Federal Aid to Libraries: The Library Services and Technology Act
This report discusses the Library Services and Technology Act (LSTA), which consolidated and replaced the former Library Services and Construction Act (LSCA) and other federal library assistance legislation. LSTA grants to the states are allocated to state library administrative agencies (SLAAs), and may be used for two basic purposes: developing and improving electronic or other linkages and networks connecting providers and consumers of library services and resources; and/or targeting library services to under served or disadvantaged populations, such as persons with disabilities, those with limited literacy skills, or children from poor families.

The Budget for Fiscal Year 2004
In March, CBO released its report analyzing the President’s policies. CBO’s estimates of the President’s budget, a recasting of the policies using CBO assumptions and budget estimating methods, raise the expected deficit for FY2004 to $338 billion from the OMB estimated $307 billion. The report also included an update to CBO’s January baseline that pushed the deficit for FY2004 to $200 billion from $145 billion. The revisions delay the return-to-a-surplus from FY2007 to FY2008 and reduce the cumulative FY2004-FY2013 surplus from $1,336 billion (January) to $891 billion (March).

Biennial Budgeting: Background and Legislative History in the 106th Congress
Proposals for a two-year budget cycle have previously been reported in the Senate in 1988, 1990, 1994, and 1997. Another such proposal, S. 92, was reported by the Senate Governmental Affairs Committee on March 10, 1999 (S.Rept. 106-12). S. 92 calls for the House and Senate to use the first year of each Congress to consider a two-year budget resolution and two-year appropriation bills, and the second year to consider multiyear authorizations and conduct oversight. More recently, biennial budgeting has also been a topic of interest in the House where the Rules Committee conducted a series of hearings on February 16, March 10, and March 16, 2000.

The Budget and Accounting Act of 1921 requires the President to prepare and submit a comprehensive federal budget to Congress each year. The Debt Limit: Why It Rose After Four Years of Surpluses and the Debt Changes Since
In December 2002, the Administration began warning Congress that the debt limit ($6.4 trillion) would be reached in the first half of 2002. As the limit was approached in February 2003, the Administration resorted to suspension of certain internal fund investments to avoid a default. The adoption of the budget resolution (H.Con.Res. 95; April 11, 2003) for FY2004 generated legislation (H.J.Res. 51) — deemed passed by the House — that would increase the debt limit to $7.4 trillion.

Competitiveness: Economic Issue or Illusion?
While "competitiveness" has a clear meaning when applied to a baseball team, or a firm or industry, it is of limited usefulness when applied to a country's overall economic performance. Moreover, focussing on competitiveness can lead to questionable economic policies.

Child Pornography: Constitutional Principles and Federal Statutes
The Child Pornography Prevention Act of 1996, P.L. 104-208, 110 Stat. 3009- 26, added a definition of “child pornography” that include visual depictions of what appears to be a minor engaging in explicit sexual conduct, even if no actual minor was used in producing the depiction. On April 16, 2002, in Ashcroft v. Free Speech Coalition, the Supreme Court held this provision unconstitutional to the extent that it prohibited pictures that were not produced with actual minors. (This case is discussed under “Section 2256,” below.) In response to Ashcroft, bills were introduced in the House and Senate that would continue to ban some child pornography that was produced without an actual minor; on June 25, 2002, the House passed one such bill: H.R. 4623, 107th Congress.

Missing and Exploited Children: Overview and Policy Concerns
This report presents an overview of two national incidence studies prepared by Office of Juvenile Justice and Delinquency Prevention (OJJDP) to determine annually the number of reported missing and recovered children in the nation. It also discusses the AMBER Alert System created to help recover reported missing children, legislation introduced in the 108th Congresses to address the missing children issue, and questions that remain regarding concerns about missing children. S. 151, the Prosecutorial Remedies and Other Tools to End the Exploitation of Children Today (PROTECT) Act, which was signed into law (P.L. 108-21) by the President on April 30, 2003, contains provisions related to missing and exploited children.

Freedom of Speech and Press: Exceptions to the First Amendment
The First Amendment to the United States Constitution provides that “Congress shall make no law... abridging the freedom of speech, or of the press....” This language restricts government both more and less than it would if it were applied literally. It restricts government more in that it applies not only to Congress, but to all branches of the federal government, and to all branches of state and local government. It restricts government less in that it provides no protection to some types of speech and only limited protection to others. This report provides an overview of the major exceptions to the First Amendment — of the ways that the Supreme Court has interpreted the guarantee of freedom of speech and press to provide no protection or only limited protection for some types of speech.
