Quantitative non-destructive evaluation of high-temperature superconducting materials

Even though the currently intensive research efforts on high- temperature superconducting materials have not yet converged on a well specified practical material, the indications are that such a material may be quite brittle, anisotropic, and may contain many flaws such as microcracks and voids at grain boundaries. Consequently, practical applications of high temperature superconducting materials will require a very careful strength analysis based on fracture mechanics considerations. Because of the high sensitivity of the strength of such materials to the presence of defects, methods of quantitative non-destructive evaluation may be expected to play an important role in strength determinations. This proposal is concerned with the use of ultrasonic methods to detect and characterize isolated cracks, clusters of microcracks and microcracks distributed throughout the material. Particular attention has been, and will continue to be devoted to relating ultrasonic results to fracture mechanics considerations.

Final Report (open access)

Final Report

This grant resulted in three distinct scientific advances, the most important being the discovery of a inhomogeneous superconducting state first predicted over 40 years ago. Two graduate students received PhDs as a result of this grant, and a major US high magnetic field facility was rebuilt.

The Black Hole in the Throat - Thermodynamics of Strongly Coupled Cascading Gauge Theories

We numerically construct black hole solutions corresponding to the deconfined, chirally symmetric phase of strongly coupled cascading gauge theories at various temperatures. We compute the free energy as a function of the temperature, and we show that it becomes positive below some critical temperature, indicating the possibility of a first order phase transition at which the theory deconfines and restores the chiral symmetry.

The prediction of Neutron Elastic Scattering from Tritium for E(n) = 6-14 MeV

In a recent report Navratil et al. evaluated the angle-integrated cross section and the angular distribution for 14-MeV n+T elastic scattering by inferring these cross sections from accurately measured p+3He angular distributions. This evaluation used a combination of two theoretical treatments, based on the no-core shell model and resonating-group method (NCSM/RGM) and on the R-matrix formalism, to connect the two charge-symmetric reactions n+T and p+{sup 3}He. In this report we extend this treatment to cover the neutron incident energy range 6-14 MeV. To do this, we evaluate angle-dependent correction factors for the NCSM/RGM calculations so that they agree with the p+{sup 3}He data near 6 MeV, and using the results found earlier near 14 MeV we interpolate these correction factors to obtain correction factors throughout the 6-14 MeV energy range. The agreement between the corrected NCSM/RGM and R-Matrix values for the integral elastic cross sections is excellent ({+-}1%), and these are in very good agreement with total cross section experiments. This result can be attributed to the nearly constant correction factors at forward angles, and to the evidently satisfactory physics content of the two calculations. Preliminary Results of Nene II Engine Altitude-Chamber Performance Investigation 2 - Altitude Performance Using 18.41-Inch Diameter-Jet Nozzle

"An investigation is being conducted to determine the altitude performance characteristics of the Nene II engine and its components. The present paper presents preliminary results obtained using a jet nozzle of 18.41 inches in diameter, giving an area equal to 96.4 percent of the area of the standard jet nozzle of this engine. The test results presented are for conditions simulating altitudes from seal level to 50,000 feet and ram-pressure ratios from 1.00 to 2.70. The ram pressure ratios correspond to flight Mach numbers between zero and 1.28" (p. 1).

Unconventional Magnetism in Low Carrier Density Systems and Nanoparticle Composites

Under the auspices of this funding, we have developed a program to synthesize and characterize highly monodispersed magnetic nanoparticles. We have been particularly interested in the origin of the exchange bias effect, which occurs in compound nanoparticles with a ferromagnetic core and an antiferromagnetic shell, and have mostly focused on Co/CoO core-shell nanoparticles. The exchange bias effect involves exchange coupling between the core moment and the antiferromagnetic shell which stabilizes the core moment, which would otherwise be quickly reorienting in ferromagnetic particles of this size.

Energy Policy: The Continuing Debate and Omnibus Energy Legislation

The history of omnibus energy legislation in the 108th Congress has been protracted. The House passed the conference version of H.R. 6 on November 18, 2003. On November 21, a cloture motion to limit debate in the Senate on the H.R. 6 conference report failed (57-40). Efforts to bring the bill back to the Senate floor early in the second session were unsuccessful. Some argued that any major changes to the legislation would not be viable because of the careful regional and political compromises that were reached to get a bill out of conference and through the House. The closest consensus was that the cost of the bill had to be reduced.

A Review of Glove Box Construction and Experimentation

A series of fires and explosions in U. S. Atomic Energy Commission facilities handling alpha -active materiais during the last five years resulted in reconsideration of safety problems associated with glove boxes and other equipment used to contain these materials. The literature on construction and operation of glove boxes for work with toxic inorganic materials not requiring biological shielding is reviewed as a contribution to this re-examination, with special emphasis on methods and equipment for working safely with plutonium and other alpha -active materials. An effort was made to point out the direction of current trends in this field. Detailed discussions of glove box designs and methods of experimentation in these enclosures are not included in this report but sufficient information is furnished for finding needed details in the referenced material. Methods for the detection and measurement of alpha -active materials and of impurities in controlled atmospheres are discussed. In addition, the literature on controlled atmosphere enclosures, glove boxes for non- toxic inorganic materials, and the technique of experimenting with such enclosures is reviewed. Country-of-Origin Labeling for Foods

Federal law requires most imports, including many food items, to bear labels informing the “ultimate purchaser” of their country of origin. Meats, produce, and several other raw agricultural products generally have been exempt. The omnibus farm law (P.L. 107-171) signed on May 13, 2002, contains a requirement that many retailers provide, starting on September 30, 2004, country-of-origin labeling (COOL) on fresh fruits and vegetables, red meats, seafood, and peanuts. The program is voluntary until then. USDA on October 8, 2002, issued guidelines for the voluntary labeling program.

The Cost of Iraq, Afghanistan, and Other Global War on Terror Operations Since 9/11

With the passing of FY2006 supplemental bill H.R. 4939, Congress will have appropriated a total of about $437 billion for the three military operations initiated since the 9/11 attacks: Operation Enduring Freedom (OEF) covering Afghanistan and other Global War on Terror (GWOT) operations, Operation Noble Eagle (ONE) providing enhanced security at military bases, and Operation Iraqi Freedom (OIF), Iraq. On a monthly basis, the Department of Defense (DOD) spent an average of about $6.4 billion for OIF, $1.3 billion for OEF, and $180 million for enhanced base security in FY2005. Potential oversight issues for Congress include getting estimates of the cost to repair and replae war-worn equipment and of possible offsetting costs to DOD's regular budget because equipment is being fixed or bought earlier than planned. DOD's annual war funding may reach $118 billion in FY2006 if the pending supplemental is enacted.

Tank characterization report for single-shell tank 241-C-110. Revision 1

One of the major functions of the Tank Waste Remediation System (IWRS) is to characterize wastes in support of waste management and disposal activities at the Hanford Site. Analytical data from sampling and analysis, along with other available information about a tank, are compiled and maintained in a tank characterization report (TCR). This report and its appendixes serve as the TCR for single-shell tank 241-C-110. The objectives of this report are to use characterization data in response to technical issues associated with 241-C-110 waste and to provide a standard characterization of this waste in terms of a best-basis inventory estimate. Supporting data and information are contained in the appendixes. This report also supports the requirements of the Hanford Federal Facility Agreement and Consent Order milestone M-44-05. Characterization information presented in this report originated from sample analyses and known historical sources. While only the results from recent sample events will be used to fulfill the requirements of the data quality objectives (DQOs), other information can be used to support or question conclusions derived from these results. Our goal is to improve geophysical imaging of the vadose zone. We will achieve this goal by providing new methods to improve interpretation of field data. The purpose of this EMSP project is to develop relationships between laboratory measured geophysical properties and porosity, saturation, and fluid distribution, for partially saturated soils. Algorithms for relationships between soil composition, saturation, and geophysical measurements will provide new methods to interpret geophysical field data collected in the vadose zone at sites such as Hanford, WA.
