Westinghouse Savannah River Company: Report from the DOE Voluntary Protection Program onsite reviews, February 24--March 7, 1997, and June 15--19, 1998

This report summarizes the Department of Energy Voluntary Protection Program (DOE-VPP) Initial and Update Review Teams` findings from the onsite evaluations of the Westinghouse Savannah River Site (SRS), conducted February 24--March 7, 1997, and June 15-19, 1998. The site was evaluated against the program requirements contained in US Department of Energy Voluntary Protection Program, Part 1: Program Elements to determine its success in implementing the five tenets of DOE-VPP. The Initial Review Team concluded that WSRC met or surpassed all DOE-VPP requirements, with the exception of 12 minor findings and 5 recommendations. WSRC was asked to resolve the findings within 90 days. During a follow-up visit in January 1996, representatives of the Team verified that all 90-day actions were completed. The Update Team detected though that the program did not demonstrate thorough and meaningful employee involvement. The ability to attain and sustain VPP-level performance on employee involvement is a significant challenge. Large companies with multiple layers of management and geographically disperse personnel have particular difficulty.

The Wilsonville Advanced Coal Liquefaction Research and Development Facility, Wilsonville, Alabama

This reports presents the operating results for Run 252 at the Advanced Coal Liquefaction R D Facility in Wilsonville, Alabama. This run operated in the Close-Coupled Integrated Two-Stage Liquefaction mode (CC-ITSL) using Illinois No. 6 bituminous coal. The primary run objective was demonstration of unit and system operability in the CC-ITSL mode with catalytic-catalytic reactors and with ash recycle. Run 252 began on 26 November 1986 and continued through 3 February 1987. During this period 214.4 MF tons of Illinois No. 6 coal were fed in 1250 hours of operation. 3 refs., 29 figs., 18 tabs.

The Wilsonville Advanced Coal Liquefaction Research and Development Facility, Wilsonville, Alabama

The investigation of various Two-Stage Liquefaction (TSL) process configurations was conducted at the Wilsonville Advanced Coal Liquefaction R D Facility between July 1982 and September 1986. The facility combines three process units. There are the liquefaction unit, either thermal (TLU) or catalytic, for the dissolution of coal, the Critical Solvent Deashing unit (CSD) for the separation of ash and undissolved coal, and a catalytic hydrogenation unit (HTR) for product upgrading and recycle process solvent replenishment. The various TSL process configurations were created by changing the process sequence of these three units and by recycling hydrotreated solvents between the units. This report presents a description of the TSL configurations investigated and an analysis of the operating and performance data from the period of study. Illinois No. 6 Burning Star Mine coal Wyodak Clovis Point Mine coal were processed. Cobalt-molybdenum and disposable iron-oxide catalysts were used to improve coal liquefaction reactions and nickel-molybdenum catalysts were used in the hydrotreater. 28 refs., 31 figs., 13 tabs.

Wind Energy Program overview, Fiscal year 1993

Wind energy research has two goals: (1) to gain a fundamental understanding of the interactions between wind and wind turbines; and (2) to develop the basic design tools required to develop advanced technologies. A primary objective of applied research activities is to develop sophisticated computer codes and integrate them into the design, testing, and evaluation of advanced components and systems, Computer models have become a necessary and integral part of developing new high-tech wind energy systems. A computer-based design strategy allows designers to model different configurations and explore new designs before building expensive hardware. DOE works closely with utilities and the wind industry in setting its applied research agenda. As soon as research findings become available, the national laboratories transfer the information to industry through workshops, conferences, and publications.

The Western Area Power Administration (Western), an agency of the United States Department of Energy, is proposing to construct the 115-kV Wolf Point Substation near Wolf Point in Roosevelt County, Montana (Figure 1). As part of the construction project, Western's existing Wolf Point Substation would be taken out of service. The existing 115-kV Wolf Point Substation is located approximately 3 miles west of Wolf Point, Montana (Figure 2). The substation was constructed in 1949. The existing Wolf Point Substation serves as a Switching Station'' for the 115-kV transmission in the region. The need for substation improvements is based on operational and reliability issues. For this environmental assessment (EA), the environmental review of the proposed project took into account the removal of the old Wolf Point Substation, rerouting of the five Western lines and four lines from the Cooperatives and Montana-Dakota Utilities Company, and the new road into the proposed substation. Reference to the new proposed Wolf Point Substation in the EA includes these facilities as well as the old substation site. The environmental review looked at the impacts to all resource areas in the Wolf Point area. 7 refs., 6 figs.

Work plan for the Isotopes Facilities Deactivation Project at Oak Ridge National Laboratory

The purpose of the Isotopes Facilities Deactivation Project (IFDP) is to place former isotopes production facilities at the Oak Ridge National Laboratory in a safe, stable, and environmentally sound condition; suitable for an extended period of minimum surveillance and maintenance (S&M) and as quickly and economical as possible. Implementation and completion of the deactivation project will further reduce the risks to the environment and to public safety and health. Furthermore, completion of the project will result in significant S&M cost savings in future years. The IFDP work plan defines the project schedule, the cost estimate, and the technical approach for the project. A companion document, the IFDP management plan, has been prepared to document the project objectives, define organizational relationships and responsibilities, and outline the management control systems to be employed in the management of the project. The project has adopted the strategy of deactivating the simple facilities first, to reduce the scope of the project and to gain experience before addressing more difficult facilities. A decision support system is being developed to identify the activities that best promote the project mission and result in the largest cost savings.
