Immigration: Policy Considerations Related to Guest Worker Programs

At present, the United States has two main programs for temporarily importing low-skilled workers, sometimes referred to as guest workers. Agricultural guest workers enter through the H-2A program and other guest workers enter through the H-2B program. Employers interested in importing workers under either program must first apply to the U.S. Labor Department for a certification that U.S. workers capable of performing the work are not available and that the employment of alien workers will not adversely affect the wages and working conditions of similarly employed U.S. workers. Other requirements of the programs differ.

Palestinian Factions

Palestinian factionalism continues to dominate the political landscape in the West Bank and Gaza Strip. The manner in which competing nationalist, socialist, Islamist, and democratic-minded Palestinians vie to control the direction of any future Palestinian state may influence United States objectives in the region. These include ending antiIsraeli violence, supporting Palestinian reforms, and bolstering Palestinian democratization and civil society. Some factions are designated foreign terrorist organizations by the State Department. One of these, Hamas, is building on recent electoral successes and may soon join the Palestinian parliament. This report describes the dominant Palestinian factions and will be updated as events warrant. See also CRS Issue Brief IB91137, The Middle East Peace Talks.

Public Safety Communications: Policy, Proposals, Legislation and Progress

Since September 11, 2001, the effectiveness of America’s communications capabilities in support of the information needs of first responders and other public safety workers have been a matter of concern to Congress. The Intelligence Reform and Terrorism Prevention Act of 2004 (P.L. 108-458) included sections that responded to recommendations made by the 9/ll Commission, in its report of July 2004, and by others in recent years, regarding public safety communications. Nonetheless, there is much still to be done to bring the United States to the threshold of adequate communications capabilities in emergencies. Congress can expect that the many advocates for public safety, in all its forms, will continue to push for improvements in public safety communications and interoperability.

The defining feature of these technologies is that transmission speeds are significantly faster than prevailing technologies. A related trend is the growth in use of Wi-Fi (wireless fidelity) and WiMAX (an industry designation for a specific broadband standard).
