Conservation Reserve Program: Status and Current Issues
The Conservation Reserve Program (CRP), enacted in 1985, enables producers to retire highly erodible or environmentally sensitive cropland, usually for 10 years. Congress reauthorized and amended the CRP in the 1996 Federal Agriculture Improvement and Reform Act (P.L. 104-127; 16 U.S.C. 3811, et seq.). The law caps enrollment at 36.4 million acres and makes funding mandatory through the commodity Credit Corporation.

Agricultural Trade Issues in the 107th Congress
The 107th Congress will consider and seek to influence trade issues with implications for the U.S. agricultural sector. Trade in agricultural commodities and food products affects farm income and rural employment, and it also generates economic activity beyond the farm gate. With agricultural export sales accounting for one-quarter of farm income, policymakers view U.S. efforts to develop market opportunities overseas as vital to the sector's financial health. Decisions taken by the Bush Administration, and actions taken by Congress, thus will affect the outlook for agricultural trade.

What Is a Farm Bill?
A farmbill is a collection of new laws and amendmentsto longstanding lawsthat sets the overall direction of federal food and farm policy for a specified number of years. Farm bills typically contain not only commodity price and income support provisions, but also provisions on agricultural trade, rural development, domestic food assistance, foreign food aid, conservation, crop insurance, farm credit, forestry, and agricultural research. The many issues covered by farm bills make it possible to form a broad coalition ofsupport among common, and sometimes conflicting interestsfor policies and programs that individually might not be enacted.

Fast-Track Authority for Trade Agreements (Trade Promotion Authority): Background and Developments in the 107th Congress
This report discusses one of the major trade issues in the 107th Congress: whether or not Congress approves authority for the President to negotiate trade agreements with expedited, or "fast track" procedures. Under this authority, Congress agrees to consider legislation to implement the nontariff trade agreements under a procedure with mandatory deadlines, no amendment, and limited debate. The President is required to consult with congressional committees during negotiation of nontariff trade agreements and notify Congress before entering into any such agreement. The President was granted fast-track authority almost continuously from 1974 to 1994, but the authority lapsed and has not been renewed.

Defense Budget for FY2002: An Overview of Bush Administration Plans and Key Issues for Congress
Details of Bush Administration plans for the defense budget have been on hold for several months as senior officials have undertaken a reassessment of defense policy known as the “National Defense Review.” The initial Bush budget outline, A Blueprint for New Beginnings, released on February 28, and the Administration’s official FY2002 budget request, released on April 9, include $325 billion in new budget authority for national defense in FY2002, but that total remains subject to change as the defense review proceeds. Moreover, official Administration defense budget projections beyond FY2002 simply reflect projected growth with inflation in overall annual funding for national defense fromFY2003 through FY2006 rather than the results of any policy assessment.

Immigration and Naturalization Service Reorganization and Related Legislative Proposals
The Immigration and NaturalizationService (INS), with a current annual budget of $5.0 billion, is the primary agency charged with enforcing the nation’s immigration law. Regulating immigration can be viewed as having two basic components:stemming illegal immigration (enforcement) and facilitating legal immigration (service). The Bush Administration supports separating service from enforcement. While no legislation to restructure INS has been introduced in the 107th Congress at this date, it is likely that proposals will be introduced in the future, since restructuring may necessitate amending existing statutory authorities. For now, Members of Congress, who support restructuring INS, are waiting to review the Bush Administration’s plan before introducing legislation themselves.

Africa: U.S. Foreign Assistance Issues
This report discusses the issue of U.S. economic assistance to sub-Saharan Africa, highlighting the importance of continued assistance in light of U.S. national security and also various U.S.-led efforts to promote reform amongst African citizens themselves. Colombia: U.S. Assistance and Current Legislation
This report provides an overview of U.S. assistance before the Plan Colombia proposal, describes the Clinton Administration Plan Colombia proposal, and tracks Congressional action on it. It also covers the Bush Administration’s Andean Regional Initiative (ARI), which incorporated the Bush Administration’s Andean Counterdrug Initiative (ACI). Table 2 provides a breakdown of the ARI by country, purpose, and account. Table 1 provides an overview of U.S. assistance from FY1999-FY2001, Tables 3 and 4 compare the Clinton Administration’s Plan Colombia proposal with House, Senate, and conference action on it, and Table 5 charts U.S. assistance from FY1989-FY1998. Central Asia's New States: Political Developments and Implications for U.S. Interests
After the collapse of the Soviet Union in 1991, the United States recognized the independence of all the former Central Asian republics and established diplomatic relations with each by mid-March 1992. This report provides an overview of U.S. policy concerns after the Soviet collapse. The report presents the U.S. policy attention and aid to support conflict amelioration, humanitarian needs, economic development, transport (including energy pipelines) and communications, border controls, democracy, and the creation of civil societies in the South Caucasian and Central Asian states. The United States has some economic and business interests in Central Asia, particularly in oil and natural gas development in Kazakhstan, Turkmenistan, and Uzbekistan.

AIDS in Africa

The United Nations reports that 25.3 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people.
