Côte d'Ivoire Post-Gbagbo: Crisis Recovery

Côte d'Ivoire is emerging from a severe political-military crisis that followed a disputed November 28, 2010, presidential runoff election between former president Laurent Gbagbo and his, former Prime Minister Alassane Ouattara. Both claimed electoral victory and formed opposing governments. Their rivalry spurred a full-scale civil military conflict in early March 2011, after months of growing political violence. Armed conflict largely ended days after Gbagbo's arrest by pro-Ouattara forces, aided by United Nations (U.N.) and French peacekeepers, but limited residual fighting was continuing to occur as of April 20.

U.S.-EU Cooperation Against Terrorism

The September 11, 2001, terrorist attacks gave new momentum to European Union (EU) initiatives to combat terrorism and improve police, judicial, and intelligence cooperation among its member states. Since the 2001 attacks, the EU has sought to speed up its efforts to harmonize national laws and bring down barriers among member states' law enforcement authorities so that information can be meaningfully shared and suspects apprehended expeditiously. Among other steps, the EU has established a common definition of terrorism and a common list of terrorist groups, an EU arrest warrant, enhanced tools to stem terrorist financing, and new measures to strengthen external EU border controls and improve aviation security.

Military Base Closures: Socioeconomic Impacts

The most recent Base Realignment and Closure (BRAC) Commission submitted its final report to the Administration on September 8, 2005. In the report, the commission rejected 13 of the initial Department of Defense recommendations, significantly modified the recommendations for 13 other installations, and approved 22 major closures. The loss of related jobs, and efforts to replace them and to implement a viable base reuse plan, can pose significant challenges for affected communities. This report explores the potential economic impact of military closures on communities, especially rural communities, which are more heavily affected by such closures and suffer from slower economic recovery times in such instances.

Iraq: Politics, Governance, and Human Rights

Iraq's political system is increasingly characterized by peaceful competition and formation of cross-sectarian alliances. However, ethnic and sectarian political and sometimes violent infighting continues, often involving the questionable use of key levers of power and legal institutions. This infighting-and the belief that holding political power may mean the difference between life and death for the various political communities-significantly delayed agreement on a new government that was to be selected following the March 7, 2010, national elections for the Council of Representatives (COR, parliament). With U.S. diplomatic help, on November 10, 2010, major ethnic and sectarian factions agreed on a framework for a new government, breaking the long deadlock. The agreement, under which Prime Minister Nuri al-Maliki is serving a second term, was implemented when a broad-based cabinet was confirmed on December 21, 2010.

Funding Emergency Communications: Technology and Policy Considerations

The 112th Congress is under renewed pressure to come to a decision about the assignment of a block of radio frequency spectrum licenses referred to as the D Block, and to provide a plan for federal support of broadband networks for emergency communications. The cost of constructing new networks (wireless and wireline) is estimated by experts to be in the tens of billions of dollars over the long term, with similarly large sums needed for maintenance and operation. Identifying money for federal support in the current climate of budget constraints provides a challenge to policy makers. The greater challenge, however, may be to assure that funds are spent effectively toward the national goals that Congress sets.

U.S. policy toward Egypt has long been framed as an investment in regional stability, built primarily on long-running military cooperation and sustaining the March 1979 Egyptian-Israeli peace treaty. Successive U.S. Administrations have viewed Egypt's government as a moderating influence in the Middle East. U.S. policy makers are now grappling with complex questions about the future of U.S.-Egypt relations and these debates are likely to influence consideration of appropriations and authorization legislation in the 112th Congress.
