The Department of Defense (DOD) through a Defense Logistics Agency (DLA) component called the Defense Utilization and Marketing Service (DRMS) has a policy for disposing of government equipment and supplies considered surplus or deemed unnecessary to the agency's currently designated mission. DRMS is charged with responsibility for property reuse (including resale), precious metal recovery, recycling, hazardous property disposal, and the demilitarization of military equipment.

The protection of classified national security and other controlled information is of concern not only to the executive branch - which determines what information is to be safeguarded, for the most part - but also to Congress, which uses the information to fulfill its constitutional responsibilities. It has established mechanisms to safeguard controlled information in its custody, although these arrangements have varied over time between the two chambers and among panels in each. This report explores and analyzes said mechanisms. It also discusses various proposals for standardization of and modifications to current policies.

The FY2006 budget completed the funding required in the Shipbuilding and Conversion, Navy (SCN) account for the Navy's program to refuel and convert four Trident ballistic missile submarines (SSBNs) into cruise-missile-carrying and special operations forces (SOF) support submarines (SSGNs). Initial Operational Capability (IOC) for the program was declared on November 1, 2007. The total estimated cost of the program is about $4.0 billion.

Special Operations Forces (SOF) play a significant role in U.S. military operations and the Administration has given U.S. SOF greater responsibility for planning and conducting worldwide counterterrorism operations. Potential increased SOF involvement in Pakistan and SOF expansion mandated by the 2006 Quadrennial Defense Review (QDR) might be issues for congressional consideration.

This report provides information on the mandatory steps to building a memorial on federal property in the District of Columbia. It also provides information on creating memorials in Arlington National Cemetery, within the Department of Veterans Affairs National Cemetery System, and in state veterans' cemeteries. In addition, it discusses public and private initiatives at the state and local levels to create memorials including successful local fund-raising efforts.

The United States is the world's major provider of international food aid to low-income developing countries. This report provides three indicators of the U.S. contribution to global food aid: (1) shipments of major donors compiled by the International Grains Council, (2) U.S. contributions to the United Nations World Food Program (WFP), and (3) the U.S. commitment under the Food Aid Convention (FAC).

Negotiations to launch a free trade agreement (FTA) between the United States and the five members of the Southern African Customs Union (SACU) (Botswana, Lesotho, Namibia, South Africa, and Swaziland) began on June 3, 2003. A potential FTA would eliminate tariffs over time, reduce or eliminate non-tariff barriers, liberalize service trade, protect intellectual property rights, and provide technical assistance to help SACU nations achieve the goals of the agreement. This potential agreement would be subject to congressional approval.

After the collapse of Enron Corp. in late 2001, that company's activities came under intense scrutiny. Much of its business consisted of trading financial contracts whose value was derived from changes in energy prices. Enron's derivatives trading was largely "over-the-counter" (OTC) and unregulated: little information about transactions was available. This incident has sparked interest in reform of energy derivatives regulation. This report summarizes energy derivatives regulation and proposed legislation.

The Sultanate of Oman is a long-time U.S. ally in the Persian Gulf; it has allowed U.S. access to its military facilities for virtually every U.S. military operation in and around the Gulf since 1980. Partly in appreciation, the United States signed a free trade agreement (FTA) with Oman on January 19, 2006; implementing legislation was signed on September 26, 2006 (P.L. 109-283). Sultan Qaboos has been opening the political process slowly while managing an economy that lacks vast oil reserves. This report, prepared with the assistance of Kim Klarman, will be updated.

The following casualty data was compiled by the Department of Defense (DOD), as tallied from the agency's press release. Table 1 provides statistics on fatalities during Operation Iraqi Freedom, which began on March 19, 2003, and is ongoing, as well as on the number of fatalities since May 1, 2003, plus statistics on those wounded, but not killed, since March 19, 2003. Many Members of Congress charge that China's policy of accumulating foreign reserves (especially U.S. dollars) to influence the value of its currency constitutes a form of currency manipulation intended to make its exports cheaper and imports into China more expensive than they would be under free market conditions. Although China made modest reforms to its currency policy in 2005, Members contend the forms have not gone far enough and have warned of potential legislative action. Ecuador has experienced ten years of political and economic instability. On January 15, 2007, Rafael Correa, a left-leaning, U.S.-trained economics, was inaugurated to a four-year presidential term, becoming the country's eighth president in ten years. President Correa has fulfilled his campaign pledge to call a constituent assembly to reform the country's constitution. U.S. officials have expressed concerns about President Correa's ties with Hugo Chavez of Venezuela and his stated policies on trade and energy matters. Despite those concerns, Congress enacted legislation in February 2008 to extend U.S. trade preferences for Ecuador through December 2008.

Congress has expressed a great deal of interest in using Unmanned Aerial Vehicles (UAVs) to surveil the United States' international land border. This report examines the strengths and limitations of deploying UAVs along the borders and related issues for Congress.

The National Aeronautics and Space Administration (NASA) estimates that without a servicing mission to replace key components, the Hubble Space Telescope will cease scientific operations in 2008. In January 2004, then-NASA Administrator Sean O'Keefe announced that the space shuttle would no longer be used to service Hubble. Hubble supporters criticized this as a result of President Bush's new Vision for Space Exploration; said supporters sought to reverse the decision and proceed with a shuttle servicing mission. In October 2006, NASA approved a shuttle mission to service Hubble. That mission is now scheduled for October 8, 2008.

Foreign direct investment is sparking a national debate. Local communities compete for investment projects, while many of the residents of those communities fear losing their jobs to foreign outsourcing. Some opponents argue that such job losses have disproportionately negative impact on local communities. Economists generally argue that free and unimpeded international capital flows have a positive impact on both domestic and foreign economies. This report provides an overview of CRS Report RL32461, Outsourcing and Insourcing Jobs in the U.S. Economy: Evidence Based on Foreign Investment Data, that analyzes the extent of direct investment into and out of the economy and the relationship between direct investment and the broader economic changes that are occurring in the U.S. economy.

After the massive reorganization of federal agencies precipitated by the creation of the Department of Homeland Security (DHS), there are now four main federal agencies charged with securing the United States' borders: the Bureau of Customs and Border Protection (CBP), the Bureau of Immigrations and Customs Enforcement (ICE), the United States Coast Guard, and the Transportation Security Administration (TSA). This report briefly describes each agency's role in securing our nation's borders.

Post-Taliban Afghanistan has adopted a constitution and elected a president and a parliament; that body is emerging as a significant force and sometimes challenger to President Hamid Karzai. The central government’s limited writ, which many Afghans believe should remain limited, and its perceived corruption, are helping sustain a Taliban insurgency. Perchlorate is the explosive component of solid rocket fuel, fireworks, road flares, and other products and is used heavily by the Department of Defense (DOD) and other industries. Perchlorate also occurs naturally. This compound has been detected in drinking water supplies, especially in California. It also has been found in milk and many foods. Because of this widespread occurrence, concern over the potential health risks of perchlorate exposure has increased, and some states and Member of Congress have urged the Environmental Protection Agency (EPA) to set a drinking water standard for perchlorate. This report reviews perchlorate water contamination issues and developments.

Iraq's current government, the result of a U.S.-supported election process designed to produce democracy, is instead a sectarian government incapable of reconciliation. The Administration says that the passage of some key laws represents progress on national reconciliation, and is a result of the U.S. "troop surge." Others say that combat among Shiite groups since March 2008, possibly motivated by provincial elections planned for October 2008, shows that force will not stabilize Iraq.

The Kurdish-inhabited region of northern Iraq is relatively peaceful and prospering economically, but the Iraqi Kurds' political autonomy and political strength in post-Saddam Iraq is causing backlash in Arab Iraq, Turkey, and Iran. The Iraqi Kurds' ties to the United States and the U.S. drive to stabilize Iraq are increasingly less likely to help the Kurds to parry these challenges.

The U.S. Coast Guard's (USCG's) environmental activities focus on prevention programs, accompanied by enforcement and educational activities. An important component is maritime oil spill prevention, which includes inspection of U.S. and foreign-flagged ships to ensure compliance with U.S. laws and international agreements, as well as reduce the impact of oil and hazardous substances spills. Another prevention effort, minimizing marine debris, addresses commercial items as well as trash from recreational fishing and boating.

Whether broader expansions from federal environmental laws are needed to preserve military readiness has been an issue. Questions have been raised as to whether environmental requirements have limited military training activities to the point that readiness would be compromised. The potential impacts of broader exemptions on environmental quality have raised additional questions. Although certain exemptions the Department of Defense (DOD) first requested in FY2003 have been enacted into law, Congress has opposed others. From FY2003 to FY2008, DOD requested exemptions from the Clean Air Act, Solid Waste Disposal Act, and Comprehensive Environmental Response, Compensation, and Liability Act. To date, Congress has not enacted these three latter exceptions. The Administration's FY2009 defense authorization bill does not include these exemptions.

This report, which may be updated to further reflect congressional action, attempts to provide the antitrust context for prohibited practices, such as "price gouging"; notes prior congressional action concerning vertical divestiture in the petroleum industry; and provides information on the state "divorcement" statutes.
