees provide frequency estimates for support systems failures and accidents that could lead to radioactive and hazardous chemical releases both on-site and off-site. Top event frequency results from these fault trees will be used in further APET analyses to calculate accident risk associated with DWPF facility operations. This report lists and explains important underlying assumptions, provides references for failure data sources, and briefly describes the fault tree method used. Specific commitments from DWPF to provide new procedural/administrative controls or system design changes are listed in the ''Facility Commitments'' section. The purpose of the ''Assumptions'' section is to clarify the basis for fault tree modeling, and is not necessarily a list of items required to be protected by Technical Safety Requirements (TSRs).

Advanced Simulation and Computing FY07-08 Implementation Plan Volume 2

The Stockpile Stewardship Program (SSP) is a single, highly integrated technical program for maintaining the safety and reliability of the U.S. nuclear stockpile. The SSP uses past nuclear test data along with current and future nonnuclear test data, computational modeling and simulation, and experimental facilities to advance understanding of nuclear weapons. It includes stockpile surveillance, experimental research, development and engineering programs, and an appropriately scaled production capability to support stockpile requirements. This integrated national program will require the continued use of current facilities and programs along with new experimental facilities and computational enhancements to support these programs. The Advanced Simulation and Computing Program (ASC) is a cornerstone of the SSP, providing simulation capabilities and computational resources to support the annual stockpile assessment and certification, to study advanced nuclear-weapons design and manufacturing processes, to analyze accident scenarios and weapons aging, and to provide the tools to enable Stockpile Life Extension Programs (SLEPs) and the resolution of Significant Finding Investigations (SFIs). This requires a balanced resource, including technical staff, hardware, simulation software, and computer science solutions. AEC Group Shelter

As a result of atomic shelter tests and field experiments condueted over the past nine years, it has been conclusively shown that shelters provide the only promising means of civilian protection in the event of a nuclear war. Design details are presented for a group shelter to accommodate 100 persons of all age groups and both sexes. The shelter structure is a multiplate corrugated- steel arch set on a concrete slab with end walls of bridge plate sheathing. The entire structure is covered with a minimum of 3 feet of earth. The shelter combines outstanding protection against radioactive fall-out with good protection against blast and thermal radiation. Drawings are included. General operating procedures are outlined. Air Pollution: EPA Needs Better Information on New Source Review Permits

A letter report issued by the Government Accountability Office with an abstract that begins "The Environmental Protection Agency (EPA) does not maintain complete information on New Source Review (NSR) permits issued to fossil fuel electricity generating units. State and local permitting agencies track the NSR permits they issue, but EPA does not maintain complete or centralized information on permits, despite a 2006 recommendation by the National Research Council that it do so. EPA maintains several databases that compile data on draft and issued NSR permits, but these sources are incomplete and thus cannot be used to identify all of the NSR permits that have been issued nationwide. In addition, EPA has the opportunity to review and comment on every draft NSR permit issued by state and local permitting agencies, but it does not compile data on whether the permitting agencies address EPA’s comments in final permits. The absence of more complete information on NSR permitting makes it difficult to know which units have obtained NSR permits or to assess how state and local permitting agencies vary from EPA in their interpretations of NSR requirements."

Alternative multimedia regulatory programs for next-generation refineries

The 25-year-old command-and-control environmental regulatory structure in the US has resulted in significant environmental improvements. Recently, however, its limitations (e.g., rigid application regardless of site-specific conditions, disregard of cross-media and multimedia impacts, limited incentives for new technology development and use) have become increasingly apparent. New regulatory approaches that recognize current and anticipated economic constraints, new knowledge of environmental processes and impacts, and the benefits of new technologies are needed. Such approaches could be especially important for the US petroleum refining industry. This industry operates under thin profit margins, releases chemicals that can produce adverse health and environmental impacts, and must meet the technological challenges of producing more highly refined fuels from poorer quality feedstocks. Under a grant from the Environmental Technology Initiative (ETI), Argonne National Laboratory and its subcontractor, Analytical Services, Inc. developed two alternative environmental regulatory programs for next-generation petroleum refineries. (In this report, next-generation refineries refers to the refineries of today as they operate in the next 20 or more years rather than to fully reengineered future refineries.) Analysis of Femtosecond Timing Noise and Stability in Microwave Components

To probe chemical dynamics, X-ray pump-probe experiments trigger a change in a sample with an optical laser pulse, followed by an X-ray probe. At the Linac Coherent Light Source, LCLS, timing differences between the optical pulse and x-ray probe have been observed with an accuracy as low as 50 femtoseconds. This sets a lower bound on the number of frames one can arrange over a time scale to recreate a 'movie' of the chemical reaction. The timing system is based on phase measurements from signals corresponding to the two laser pulses; these measurements are done by using a double-balanced mixer for detection. To increase the accuracy of the system, this paper studies parameters affecting phase detection systems based on mixers, such as signal input power, noise levels, temperature drift, and the effect these parameters have on components such as the mixers, splitters, amplifiers, and phase shifters. Noise data taken with a spectrum analyzer show that splitters based on ferrite cores perform with less noise than strip-line splitters. Analysis of low energy AGS polarimeter data and potential consequences for RHIC spin physics.

The small asymmetries measured at G{sub {gamma}} = 7.5 during the RHIC spin commissioning were a serious concern. In earlier runs, asymmetries double those from the spin commissioning time (September 2000) had sometimes been observed, and there had been few changes to the AGS polarimeter hardware or operating conditions. Recently, the observed changes in the asymmetries measured at G{sub {gamma}} = 7:5 have been ascribed to contamination of the carbon target asymmetry with that from the fishline target and vice-versa, because of the sizeable beam spot size compared to the separation of the targets. This note addresses this hypothesis using the observed asymmetries. This problem could directly impact spin physics at RHIC.

Analysis of the Powder Diffraction File

The International Centre for Powder Diffraction Data has compiled an extensive powder diffraction database available on magnetic tape. The database was evaluated to determine the type and quality of the information it contains, including an analysis of d-I pairs per pattern, symmetry, quality marks, Q values, and intensities for subfiles of known crystal class. In addition, nine functions were evaluated to assess pattern quality for cubic and triclinic data. This document presents a minimum amount of data analysis, but concentrates on the distribution and statistics. It also describes how these data were obtained.

Anomalous X-ray Diffraction Studies for Photovoltaic Applications

Anomalous X-ray Diffraction (AXRD) has become a useful technique in characterizing bulk and nanomaterials as it provides specific information about the crystal structure of materials. In this project we present the results of AXRD applied to materials for photovoltaic applications: ZnO loaded with Ga and ZnCo{sub 2}O{sub 4} spinel. The X-ray diffraction data collected for various energies were plotted in Origin software. The peaks were fitted using different functions including Pseudo Voigt, Gaussian, and Lorentzian. This fitting provided the integrated intensity data (peaks area values), which when plotted as a function of X-ray energies determined the material structure. For the first analyzed sample, Ga was not incorporated into the ZnO crystal structure. For the ZnCo{sub 2}O{sub 4} spinel Co was found in one or both tetrahedral and octahedral sites. The use of anomalous X-ray diffraction (AXRD) provides element and site specific information for the crystal structure of a material. This technique lets us correlate the structure to the electronic properties of the materials as it allows us to probe precise locations of cations in the spinel structure.
