An annual review of the 200 West and 200 East Area Performance Assessment (PA) analyses for fiscal year 1998 was completed. Burial ground disposal operations were found to be compliant with performance objectives in DOE Order 5820.2A. Other newly generated information and analyses relevant to PA assumptions and results were summarized. This report was initially submitted to the Department of Energy-Richland Office (DOE-RL) as a letter report in October, 1998.

New “fast track,” or trade promotion, authority (TPA), legislation to implement trade agreements is at issue in the 107th Congress. Such authority would enable the Administration to submit negotiated foreign trade agreements to Congress for consideration under expedited procedures. Many agricultural and food industry interests are among the export-oriented enterprises that support TPA, arguing that foreign trading partners will not seriously negotiate with an Administration that lacks it. However, some farm groups argue that fast track ultimately will lead to new agreements that could have adverse effects on U.S. producers, at least in some commodity sectors.

A comprehensive series of 16 laboratory experiments demonstrated that the presence of vinyl tubing within a recirculating pipe system was responsible for lowering zebra mussel kill following treatment with the bacterium Pseudomonas fluorescens. All vinyl tubing was replaced in all testing units with silicone tubing, and high mussel kill (>95%) was then obtained.

The analysis was done by sampling coupons cut from the side of the vessel. Tests were performed to analyze the amount of residual tritium in the container wall, as well as the amount of tritium removed through exposure to moist air. Based on this data, the PC contained 62 curies of residual tritium. Air exposure and leaching of the coupons in aqua regia accounted for 27 curies. Recommendations are given for final processing of these containers in order to reduce the final tritium content.

In many score of experiments conducted in various ways over a period of many months they find that they are unable to confirm the element 102 discovery work of Fields et al. reported in 1957. These experimenters ascribed to an isotope of element 102 an alpha particle activity having an energy of 8.5 {+-} 0.1 Mev and a half-life of approximately 10 minutes. It was reported to be produced by bombardments of a 1 mg/cm{sup 2} curium target with 0.03-0.10 mter-microamperes of C{sup 13} ions of about 90 Mev energy in the internal beam of the Nobel Institute 225 cm cyclotron. Our attempts to reproduce this activity were made with the monoenergetic ion beam available from the Berkeley heavy ion linear accelerator (HILAC). Curium with a similar isotopic composition was used, except that instead of one target they used six separate electroplated targets, four with 0.4 mg/cm{sup 2} curium and two with 0.1 mg/cm{sup 2} curium. These were mounted in vacuum so that the heavy ion beam could pass through and knock the transmutation recoils into 0.9 mg/cm{sup 2} palladium foils. A letter report issued by the General Accounting Office with an abstract that begins "In the 2 years since passage of the Aviation and Transportation Security Act (ATSA), the Transportation Security Administration (TSA) has primarily focused its efforts on improving aviation security through enhanced passenger and baggage screening. The act also contained provisions directing TSA to take actions to improve the security of airport perimeters, access controls, and airport workers. GAO was asked to assess TSA's efforts to: (1) evaluate the security of airport perimeters and the controls that limit access into secured airport areas, (2) help airports implement and enhance perimeter security and access controls by providing them funding and technical guidance, and (3) implement measures to reduce the potential security risks posed by airport workers."

The octant monitors are an improvement over the early sub-pile flux monitors, but they still do not monitor the flux in the active zone of the reactor. Chambers located within the pile active zone would give the desired information but the inpile environment is too severe to allow a reasonable life for these chambers. A beam hole monitor is suggested to provide the desired flux monitoring. The problem of reactor flux monitoring is discussed. The beam hole monitors have the advantage of providing adequate active zone coverage. Calculations were made to show the neutron current and current density at the chamber location as a function of the collimation of the detector assembly. These curves show the present sub-pile and octant monitors are sensitive primarily to the flux in the pile reflector rather, than in the active zone. The beam hole monitors can be made sensitive to the active zone flux only. Sufficient chamber current can be obtained to operate available trip circuitry. It is recommended that experimental work be started to prove out these beam hole monitors so any new reactor program may take advantage of them and that the monitoring of present piles can be improved.

A specification is proposed for an initial transient benchmark analysis of the China Experimental Fast Reactor design based on the analysis capabilities of the SAS4A/SASSYS-1 code. For the initial benchmark, a single-channel protected transient overpower accident is defined. Reactivity feedback coefficients will not be required and simplified material properties are recommended. This report also describes the data required for developing the modeling input. This data includes assembly geometry, reactor power distributions, kinetics and decay heat data, and material properties. Comparisons of benchmark results will take place at a future SAS4A/SASSYS-1 training meeting planned to occur at Argonne National Laboratory. Future benchmark specifications will be planned to expand upon this initial model to include more complex reactivity feedback models, material properties, additional assembly geometry, and primary and intermediate coolant systems.

This document reports the results of a boil down study using a composite created from supernatant liquid grab samples retrieved from tank 241-AW-I06 in December of 2012. The composite was made using predetermined volumes of the grab samples which accounted for layering of the supernatant liquid in the tank. The finished composite was a clear, yellow liquid containing no visible solids at hot cell ambient temperatures (24 - 27°C). The density of the test composite was measured in the hot cell immediately before the boildown study and was 1.266 g/mL at 27.1 °C. The boiling temperature of the composite was measured at three different pressures (40, 60, and 80 Torr) throughout the volume reduction, and the results show steadily increasing boiling temperatures with increasing volume reduction and no significant discontinuities. Moderate foaming was observed at the onset of the boildown. The foaming disappeared during the first reduction step, and minimal foaming was observed throughout the rest of the study. The bulk densities at 18.0 °C (D{sub Bulk}{sup 18 °C}) and quantities of settled and centrifuged solids were measured on samples of the boildown concentrates.
