Recent human cases of infection with a novel influenza A(H1N1) virus have been identified both internationally and in the United States. Since there has been human to human transmission and the new virus has the potential to become pandemic, it is timely to examine legal issues surrounding this emerging public health threat. This report will provide a brief overview of selected legal issues.

Banking and Financial Infrastructure Continuity: Pandemic Flu, Terrorism, and Other Challenges
This report outlines the financial sector's recovery plans for two kinds of disasters: the inability to conduct transactions and large losses of asset value. The basic function of the payment system is carried out by banks, and monetary policy affects banks immediately. Kyrgyzstan's Closure of the Manas Airbase: Context and Implications
This report discusses the implications for U.S. policy and counter-terrorism efforts due to Kyrgyzstan's announcement that it was terminating an agreement permitting U.S. forces to upgrade and use portions of the Manas international airport near the capital of Bishkek to support coalition military operations in Afghanistan. If Kyrgyzstan does not reconsider its decision, U.S. forces have until late August 2009 to leave the airbase. Major U.S. concerns include working out alternative logistics routes and support functions for a planned surge in U.S. and NATO operations in Afghanistan.

Two terms are generally used for tree planting: reforestation, for planting trees in areas recently cleared of forest through timber harvesting or natural disaster; and afforestation, for planting trees on sites that have long been cleared of forests, such as crop, pasture, and brush lands.

What's the Difference?--Comparing U.S. and Chinese Trade Data
The size of the U.S. bilateral trade deficit with China has been and continues to be an important issue in bilateral trade relations. Some Members of Congress view the deficit as a sign of unfair economic policies in China, and have introduced legislation seeking to redress the perceived competitive disadvantage China's policies have created for U.S. exporters. This paper examines the differences in the trade data from the two nations.

The Navy is procuring a new type of surface combatant called the Littoral Combat Ship (LCS). The Navy wants to procure a total of 55 LCSs. This report details the 2007 restructuring of the LCS program, as well as various financial information relating to the program. The issue for Congress is whether to approve, reject, or modify the Navy's plans for the LCS program.
