This report summarizes developments in the offshore oil leasing 2017-2022 program and considers selected congressional issues and actions related to the program. President Trump issued an executive order on April 28, 2017, directing the Secretary of the Interior to review and consider revising the 2017-2022 program. The 115th Congress could influence the five-year program by enacting legislation to alter the program, as well as by conducting oversight.

This report briefly outlines an array of science and technology (S&T) policy issues that may come before the 115th Congress. Given the rapid pace of S&T advancement and its importance in many diverse public policy issues, S&T-related issues not discussed in this report may come before the 115th Congress. This report discusses bills in the 115th Congress regarding the Federal Reserve (Fed). Four major areas of interest are addressed by the bills; Fed governance, increased oversight and disclosure to Congress and the public, A monetary policy rule (known as the Taylor Rule) that would be used a standard for the Fed to compare their policies with, and reduction of their emergency lending powers.

This report outlines the legal framework for withdrawal from international agreements under domestic and international law, and it examines legal issues related to the potential termination of two agreements that may be of significance to the 115th Congress: the Paris Agreement on climate change and the Joint Comprehensive Plan of Action (JCPOA) related to Iran's nuclear program.

This report outlines an array of homeland security issues that may come before the 115th Congress. After a brief discussion of the definitions of homeland security, the homeland security budget, and the role of homeland security actors in the intelligence community, the report divides the specific issues into five broad categories: Counterterrorism and Security Management; Border Security and Trade; Disaster Preparedness, Response, and Recovery; Cybersecurity; and DHS Management Issues. Each of those areas contains a survey of topics briefly analyzed by Congressional Research Service experts. The information included only scratches the surface of most of these selected issues. This report provides a broad overview of selected banking-related issues, including prudential regulation, consumer protection, "too big to fail" (TBTF) banks, community banking, regulatory agency structures and independence, and recent market and economic trends. It is not an exhaustive look at all bank policy issues, nor is it a detailed examination of any one issue. Rather, it provides concise background and analyses of certain prominent issues that have been the subject of recent discussion and debate. This report discusses the Drinking Water State Revolving Fund (DWSRF) which is administered by the EPA and assists communities in building or restoring public water supply infrastructure to comply with federal standards for clean drinking water and public health safety. The report outlines the funding levels and sources for the program and recent appropriations to it. Proposals for funding for the DWSRF in the 115th Congress are also discussed.

This report provides short summaries of legislative proposals with respect to unemployment insurance (UI) programs. It also gives a brief overview of the UI programs that may provide benefits to eligible unemployed workers. In addition, it briefly summarizes UI proposals included in the President's budget for FY2018. President Trump signed H.J.Res. 42 on March 30, 2017 (P.L. 115-17). This Congressional Review Act (CRA) resolution negated 20 C.F.R. Part 620. This now-negated rule had set out the circumstances under which states were allowed to prospectively drug test UC claimants based upon the prevalence of drug testing in the occupations in which they were seeking employment.
