This document reports on the work done by the Nuclear Waste Programs of the Chemical Technology Division (CMT), Argonne National Laboratory, in the period April-September 1992. In these programs, studies are underway on the performance of waste glass and spent fuel in projected nuclear repository conditions to provide input to the licensing of the nation's high-level waste repositories.

The COMMIX-M computer code, which describes steady-state and transient single- and multi-component flows in engineering systems, has been implemented to simulate suspension flows in laminar regimes and turbulent and bubbly particulate flows. This report presents a synopsis of the present code's capabilities, with particular emphasis on the recent development of turbulence models, and explains in detail the modifications necessary to simulate particulate flows and bubbly flows. First results of computations of turbulent bubbly and particulate flows are then given and compared with results of computations reported in the literature and with preliminary experimental results obtained at the Kernforschungszentrum Karlsruhe (Germany).

This annual report on the ANL environmental protection program provides the DOE, environmental agencies, and the public with information on the levels of radioactive and chemical pollutants in the vicinity of ANL and on the amounts, if any, added to the environment by ANL operations. It also summarizes compliance of ANL operations with applicable environmental laws and regulations and highlights significant accomplishments and problems related to environmental protection. The report follows the guidelines given in DOE Order 5400.1.

In this dissertation the author reports on his efforts to develop a parallel genetic algorithm and apply it to the solution of set partitioning problem -- a difficult combinatorial optimization problem used by many airlines as a mathematical model for flight crew scheduling. He developed a distributed steady-state genetic algorithm in conjunction with a specialized local search heuristic for solving the set partitioning problem. The genetic algorithm is based on an island model where multiple independent subpopulations each run a steady-state genetic algorithm on their subpopulation and occasionally fit strings migrate between the subpopulations. Tests on forty real-world set partitioning problems were carried out on up to 128 nodes of an IBM SP1 parallel computer. The authors found that performance, as measured by the quality of the solution found and the iteration on which it was found, improved as additional subpopulation found and the iteration on which it was found, improved as additional subpopulations were added to the computation. With larger numbers of subpopulations the genetic algorithm was regularly able to find the optimal solution to problems having up to a few thousand integer variables. Interim report describing progress to develop glassy slag waste forms that support environmental restoration efforts.

Between 1953 and 1970, studies on the long-term effects of external x-ray and {gamma} irradiation on inbred and hybrid mouse stocks were carried out at the Biological and Medical Research Division, Argonne National Laboratory. The results of these studies, plus the mating, litter, and pre-experimental stock records, were routinely coded on IBM cards for statistical analysis and record maintenance.

In 1915, the United States undertook a military occupation of Haiti to preempt any European intervention, to establish order out of civil strife, and to stabilize Haitian finances. During the nineteen-year occupation, U.S. military and civilian officials, numbering less than 2500 for the most part, supervised the collection of taxes and the disbursement of revenues, maintained public order, and initiated a program of public works. The Haitian government remained in place, but was subject to U.S. guidance. The Haitian people benefitted from the end of endemic political violence and from the construction of roads, bridges, and ports as well as from improved access to health care. The U.S. occupation was, nonetheless, deeply resented throughout Haitian society, and many of its accomplishments did not long endure its termination in 1934.

This OTA assessment reviews the status of federal government efforts to provide safe sanitation to Alaskan Natives and the technologies that have been used or proposed for this purpose. Finally, the report examines the legislative and institutional setting for the waste sanitation problems, and the criteria that need to be applied in selecting and implementing new technologies.

There are two longstanding constraints to implementing more energy efficient practices: 1) a shortage of finds to invest in efficient equipment; and 2) a lack of information for program planning and budgeting about the extent of investment opportunities and about the best finding mechanisms. This paper reviews advances made in addressing these constraints since 1991.

The primary purpose of this report is to identify options for enhancing the effectiveness of export controls in slowing or preventing the spread of capabilities to develop and produce weapons of mass destruction.

This report takes a strategic look at the development of electronic commerce and identifies the characteristics of the infrastructure that will be required to support it. The report found that, in an electronically networked economy, the design and underlying architecture of the global information infrastructure will have a major impact on national economic growth and development.

The Umatilla Basin Anadromous Fish Habitat Enhancement Project is funded under the Northwest Power Planning Council's Columbia River Basin Fish and Wildlife Program, Section 7.6-7.8 and targets the improvement of water quality and restoration of riparian areas, holding, spawning and rearing habitats of steelhead, spring and fall chinook and coho salmon. The project focused on implementing cooperative instream and riparian habitat improvements on private lands on the Umatilla Indian Reservation (hereafter referred to as Reservation) from April 1, 1988 to March 31, 1992. These efforts resulted in enhancement of the lower l/4 mile of Boston Canyon Creek, the lower 4 river miles of Meacham Creek and 3.2 river miles of the Umatilla River in the vicinity of Gibbon, Oregon. In 1993, the project shifted emphasis to a comprehensive watershed approach, consistent with other basin efforts, and began to identify upland and riparian watershed-wide causative factors impacting fisheries habitat and natural fisheries production capabilities throughout the Umatilla River Watershed. During the 1994-95 project period, a one river mile demonstration project was implemented on two privately owned properties on Wildhorse Creek. A search for cosmological supernovae has discovered a number of a type la supernovae. In particular, one at z = 0.458 is the most distant supernova yet observed. There is strong evidence from measurements of nearby type Ia supernovae that they can be considered as 'standard candles'. We plan to use these supernovae to measure the deceleration in the general expansion of the universe. The aim of our experiment is to try and observe and measure about 30 such distant supernovae in order to obtain a measurement of the deceleration parameter q{sub 0} which is related to {Omega}. Here {Omega} is the ratio of the density of the universe to the critical density, and we expect a measurement with an accuracy of about 30%.
