Where Water is Oxidized to Dioxygen: Structure of thePhotosynthetic Mn4Ca Cluster

Oxidation of water to dioxygen is catalyzed withinphotosystem II (PSII) by a Mn4Ca cluster, the structure of which remainselusive. Polarized extended X-ray absorption fine structure (EXAFS)measurements on PSII single crystals constrain the Mn4Ca cluster geometryto a set of three similar high-resolution structures. Combining polarizedEXAFS and X-ray diffraction data, the cluster was placed within PSIItaking into account the overall trend of the electron density of themetal site and the putative ligands. The structure of the cluster fromthe present study is unlike either the 3.0 or 3.5 Angstrom resolutionX-ray structures, and other previously proposed models.

WindPACT Turbine Design Scaling Studies Technical Area 3 -- Self-Erecting Tower and Nacelle Feasibility: March 2000--March 2001

The United States Department of Energy (DOE), through the National Renewable Energy Laboratory (NREL), has implemented the Wind Partnerships for Advanced Component Technologies (WindPACT) program to explore advanced technologies for improving the reliability and cost-effectiveness of wind energy technology. Global Energy Concepts (GEC) prepared this report on self-erecting towers as part of the WindPACT program. The objectives of the work were to identify potential methods for erecting wind turbine towers without the use of large conventional cranes, establish the most promising methods, and compare the costs of the most promising methods to the costs of conventional cranes.

World Trade Organization: Global Trade Talks Back on Track, but Considerable Work Needed to Fulfill Ambitious Objectives

A letter report issued by the Government Accountability Office with an abstract that begins "The outcome of ongoing World Trade Organization (WTO) negotiations is vital to the U.S. economy, because trade with WTO members accounts for about one-fifth of the U.S. gross domestic product. The current round of trade negotiations--called the Doha Round--was supposed to end by January 2005 with agreement on the key issues of agriculture, industrial market access, services, and to strengthen the trading system's contribution to economic development. Failure to reach any agreement at the last WTO ministerial meeting in Cancun, Mexico, in September 2003, put the talks behind schedule and threatened the outcome; however, talks resumed in 2004, and a new ministerial conference will convene in Hong Kong in December 2005. In light of these events, and with the impending renewal decision on U.S. Trade Promotion Authority, which streamlines the process by which Congress approves trade agreements, GAO was asked to assess (1) the overall status of the Doha Round negotiations, (2) progress on key negotiating issues, and (3) factors affecting progress toward concluding the negotiations."

X-ray Digital Radiography and Computed Tomography of ICF and HEDP Materials, Subassemblies and Targets

Inertial confinement fusion (ICF) and high energy density physics (HEDP) research are being conducted at large laser facilities, such as the University of Rochester's Laboratory for Laser Energetics OMEGA facility and the Lawrence Livermore National Laboratory's (LLNL) National Ignition Facility (NIF). At such facilities, millimeter-sized targets with micrometer structures are studied in a variety of hydrodynamic, radiation transport, equation-of-state, inertial confinement fusion and high-energy density experiments. The extreme temperatures and pressures achieved in these experiments make the results susceptible to imperfections in the fabricated targets. Targets include materials varying widely in composition ({approx}3 < Z < {approx}82), density ({approx}0.03 to {approx}20 g/cm{sup 3}), geometry (planar to spherical) and embedded structures (joints to subassemblies). Fabricating these targets with structures to the tolerances required is a challenging engineering problem the ICF and HEDP community are currently undertaking. Nondestructive characterization (NDC) provides a valuable tool in material selection, component inspection, and the final pre-shot assemblies inspection. X-rays are a key method used to NDC these targets. In this paper we discuss X-ray attenuation, X-ray phase effects, and the X-ray system used, its performance and application to characterize low-temperature Raleigh-Taylor and non-cryogenic double-shell targets.

In this study, rail and highway routes which may be used for shipments of high-level nuclear waste to a proposed repository at Yucca Mountain, Nevada are characterized. This characterization facilitates three types of impact analysis: comparative study, limited worst-case assessment, and more sophisticated probabilistic risk assessment techniques. Data for relative and absolute impact measures are provided to support comparisons of routes based on selected characteristics. A worst-case scenario assessment is included to determine potentially critical and most likely places for accidents or incidents to occur. The assessment facilitated by the data in this study is limited because impact measures are restricted to the identification of potential areas or persons affected. No attempt is made to quantify the magnitude of these impacts. Most likely locations for accidents to occur are determined relative to other locations within the scope of this study. Independent factors and historical trends used to identify these likely locations are only proxies for accident probability.
