Open Access Publishing and Citation Archives: Background and Controversy
This report begins with an inventory of basic information: definitions and guides to histories of the growth of open access publishing and citation archives and descriptions of selected major open access activities. It moves on to summarize major points of difference between proponents and opponents of nongovernmental open access publishing and databases, and then highlights federal, including National Institutes of Health (NIH), open access activities and contentious issues surrounding these developments. Unique Identification Codes for Federal Contractors: DUNS Numbers and CAGE Codes
This report focuses on identification numbers for government acquisition and acquisition-related purposes that government contractors, generally, are required to have. The federal government uses a proprietary system, Dun & Bradstreet's (D&B's) Data Universal Numbering System (DUNS), to uniquely identify the entities with which it does business. It does not address taxpayer identification numbers (TINs) or other types of recipients of federal money (e.g., grant award recipients) who are required to obtain DUNS numbers.

Job Creation in the Manufacturing Revival
This report examines the current status of the manufacturing sector in the U.S., which is a subject of ongoing interest in Congress. After rebounding from the 2007-09 recession, U.S. manufacturing output has grown little since the second half of 2014 while employment in the U.S. sector has been flat. These trends defy expectations that forces such as higher labor costs, heightened concern about the risk of disruptions to complex supply chains, and the development of inexpensive domestic supplies of natural gas.
