Southern routes for high-level radioactive waste: Agencies, contacts, and designations

The Southern Routes for High-Level Radioactive Waste: Agencies, Contacts and Designations is a compendium of sixteen southern states` routing programs for the transportation of high-level radioactive materials. The report identifies the state-designated routing agencies as defined under 49 Code of Federal Regulations (CFR) Part 171 and provides a reference to the source and scope of the agencies` rulemaking authority. Additionally, the state agency and contact designated by the state`s governor to receive advance notification and shipment routing information under 10 CFR Parts 71 and 73 are also listed. This report also examines alternative route designations made by southern states and the lessons that were learned from the designation process.

The Nuclear Waste Technical Review Board (the Board) was established by Congress in a 1987 amendment to the Nuclear Waste Policy Act of 1982. The Board was charged with evaluating the technical and scientific validity of activities undertaken by the Department of Energy (DOE) as it designs and develops a system for managing the nation`s civilian spent fuel and defense high-level radioactive waste. Specifically, the Board was asked to evaluate DOE activities pertinent to characterizing a site at Yucca Mountain, Nevada, for possible location of a mined geologic repository for permanent disposal of high-level radioactive waste. The Board also was asked to evaluate activities relating to packaging and transport of high-level radioactive waste. Board activities began in March 1989 with the designation of panels to better address the diversity of technical and scientific topics under consideration by the Board. The Board has sought to remain apprised of public concerns about the disposal and transport of high-level radioactive waste. This third report summarizes activities undertaken by the Board from August 1, 1990, through January 31, 1991. Tiger Team assessment of the Sandia National Laboratories, Albuquerque

This report documents the Tiger Team Assessment of Sandia National Laboratories (SNL), Albuquerque, located in Albuquerque, New Mexico. SNL, Albuquerque, is operated by the Sandia Corporation (a wholly owned subsidiary of the American Telephone and Telegraph Company) for the US Department of Energy (DOE). The environmental assessment also included DOE tenant facilities at Ross Aviation, Albuquerque Microelectronics Operation, and the Central Training Academy. The assessment was conducted from April 15 to May 24, 1991, under the auspices of DOE's Office of Special Projects under the Assistant Secretary for Environment, Safety and Health (ES H). The assessment was comprehensive, encompassing ES H disciplines, management, self-assessments, and quality assurance; transportation; and waste management operations. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal SNL, Albuquerque, requirements were assessed. In addition, an evaluation of the adequacy and effectiveness of DOE and SNL, Albuquerque management of ES H programs was conducted.

West Virginia University has designed and constructed a Transportable Emissions Testing Laboratory for measuring emissions from heavy duty vehicles, such as buses and trucks operating on conventional and alternative fuels. The laboratory facility can be transported to a test site located at, or nearby, the home base of the vehicles to be tested. The laboratory has the capability of measuring vehicle emissions as the vehicle is operated under either transient or steady state loads and speeds. The exhaust emissions from the vehicle is sampled and the levels of the constituents of the emission are measured. The laboratory consists of two major units; a power absorber unit and an emissions measurement unit. A power absorber unit allows for the connection of a dynamic load to the drive train of the vehicle so that the vehicle can be driven'' through a test cycle while actually mounted on a stationary test bed. The emissions unit contains instrumentation and equipment which allows for the dilution of the vehicle's exhaust with air. The diluteed exhaust is sampled and analyzed to measure the level of concentration of those constituents which have been identified to have impact on the clean environment. The purpose of this plan is to document the Lawrence Livermore National Laboratory (LLNL) Waste Minimization and Pollution Prevention Awareness Program. The plan specifies those activities and methods that are or will be employed to reduce the quantity and toxicity of wastes generated at the site. The intent of this plan is to respond to and comply with (DOE's) policy and guidelines concerning the need for pollution prevention. The Plan is composed of a LLNL Waste Minimization and Pollution Prevention Awareness Program Plan and, as attachments, Program- and Department-specific waste minimization plans. The Western Area Power Administration (Western), an agency of the United States Department of Energy, is proposing to construct the 115-kV Wolf Point Substation near Wolf Point in Roosevelt County, Montana (Figure 1). As part of the construction project, Western's existing Wolf Point Substation would be taken out of service. The existing 115-kV Wolf Point Substation is located approximately 3 miles west of Wolf Point, Montana (Figure 2). The substation was constructed in 1949. The existing Wolf Point Substation serves as a Switching Station'' for the 115-kV transmission in the region. The need for substation improvements is based on operational and reliability issues. For this environmental assessment (EA), the environmental review of the proposed project took into account the removal of the old Wolf Point Substation, rerouting of the five Western lines and four lines from the Cooperatives and Montana-Dakota Utilities Company, and the new road into the proposed substation. Reference to the new proposed Wolf Point Substation in the EA includes these facilities as well as the old substation site. The environmental review looked at the impacts to all resource areas in the Wolf Point area. 7 refs., 6 figs.
