The House passed its version of the FY2007 defense authorization bill, H.R. 5122, on May 11. The bill authorizes $513 billion for national defense, including $50 billion in emergency funding for operations in Iraq and elsewhere in the first months of the fiscal year. The Senate Armed Services Committee marked up its version of the bill, S. 2766, on May 4. It also authorizes $513 billion, including emergency funding. Senate floor action appears likely in June. House subcommittee markup of the defense appropriations bill is tentatively scheduled for June 7.

The F-22A Raptor is a next-generation fighter/attack aircraft that features the latest stealth technology to reduce detection by radar. Using more advanced engines and avionics than the current F-15 Eagle, the F-22A is intended to maintain U.S. Air Force capabilities against more sophisticated enemy aircraft and air defenses in the 21st century. The country of Panama has made significant political and economic progress since the 1989 U.S. military intervention that ousted the regime of General Manuel Noriega from power. The current President, Martin Torrijos, has faced significant challenges, including dealing with the funding deficits of the country's social security fund; developing plans for the expansion of the Panama Canal; and combating unemployment and poverty. The U.S. has close relations with Panama, and both countries currently cooperate on counternarcotics efforts, the security of the Panama Canal and the Panama-Colombia border, and negotiations for a bilateral free trade agreement. This report describes all of the above; the aforementioned U.S.-Panamanian negotiations for a bilateral free trade agreement is detailed in particular.

The possibility of damage to or destruction of the nation's water supply and water quality infrastructure by terrorist attack has gained substantial attention since the September 11, 2001 terrorist attacks. Policymakers are considering a number of initiatives, including enhanced physical security, better communication and coordination, and research. A key issue is how such security measures will be funded. Committees in the 109th Congress have approved legislation to support vulnerability assessments in federal and non-federal wastewater treatment plants and utility systems.

The Navy's proposed FY2007 budget requests $739 million in advance procurement funding for CVN-78, the lead ship in the Navy's proposed CVN-21 class of aircraft carriers. The budget also requests $45 million in advance procurement funding for CVN-79, the second ship in the class. The Navy wants to procure CVN-78 in FY2008 and CVN-79 in FY2012. The House and Senate versions of the FY2007 defense authorization bill (H.R. 5122/S. 2766) support procurement of CVN-78 and CVN-79 but differ on certain items relating to aircraft carrier acquisition.

Kuwaiti leaders peacefully resolved a succession crisis that erupted following the January 15, 2006 death of its long-ruling Amir. However, a new crisis erupted in May 2006 over the structure of the next parliamentary elections, prompting a dissolution of the existing parliament and scheduling of new elections for June 29, 2006. Women will be able to run and to vote.

On May 21, 2006, Montenegro held a long-awaited referendum on independence. Serbia and Montenegro were the last remnants of the former Yugoslavia to exist in a common state. They formed a new, highly decentralized state union under an agreement brokered by the EU in 2002-2003, which allowed for either republic to hold a referendum after three years. Serbia's political leaders supported continuation of the union but recognized the referendum outcome. The impending dissolution of the Serbia and Montenegro union comes at the same time as the international community is conducting talks on the future status of Kosovo, a disputed province in Serbia.

Testimony issued by the Government Accountability Office with an abstract that begins "The National Transportation Safety Board (NTSB) is a relatively small agency that plays a vital role in transportation safety and has a worldwide reputation for investigating accidents. With a staff of about 400 and a budget of $76.7 million in fiscal year 2006, NTSB investigates all civil aviation accidents in the United States, and significant accidents in railroad, highway, marine, and pipeline; and issues safety recommendations to address issues identified during accident investigations. To support its mission, NTSB built a training academy, which opened in 2003 and provides training to NTSB investigators and others. It is important that NTSB use its resources efficiently to carry out its mission and maintain its preeminence. This testimony, based on ongoing work for this committee, addresses the extent to which NTSB follows leading practices in selected management areas, addresses challenges in completing accident investigations and closing safety recommendations, and generates sufficient revenues to cover costs at its academy."

Among the provisions are means to simplify federal royalties on geothermal resources while overall collecting the same level of royalty revenue. The Act also changes how these royalties are to be shared with local governments (disbursements). A letter report issued by the Government Accountability Office with an abstract that begins "Due to concerns about domestic violence in the military and its adverse effect on mission readiness, Congress required the Department of Defense (DOD) to establish a task force to assess the services' response to domestic violence and recommend improvements. The task force issued three reports containing 194 recommendations. The Fiscal Year 2004 National Defense Authorization Act required GAO to review DOD's progress in implementing the recommendations. This report discusses (1) DOD's ability to report on domestic violence incidents and disciplinary actions, (2) the resources DOD has provided to implement the recommendations, and (3) DOD's specific actions to ensure victim confidentiality and the education of commanding officers, senior enlisted personnel, and chaplains. GAO also examined whether DOD has established an oversight framework to monitor implementation."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) wants to create a networked force where soldiers and systems are able to operate together seamlessly. To help facilitate this transformation, DOD began the Transformational Satellite Communications System (TSAT) program in January 2004. We reported in 2003 that TSAT was about to begin without sufficiently mature technology. In this report, at your request, we followed up with an assessment of (1) how the TSAT program is progressing, and (2) whether the program is using an acquisition approach that will provide the knowledge needed to enter product development."

Legislative initiatives to comprehensively amend the Clean Water Act have talked for some time as interested parties have debated whether and exactly how to change the law. Congress has recently focused legislative attention on narrow bills to extend or modify selected Clean Water Act programs, rather than taking up comprehensive proposals. This report contains information on the recent developments as of its writing, background and analysis as related to the Clean Water Act legislative actions, and legislative issues of the 109th Congress.
