3Q/4Q99 F-Area Hazardous Waste Management Facility Corrective Action Report - Third and Fourth Quarter 1999, Volumes I and II
Savannah River Site (SRS) monitors groundwater quality at the F-Area Hazardous Waste management Facility (HWMF) and provides results of this monitoring to the South Carolina Department of Health and Environmental Control (SCDHEC) semiannually as required by the Resource Conservation and Recovery Act (RCRA) permit. SRS also performs monthly sampling of the Wastewater Treatment Unit (WTU) effluent in accordance with Section C of the Underground Injection Control (UIC) application.

Absolute intensities of the vacuum ultraviolet spectra in oxide etch plasma processing discharges
In this paper, the authors report the absolute intensities of ultraviolet light between 4.9 eV and 24 eV ( 250 nm to 50 mn ) striking a silicon wafer in a number of oxide-etch processing discharges. The emphasis is on photons with energies greater than 8.8 eV, which have enough energy to damage SiO{sub 2}. These discharges were in an inductively-driven Gaseous Electronics Conference reference cell which had been modified to more closely resemble commercial etching tools. Comparisons of measurements made through a side port in the cell and through a hole in the wafer indicate that the VUV light in these discharges is strongly trapped. For the pure halocarbon gases examined in these experiments (C{sub 2}F{sub 6}, CHF{sub 3}, C{sub 4}F{sub 8}), the fluxes of VUV photons to the wafer varied from 1 x 10{sup 15} to 3 x 10{sup 15} photons/cm{sup 2} sec or equivalently from 1.5 to 5 mW/cm{sup 2}. These measurements imply that 0.1% to 0.3% of the rf source power to these discharges ends up hitting the wafer as VUV photons for the typical 20 mT, 200 W rf discharges. This document is an addendum to the Corrective Action Decision Document/Closure Report for Corrective Action Unit 232: Area 25 Sewage Lagoons, Nevada Test Site, Nevada, DOE/NV-582-Rev. 0. This addendum provides the requested documentation that supports the assertion that contamination above levels of concern does not exist in the abandoned sewer lines. This addendum summarizes the results of the manhole investigation conducted during March 2000. Results of the manhole investigation indicate that no changes to the Corrective Action Decision Document/Closure Report are necessary and all other sections of the document shall remain unchanged.

Adsorption of polystyrene sulfonate to the air surface of water by neutron reflectivity
The adsorption of the strong polyelectrolyte polystyrene sulfonate (PSS) to the air surface of dilute aqueous solutions was investigated as a function of molecular weight and salt concentration. Detailed segment profiles of the deuterated polymer were determined by neutron reflection. Surface activity was also examined through surface tension measurements. In general, the segment profiles are composed of a thin layer (10--20 {angstrom} thick) of high concentration at the air surface, followed by a distinct second layer of much lower segment concentration that extends to larger depths into the liquid. The high segment density at the air surface is due to a strong surface attraction, arising from the low surface tension of the PSS backbone relative to the surface tension of water. At low salt concentration, the profiles tend toward a single dense layer, suggesting that the chains lie nearly flat at the interface in that limit. The adsorbed amount increases with salt concentration, with a stronger dependence for higher molecular weight chains. The adsorbed amounts at the air/water interface are higher than reported previously for PSS adsorbed onto neutral solid surfaces, consistent with the fact that the air-liquid interface provides a stronger surface attraction. Advanced Geothermal Turbodrill
Approximately 50% of the cost of a new geothermal power plant is in the wells that must be drilled. Compared to the majority of oil and gas wells, geothermal wells are more difficult and costly to drill for several reasons. First, most U.S. geothermal resources consist of hot, hard crystalline rock formations which drill much slower than the relatively soft sedimentary formations associated with most oil and gas production. Second, high downhole temperatures can greatly shorten equipment life or preclude the use of some technologies altogether. Third, producing viable levels of electricity from geothermal fields requires the use of large diameter bores and a high degree of fluid communication, both of which increase drilling and completion costs. Optimizing fluid communication often requires creation of a directional well to intersect the best and largest number of fracture capable of producing hot geothermal fluids. Moineau motor stators made with elastomers cannot operate at geothermal temperatures, so they are limited to the upper portion of the hole. To overcome these limitations, Maurer Engineering Inc. (MEI) has developed a turbodrill that does not use elastomers and therefore can operate at geothermal temperatures. This new turbodrill uses a special gear assembly to reduce the output …

ADVANCED HYBRID PARTICULATE COLLECTOR - PHASE III
A new concept in particulate control, called an advanced hybrid particulate collector (AHPC), is being developed under funding from the U.S. Department of Energy. The AHPC combines the best features of electrostatic precipitators (ESPs) and baghouses in a unique configuration. The AHPC concept consists of a combination of fabric filtration and electrostatic precipitation in the same housing, providing major synergism between the two collection methods, both in the particulate collection step and in the transfer of dust to the hopper. The AHPC provides ultrahigh collection efficiency, overcoming the problem of excessive fine-particle emission with conventional ESPs, and it solves the problem of reentrainment and re-collection of dust in conventional baghouses. In Phase II, a 2.5-MW-scale AHPC was designed, constructed, installed, and tested at the Big Stone power station. For Phase III, further testing of an improved version of the 2.5-MW-scale AHPC at the Big Stone power station is planned to facilitate commercialization of the AHPC technology.

Advanced Telemetry Data Capturing
This project developed a new generation or advanced data capturing process specifically designed for use in future telemetry test systems at the Kansas City Plant (KCP). Although similar data capturing processes are performed both commercially and at other DOE weapon facilities, the equipment used is not specifically designed to perform acceptance testing requirements unique to the KCP. Commercially available equipment, despite very high cost (up to $125,000), is deficient in reliability and long-term maintainability necessary in test systems at this facility. There are no commercial sources for some requirements, specifically Terminal Data Analyzer (TDA) data processing. Although other custom processes have been developed to satisfy these test requirements, these designs have become difficult to maintain and upgrade.

African Development Bank and Fund
The African Development Bank Group, including the Bank itself (AfDB) and its "soft-loan" affiliate, the African Development Fund (AfDF), is a development finance institution based in Abidjan, Côte d'Ivoire. The Bank has 53 African members, as well as 24 non-regional members, including the United States. In the mid-1990s, the Bank faced management problems and difficulties arising from non-performing loans, but reforms launched in 1995 by a new Bank president, Omar Kabbaj, brought new pledges of support from the non-regionals. U.S. contributions to the Bank resumed in FY2000. This report will be updated as events warrant.

Aging analyses of aircraft wire insulation
Over the past two decades, Sandia has developed a variety of specialized analytical techniques for evaluating the long-term aging and stability of cable insulation and other related materials. These techniques have been applied to cable reliability studies involving numerous insulation types and environmental factors. This work has allowed the monitoring of the occurrence and progression of cable material deterioration in application environments, and has provided insights into material degradation mechanisms. It has also allowed development of more reliable lifetime prediction methodologies. As a part of the FAA program for intrusive inspection of aircraft wiring, they are beginning to apply a battery of techniques to assessing the condition of cable specimens removed from retired aircraft. It is anticipated that in a future part of this program, they may employ these techniques in conjunction with accelerated aging methodologies and models that the authros have developed and employed in the past to predict cable lifetimes. The types of materials to be assessed include 5 different wire types: polyimide, PVC/Glass/Nylon, extruded XL-polyalkene/PVDF, Poly-X, and XL-ETFE.
