The United States provides assistance to 47 African countries, and the United States Agency for International Development (USAID) has 23 missions in Africa. In recent years, U.S. assistance to Africa saw a major increase, especially in health-related programs. This report provides an overview of U.S. aid to Africa, including the strategic objectives that shape U.S. aid to Africa, information about specific aid programs and initiatives, and the Obama Administration's FY2011 foreign aid budget request.

A high-resolution X-ray imaging crystal spectrometer, whose instrumental concept was thoroughly tested on NSTX and Alcator C-Mod, is presently being designed for LHD. The instrument will record spatially resolved spectra of helium-like Ar16+ and provide ion temperature profiles with spatial and temporal resolutions of 1 cm and > 10 ms which are obtained by a tomographic inversion of the spectral data, using the stellarator equilibrium reconstruction codes, STELLOPT and PIES. Since the spectrometer will be equipped with radiation hardened, high count rate, PILATUS detectors,, it is expected to be operational for all experimental conditions on LHD, which include plasmas of high density and plasmas with auxiliary RF and neutral beam heating. The special design features required by the magnetic field structure at LHD will be described.

While intermittent filamentary structures, also known as blobs, are routinely seen in the low-field-side scrape-off layer of the National Spherical Torus Experiment (NSTX) (Ono et al 2000 Nucl. Fusion 40 557), fine structured filaments are also seen on the lower divertor target plates of NSTX. These filaments, not associated with edge localized modes, correspond to the interaction of the turbulent blobs seen near the midplane with the divertor plasma facing components. The fluctuation level of the neutral lithium light observed at the divertor, and the skewness and kurtosis of its probability distribution function, is similar to that of midplane blobs seen in Dα; e.g. increasing with increasing radii outside the outer strike point (OSP) (separatrix). In addition, their toroidal and radial movement agrees with the typical movement of midplane blobs. Furthermore, with the appropriate magnetic topology, i.e. mapping between the portion of the target plates being observed into the field of view of the midplane gas puff imaging diagnostic, very good correlation is observed between the blobs and the divertor filaments. The correlation between divertor plate filaments and midplane blobs is lost close to the OSP. This latter observation is consistent with the existence of ‘magnetic shear disconnection’ due to …

This is a collaborative project between the principal investigators. However, as is to be expected, different PIs have greater focus on different aspects of the project. This report lists these major directions of research which were pursued during the funding period: (1) Computational Homology in Fluids - For the computational homology effort in thermal convection, the focus of the work during the first two years of the funding period included: (1) A clear demonstration that homology can sensitively detect the presence or absence of an important flow symmetry, (2) An investigation of homology as a probe for flow dynamics, and (3) The construction of a new convection apparatus for probing the effects of large-aspect-ratio. (2) Computational Homology in Cardiac Dynamics - We have initiated an effort to test the use of homology in characterizing data from both laboratory experiments and numerical simulations of arrhythmia in the heart. Recently, the use of high speed, high sensitivity digital imaging in conjunction with voltage sensitive fluorescent dyes has enabled researchers to visualize electrical activity on the surface of cardiac tissue, both in vitro and in vivo. A substantial fraction of HVAC energy use in large commercial buildings is due to fan operation. Fan energy use depends in part on the relationship between system pressure drop and flow through the fan, which is commonly called a "system curve." As a step toward enabling better selections of air-handling system components and analyses of common energy efficiency measures such as duct static pressure reset and duct leakage sealing, this paper shows that a simple four-parameter physical model can be used to define system curves. Our model depends on the square of the fan flow, as is commonly considered. It also includes terms that account for linear-like flow resistances such as filters and coils, and for supply duct leakage when damper positions are fixed or are changed independently of static pressure or fan flow. Only two parameters are needed for systems with variable-position supply dampers (e.g., VAV box dampers modulating to control flow). For these systems, reducing or eliminating supply duct leakage does not change the system curve. The parametric system curve may be most useful when applied to field data. This report discusses the current U.S.-Puerto Rico relationship, the history of said relationship, and the current political state of Puerto Rico, as well as relevant pieces of U.S. Congressional legislation concerning Puerto Rico.

The low aspect ratio, low magnetic field, and wide range of plasma beta of NSTX plasmas provide new insight into the origins and effects of magnetic field errors. An extensive array of magnetic sensors has been used to analyze error fields, to measure error field amplification, and to detect resistive wall modes in real time. The measured normalized error-field threshold for the onset of locked modes shows a linear scaling with plasma density, a weak to inverse dependence on toroidal field, and a positive scaling with magnetic shear. These results extrapolate to a favorable error field threshold for ITER. For these low-beta locked-mode plasmas, perturbed equilibrium calculations find that the plasma response must be included to explain the empirically determined optimal correction of NSTX error fields. In high-beta NSTX plasmas exceeding the n=1 no-wall stability limit where the RWM is stabilized by plasma rotation, active suppression of n=1 amplified error fields and the correction of recently discovered intrinsic n=3 error fields have led to sustained high rotation and record durations free of low-frequency core MHD activity. A letter report issued by the Government Accountability Office with an abstract that begins "Since the onset of the financial crisis in 2008, commercial real estate (CRE) loan delinquencies have more than doubled. The federal banking regulators have issued statements and guidance encouraging banks to continue lending to creditworthy borrowers and explaining how banks can work with troubled borrowers. However, some banks have stated that examiners' treatment of CRE loans has hampered their ability to lend. This report examines, among other issues, (1) how the Federal Deposit Insurance Corporation (FDIC), Board of Governors of the Federal Reserve System (Federal Reserve), and the Office of the Comptroller of the Currency (OCC) responded to trends in CRE markets and the controls they have for helping ensure consistent application of guidance and (2) the relationships between bank supervision practices and lending. GAO reviewed agency guidance, examination review procedures, reports of examination, and relevant literature and interviewed agency officials, examiners, bank officials, and academics.."

This project was established with a new interagency agreement between the Department of Energy and the Department of Transportation to provide collaborative research, development, and benchmarking of advanced three-dimensional computational mechanics analysis methods to the aerodynamics and hydraulics laboratories at the Turner-Fairbank Highway Research Center for a period of five years, beginning in October 2010. The analysis methods employ well-benchmarked and supported commercial computational mechanics software. Computational mechanics encompasses the areas of Computational Fluid Dynamics (CFD), Computational Wind Engineering (CWE), Computational Structural Mechanics (CSM), and Computational Multiphysics Mechanics (CMM) applied in Fluid-Structure Interaction (FSI) problems. The major areas of focus of the project are wind and water loads on bridges - superstructure, deck, cables, and substructure (including soil), primarily during storms and flood events - and the risks that these loads pose to structural failure. For flood events at bridges, another major focus of the work is assessment of the risk to bridges caused by scour of stream and riverbed material away from the foundations of a bridge. Throughout its history, Congress has engaged in oversight of the executive branch - the review, monitoring, and supervision of the implementation of public policy. The first several Congresses inaugurated such important oversight techniques as special investigations, reporting requirements, resolutions of inquiry, and use of the appropriations process to review executive activity. Contemporary developments, moreover, have increased the legislature's capacity and capabilities to check on and check the Executive. Public laws and congressional rules have measurably enhanced Congress's implied power under the Constitution to conduct oversight.

This project has been for software development of the G4beamline [1] program, which is a particle-tracking simulation program based on the Geant4 toolkit [2], optimized for beam lines. This program can perform more realistic simulations than most alternatives, while being significantly easier to use by physicists. This project has fostered the general acceptance of G4beamline within the muon community, and has assisted in expanding its role outside that community. During this project, the G4beamline user community has grown from about a half-dozen users to more than 200 users around the world. This project also validated our business decision to keep G4beamline an open-source program, judging that an STTR project would provide more development resources than would marketing and selling the program. G4beamline is freely available to the physics community, and has been well validated against experiments and other codes within its domain. Muons, Inc. continues to support and develop the program, and a major part of the company’s continued success and growth is directly related to our expertise in applying this program to interesting applications.

A letter report issued by the Government Accountability Office with an abstract that begins "On January 12, 2010, an earthquake in Haiti killed an estimated 230,000 people, displaced about 2 million more, and exacerbated longstanding challenges. In July 2010, Congress appropriated more than $1.14 billion in supplemental funds for reconstruction assistance, most of which was provided to the U.S. Agency for International Development (USAID) and the Department of State (State). In April 2010, the Haitian government created the Interim Haiti Recovery Commission (IHRC), a joint Haitian-international entity, for an 18-month term to coordinate donors, conduct strategic planning, approve reconstruction projects, and provide accountability. In this report, GAO addresses (1) the planned uses for U.S. reconstruction assistance and the amounts provided so far, (2) USAID's internal controls for overseeing U.S. funds, and (3) IHRC's progress establishing governance and oversight structures. GAO interviewed U.S. government officials in Washington, D.C., and Haiti, as well as officials from Haitian ministries, the IHRC, and nongovernmental organizations, and reviewed U.S. and IHRC documents."

A letter report issued by the Government Accountability Office with an abstract that begins "Effective implementation of two 2008 laws by the Internal Revenue Service (IRS) could increase taxpayers' voluntary compliance. Those laws require reporting to IRS and taxpayers of cost basis for sales of certain securities and of transaction settlement information (i.e., merchants' income from payment cards or third party networks). In response to a congressional request, GAO (1) assessed IRS's implementation plans for the laws; (2) determined the extent to which IRS issued timely regulations and guidance and did outreach; (3) examined how IRS will use the new data to improve compliance; and (4) analyzed IRS's plans to assess implementation and measure performance and outcomes. A letter report issued by the Government Accountability Office with an abstract that begins "The McGovern-Dole International Food for Education and Child Nutrition Program (MGD Program) provides donations of U.S. agricultural products and financial and technical assistance for school feeding programs in the developing world. According to the U.S. Department of Agriculture (USDA), with about $200 million in funding in fiscal year 2010, the MGD Program served about 5 million beneficiaries in 28 countries. In 2006 and 2007, USDA's Office of the Inspector General (OIG) audited the department's food aid programs and identified significant weaknesses. This report examines (1) USDA's oversight of the MGD Program and (2) the extent to which USDA has addressed the program's internal control weaknesses.
