Specifically, we examine (1) recent trends in Labor's certification of petitions and workers' participation in training; (2) the challenges, if any, that states face in managing TAA training funds; and (3) the extent to which workers use the TAA wage insurance and health coverage benefits and the factors, if any, that limit participation."

U.S. policymakers' interest in the organizational structure of U.S. government trade functions has grown in recent years, stimulated by congressional and federal efforts to promote U.S. exports and employment, including through the National Export Initiative (NEI). Interest also has been stimulated by national debates on reducing federal spending and the size of the U.S. government. This report looks at the policy debate and role of Congress in such a move.

U.S. Carbon Dioxide Emissions Trends and Projections: Role of the Clean Power Plan and Other Factors

This report examines recent trends in U.S. GHG emissions, particularly CO2 emissions from electricity generation, and the factors that impact emission levels in that sector. In addition, this report examines the degree to which CPP implementation (or lack thereof) may impact CO2 emission levels from electric power plants. The first section provides an overview of various sources of GHG emissions in the United States. This includes an overview of CO2 emissions from fossil fuel combustion and a closer look at CO2 emissions from electricity generation, which account for the second largest percentage of CO2 emission from fossil fuel combustion (1% percentage point behind the transportation sector). The second section examines projections of CO2 emissions in the electric power sector, with a particular focus on the role of the CPP and other factors. The final section highlights the challenges in making CO2 emission projections with a comparison of actual CO2 emissions with prior emission forecasts.

This report discusses systems used by the federal government to keep track of all the different government contractors through the use of unique identifying numbers. The first section provides basic information on the Data Universal Numbering System (DUNS) which is the current system that is slowly being phased out and the Commercial and Government Entity System and Codes (CAGE) which has been being implemented more recently. The final section discusses the federal government's reliance on DUNS, interest in and exploration of alternatives to DUNS, and government actions that possibly could pave the way for the adoption of an alternative system, or a hybrid system that includes DUNS. The CAGE system, which is an existing, federal government identification system, may be a candidate for either option.

However, the acquisition and initial implementation of Rescue 21 has resulted in significant cost overruns and schedule delays. GAO's objectives in reviewing the Rescue 21 program were to (1) assess the reasons for the significant cost overruns and implementation delays; (2) evaluate the viability of the revised cost and schedule estimates; and (3) evaluate the impact of the implementation delays."

Veterans Benefits: Training for Claims Processors Needs Evaluation

A letter report issued by the General Accounting Office with an abstract that begins "The Veterans Benefits Administration (VBA) developed a computer-assisted training program, known as the Training and Performance Support System (TPSS), to help its employees become more accurate in processing disability compensation and pension claims. The program seeks to provide uniform and consistent training to employees in 57 regional offices. Although VBA's long-term goal is to attain a 96 percent accuracy rate for claims processing, VBA reported an accuracy rate of only 59 percent for fiscal year 2000. This report reviews (1) the status of the TPSS program's development and implementation and (2) the extent to which TPSS will meet its objectives. GAO found that despite VBA's objective to centrally develop a standardized training program, significant delays in the development of TPSS are hindering the program's ability to provide standardized training to claims processing employees. According to VBA's current schedule, the full development of the program will not be completed until at least 2004, or about two years later than VBA had planned. The current round of trade negotiations--called the Doha Round--was supposed to end by January 2005 with agreement on the key issues of agriculture, industrial market access, services, and to strengthen the trading system's contribution to economic development. Failure to reach any agreement at the last WTO ministerial meeting in Cancun, Mexico, in September 2003, put the talks behind schedule and threatened the outcome; however, talks resumed in 2004, and a new ministerial conference will convene in Hong Kong in December 2005. In light of these events, and with the impending renewal decision on U.S. Trade Promotion Authority, which streamlines the process by which Congress approves trade agreements, GAO was asked to assess (1) the overall status of the Doha Round negotiations, (2) progress on key negotiating issues, and (3) factors affecting progress toward concluding the negotiations."
