While there is no single accepted definition of "net neutrality," most agree that any such definition should include the general principles that owners of the networks that compose and provide access to the Internet should not control how consumers lawfully use that network, and they should not be able to discriminate against content provider access to that network.

Moreover, the report highlights the current policy (as of May 7th 2008) as one that recognizes the higher cost of living for a blind person because many blind taxpayers have low incomes. However, the report points out that because of this many of them have access to an additional deduction for being in a lower income bracket.

The report suggests that the current tax deduction for both the elderly and the blind will result in the loss of 9 billion in tax revenue. Moreover, the report suggests that corrections could be made with alternative solutions.

This report provides an overview of such alert systems in 11 states: Colorado, Delaware, Florida, Georgia, Kentucky, North Carolina, Ohio, Oklahoma, Rhode Island, Texas, and Virginia. This report also provides a discussion of issues for Congress to consider with respect to the federal role, if any, in developing state alert programs for missing adults.

In general, this report found three types of state statutes on this matter: specific legal prohibition aimed at stamping out a practice considered either distasteful, immoral, or a nuisance; general animal cruelty provisions enacted into law which may or may not be held applicable to baiting and fighting or any or all animals, and which may be not be enforced against those involved in such activities; and the absence of statutory restraints due either to open acceptance of animal baiting and fighting as a harmless activity or due to lack of concern over the matter.

Calculating Estate Tax Liability: 2001 to 2011 and Beyond

This report provides a basic explanation of how to calculate the federal estate tax liability for a taxable estate of any given size, using the schedule of graduated marginal tax rates and the applicable exclusion amount or the applicable credit amount for the year of death. The “applicable exclusion amount” is the amount of any decedent’s taxable estate that is free from tax. It is known informally as the estate tax “exemption.” The “applicable credit amount” or “unified credit” is the corresponding tax credit. It is equal to the tax that would be due on a taxable estate that is the size of the applicable exclusion amount.

Committee Funding for the House and Senate, 108th Congress

The Senate adopted ad hoc procedures in approving committee operating budgets. With the Senate divided 51-48-1 at the beginning of the 108th Congress, Senate Democrats argued for a proportional allocation of committee staff between the parties. On January 15, after a week-long delay in the appointment of Senate committees, a unanimous consent agreement was reached providing for the proportional allocation of staff and office space between the parties on each committee, with a separate provision for each committee chair to control up to 10% of the committee budget to employ administrative staff serving both parties.
