Audit of the Federal Energy Regulatory Commission leased warehouse space

The Federal Energy Regulatory Commission (Commission) stores furniture, automated data processing equipment, and office supplies in a warehouse located in Landover, Maryland. The annual operating cost for this space (25,830 square feet) approximates $455,000-$245,000 in lease costs and $210,000 for contractor personnel. The purpose of the audit was to assess the effectiveness of the Commission`s use of warehouse space. The specific audit objective was to determine whether the Commission was minimizing the need for warehouse space for the storage of office supplies, furniture, and equipment. Federal Property Management Regulations and prudent business practices require Government agencies to minimize their need for space. More space was being leased than needed because Commission officials understood that they were obligated by terms of the lease to -pay for the space until March 31, 2002. We found, however, that there was a misunderstanding by officials, and that the Commission could at any time relinquish warehouse space by giving 120 days notice. Because of this misunderstanding and the recent relocation of the Commission to a newly furnished facility, about 16,000 square feet of warehouse space was being used to store furniture and equipment that was no longer needed by the Commission. Characterization of SAL605 negative resist at {lambda}=13 nm

We have characterized the response of the negative resist SAL605 in the extreme ultraviolet ({lambda}=13 nm). The sensitivity was found to be {approx}1 mJ/cm{sup 3} for all conditions studied. We have identified processing conditions leading to high ({gamma}{gt}4) contrast. The resist response was modeled using Prolith/2 and the development parameters were obtained from the exposure curves.

The China-U.S. Intellectual Property Rights Dispute: Background and Implications for China-U.S. Economic Relations

The United States has pressed China over the past several years to improve its protection of U.S. intellectual property rights (IPR) and to afford greater market access to intellectual property-related products, such as computer software, compact disks (CDs), and audio-visual products. U.S. threats of trade sanctions against Chinese products helped produce trade agreements in January 1992 and February 1995 that pledged China to improve its IPR enforcement regime and expand market access for IPR-related products. However, despite these agreements, U.S. and IPR industry officials have charged that IPR piracy in China remains rampant and is costing U.S. firms $2.3 billion in lost trade annually. On May 15, 1996, the U.S. Trade Representative (USTR) threatened to impose approximately $2 billion in trade sanctions against China for failing to abide by the February 1995 IPR agreement. This report outlines the history of the U.S.-Chinese IPR dispute and examines its ramifications for future U.S.-Chinese economic relations.

Continuous bench-scale slurry catalyst testing: Direct coal liquification of Rawhide sub-bituminous coal. Technical report, July 1995--December 1995

In 1994 extensive tests were conducted in the Exxon Research and Engineering Recycle Coal Liquefaction Unit (RCLU) in Baton Rouge, Louisiana. The work conducted in 1994 explored a variety of dispersed iron molybdenum promoted catalyst systems for direct coal liquefaction of Rawhide subbituminus coal. The goal was to identify the preferred iron system. We learned that among the catalysts tested, all were effective; however, none showed a large process advantage over the others. In 1995, we tested dispersed molybdenum catalysts systems for direct coal liquefaction on a second subbituminous coal, Black Thunder. Catalyst properties are shown in Table 1. We also checked a molybdenum promoted iron case, as well as the impact of process variables, such as sulfur type, hydrogen treat rate, and catalyst addition rate, as shown in Table 2. In 1995, we ran 18 material balances over a 7 week period, covering 7 conditions. This report covers the 1995 operations and results.

Measuring the effect of scatter on the performance of a lithography system

The distribution of scattered light at the image plane of an extreme ultraviolet lithography (EUVL) system was measured, in situ. These measurements revealed a significant degradation of the modulation transfer function of the imaging optic, relative to its value in the absence of scattering.

Performance of a two-mirror, four-reflection, ring-field optical system at {lambda}=13 nm

Performance of an Extreme Ultraviolet Lithography (EUVL) imaging optic was characterized by printing resolution test images in resist. While features as small as 0.137 {mu}m were successfully printed, a resolution of 0.175 {mu}m better represents the performance of the system over the full 0.9 mm{sup 2} image field. The contrast of the aerial image was estimated to be about 40% or less for the fine features printed. This low contrast value is attributed to a degradation of the modulation transfer function due to presence of scattered light in the image.

Preliminary investigation of an additive approach to the fabrication of precision aspheres

We report progress in the aspherization of precision optical substrates via deposition of graded period Mo/Si multilayer coatings using a masking technique. These preliminary results show good agreement between the measured and desired thickness profiles over 85% of the sample, however, thickness deviations of up to 7 % are observed in the central area. The errors are attributed to misalignments of the mask relative to the substrate during deposition.

Caterpillar Inc. continues to develop a slip casting procedure for CMZP (CaMgZr phosphate) exhaust portliners for diesel engines. ZnO was used as additive. Tubes have been cast and fired and initial properties look excellent. 40 lbs of CMZP powder are being prepared for Caterpillar to complete the slip casting of 90 degree elbows.

The R/V Discoverer cruise to Manus Island. The BNL Portable Radiometer Package (PRP) evaluation

Brookhaven National Laboratory installed and operated a Portable Radiation Package (PRP) on the NOAA ship R/V DISCOVERER as part of the Combined Sensor Program cruise in the Tropical Western Pacific Ocean. The DISCOVERER transported a collection of radiation and atmospheric instrumentation to positions offshore of manus Island to compare cloud and radiation fields to like instruments measured from a station on the island. The ship sailed NW from Pago Pago, American Samoa, on 14 March 1996 to a latitude of 1{degree}S then due West until it approached manus Island (2{degree}S and 148{degree}E) on approximately 7 April. The ship then turned SW and approached Manus Island in three steps. This route was reversed during the ship`s return to Hawaii. The PRP package is a compact low-power integration of simple sensors that measure long- and short-wave irradiance from moving platforms. A rapid rotating shadowband radiometer that is designed to provide good estimates of diffuse (sky) radiation even from moving buoys or ships was being evaluated. The PRP provided the only means of making diffuse (sky) radiation measurements from the ship.
