221-U Facility concrete and reinforcing steel evaluations specification for the canyon disposition initiative (CDI)

This describes a test program to establish the in-situ material properties of the reinforced concrete in Building 221-U for comparison to the original design specifications. Field sampling and laboratory testing of concrete and reinforcing steel structural materials in Building 221-U for design verification will be undertaken. Forty seven samples are to be taken from radiologically clean exterior walls of the canyon. Laboratory testing program includes unconfined compressive strength of concrete cores, tensile strength of reinforcing steel, and petrographic examinations of concrete cores taken from walls below existing grade.

Advective diffusive/dispersive transport in geochemical processes

Comprehensive understanding of chemical transport in response to fluid flow and diffusion in geologic processes requires thermodynamic and transport properties of a wide variety of aqueous species at the temperature and pressure of interest, as well as mass transfer computer codes that provide simultaneously for fluid flow, diffusion, dispersion, homogeneous chemical reactions, and mineral solubilities. As a result of research carried out with support from DOE in prior years of this grant, considerable progress has been made in developing computer codes to calculate advective-dispersive-diffusional transport at both high and low pressures and temperatures. These codes have become highly sophisticated, but their application to geochemical processes is limited by the availability of thermodynamic and transport data for the major solute species in the aqueous phase. Over the past three years, research has been directed primarily toward characterizing the thermodynamic behavior of concentrated supercritical aqueous electrolyte solutions and predicting the diffusion coefficients of organic species in oil field brines. Related research has been concerned with characterizing the growth rate of hydrothermal alteration zones and assessing the relative importance of aqueous diffusion and heterogeneous reactions at mineral surfaces in geochemical processes. 103 refs., 12 figs.

Altering the Equilibrium Condition in Sr-Doped Lanthanum Manganite

The material of choice for a solid oxide fuel cell cathode based on a yttria-stabilized zirconia (YSZ) electrolyte is doped lanthanum manganite, (La, Sr)MnO{sub 3}. It excels at many of the attributes necessary for a system to work at the required operating temperature and is flexible enough to allow for materials optimization. Although strontium-doping increases the electronic conductivity of the material, the ionic conductivity of the material remains negligible under operating conditions. Studies have shown that the internal equilibrium of the material heavily favors oxidation of the manganese and rather than the loss of lattice oxygen as a charge compensation mechanism. This lack of oxygen vacancies in the structure retards the ability of the material to conduct oxygen ions; thus the optimized system requires a large number of engineered triple point boundary locations to work efficiently. We have successfully doped the host LSM lattice to alter the interred equilibrium of the material to increase its ionic conductivity and thus lower the cathodic overpotential of the system. Our presentation will discuss these new materials, the results of cell tests, and a number of characterization experiments performed.

Assuring the Performance of Buildings and Infrastructures: Report of Discussions

How to ensure the appropriate performance of our built environment in the face of normal conditions, natural hazards, and malevolent threats is an issue of emerging national and international importance. As the world population increases, new construction must be increasingly cost effective and at the same time increasingly secure, safe, and durable. As the existing infrastructure ages, materials and techniques for retrofitting must be developed in parallel with improvements in design, engineering, and building codes for new construction. Both new and renovated structures are more often being subjected to the scrutiny of risk analysis. An international conference, "Assuring the Performance of Buildings and Infrastructures," was held in May 1997 to address some of these issues. The conference was co-sponsored by the Architectural Engineering Division of the American Society of Civil Engineers (ASCE), the American Institute of Architects, and Sandia National Laboratories and convened in Albuquerque, NM. Many of the papers presented at the conference are found within this issue of Techno20~. This paper presents some of the major conference themes and summarizes discussions not found in the other papers.

Significant progress has been made toward solving the century-old problem of chromatic aberrations in diffractive optics. Our approach exploits modern materials and microfabrication technology and is very different from the purely diffractive strategy,'' which is commonly employed and which results in multiple diffractive elements separated by a finite distance. We have developed a Fresnel zone plate lens comprised of a serial stack of patterned minus-filters which allows broadband radiation to be focused (or imaged) without longitudinal or transverse chromatic aberrations. 7 refs., 4 figs.

Chemicals and excess materials disposition during facility deactivation as a means of pollution prevention

This paper presents several innovative and common sense approaches to pollution prevention that have been employed during facility deactivation at the Hanford Site in South Central Washington. It also presents several pollution prevention principles applicable to other projects. Innovative pollution prevention ideas employed at the Hanford site during facility deactivation included: (1) Recycling more than 185,000 gallons of radioactively contaminated nitric acid by sending it to an operating nuclear fuels reprocessing facility in England; (2) Recycling millions of pounds of chemicals and excess materials to other industries for reuse; (3) Evaporating flush water at a low rate and discharging it into the facility exhaust air stream to avoid discharging thousands of gallons of liquid to the soil column; and (4) Decontaminating and disposing of thousands of gallons of radioactively contaminated organic solvent waste to a RCRA licensed, power-producing, commercial incinerator. Common sense pollution prevention ideas that were employed include recycling office furniture, recycling paper from office files, and redeploying tools and miscellaneous process equipment. Additional pollution prevention occurred as the facility liquid and gaseous discharge streams were deactivated. Fully dense, nanocrystalline ceramic articles were prepared by the new nanofabrication process. The process was demonstrated by producing ultrafine-grained yttria-stabilized ZrO[sub 2], an important material with a variety of energy-related applications (solid electrolytes, oxygen sensors, electrode materials, thermal barrier coatings, etc.). Results from this period clearly illustrate the capabilities of this energy-efficient and directly commercializable process for producing dense, nanocrystalline, multicomponent oxide ceramics.

Commentary: Risk Management and Reliability Design for Buildings

Where there is a significant actuarial basis for decision making (e.g., the occurrence of fires in single-family dwellings), there is little incentive for formal risk management. Formal risk assessments are most useful in those cases where the value of the structure is high, many people may be affected, the societal perception of risk is high, consequences of a mishap would be severe, and the actuarial uncertainty is large. For these cases, there is little opportunity to obtain the necessary experiential data to make informed decisions, and the consequences in terms of money, lives, and societal confidence are severe enough to warrant a formal risk assessment. Other important factors include the symbolic value of the structure and vulnerability to single point failures. It is unlikely that formal risk management and assessment practices will or should replace the proven institutions of building codes and engineering practices. Nevertheless, formal risk assessment can provide valuable insights into the hazards threatening high-value and high-risk (perceived or actual) buildings and structures, which can in turn be translated into improved public health, safety, and security. Comparison of gridded versus observation data to initialize ARAC dispersion models for the Algeciras, Spain steel mill CS-137 release

On May 30, 1998 scrap metal containing radioactive Cesium-137 (Cs-137) was accidentally melted in a furnace at the Acerinox steel mill in Algeciras, Spain. Cs-137 was released from the mill's smokestack, and spread across the western Mediterranean Sea to France and Italy and beyond. The first indication of the release was radiation levels up to 1000 times background reported by Swiss, French, and Italian authorities during the following two weeks. Initially no elevated radiation levels were detected over Spain. A release of hazardous material to the atmosphere is the type of situation the Atmospheric Release Advisory Capability (ARAC) emergency response organization was designed to address. The amount and exact time of the release were unknown, though the incident was thought to have taken place during the last week in May. Using air concentration measurements supplied by colleagues of ARAC in Spain, France, Switzerland, Italy, Sweden, Russia and the European Union, ARAC meteorologists estimated the magnitude and timing of the release (Vogt, 1999). Correctly locating the downwind footprint is the most important goal of emergency response modeling. The January 1992 quarterly progress report discusses a two-dimensional finite element analysis (FEA) of the proposed retrofit MHD coil. The superconducting Cable-in-Conduit Conductor (CICC) winding pack has a smooth, semi-elliptical cross section and is supported by a similarly shaped strap which resists the electromagnetic forces tending to separate the coils on each side of the channel. The coils are designed to produce a peak on-axis field of 4.5 tesla with a nominal current density of 13.05{times}10{sup 6} A/m{sup 2}. A sketch of the magnet system and structure is shown in Fig. 1.0-1. The objective of this analysis is to quantify the highly 3-D characteristics of the proposed superconductivity magnet system, and develop an appropriate support concept. A fully paramatized 3-D finite element model of the coil and structure is developed as a means of obtaining the field and stress solutions. The flexibility of FEA and a model built using design parameters allows variations in the coil end turn bend radius, strap thickness, support details and positions to be studied. The preliminary results show the calculated stresses as a result of this iterative design process.

In January 1990, the Department of Energy initiated this project with the objective to develop the technology for general purpose, portable gamma ray imaging cameras useful to the nuclear industry. The ultimate goal of this R D initiative is to develop the analog to the color television camera where the camera would respond to gamma rays instead of visible photons. The two-dimensional real-time image would be displayed would indicate the geometric location of the radiation relative to the camera's orientation, while the brightness and color'' would indicate the intensity and energy of the radiation (and hence identify the emitting isotope). There is a strong motivation for developing such a device for applications within the nuclear industry, for both high- and low-level waste repositories, for environmental restoration problems, and for space and fusion applications. At present, there are no general purpose radiation cameras capable of producing spectral images for such practical applications. At the time of this writing, work on this project has been underway for almost 18 months. Driving pockels cells using avalanche transistor pulsers

The purpose of this paper is to describe the current state of avalanche transistor based Pockels cell driver development at LLNL and to provide the reader with a set of useful design guidelines. A general description of the units is followed by a short section on the circuit design of avalanche transistor pulsers. A more detailed design guide is given. Techniques for delivering either {1/4} or {1/2} wave voltages to a Pockels cell are covered. Recently these units have been modified for use at repetition rates up to 10kHz. Operating at high repetition rates represents problems for both the driver and the Pockels Cell. Design solutions for the pulser are presented as well as discussion of Pockels cell acoustic resonance.

The Alder Mine, an abandoned gold, silver, copper, and zinc mine in Okanogan County, Washington, produces heavy metal-laden effluent that affects the quality of water in a tributary of the Methow River. The annual mass loading of heavy metals from two audits at the Alder Mine was estimated to exceed 11,000 kg per year. In this study, water samples from stations along Alder Creek were assayed for heavy metals by ICP-AES and were found to exceed Washington State's acute freshwater criteria for cadmium (Cd), copper (Cu), selenium (Se), and zinc (Zn).

Effects of nonlocal one-pion-exchange potential in deuteron

The off-shell aspects of the one-pion-exchange potential (OPEP) are discussed. Relativistic Hamiltonians containing relativistic kinetic energy, relativistic OPEP with various off-shell behaviors and Argonne v{sub 18} short-range parameterization are used to study the deuteron properties. The OPEP off-shell behaviors depend on whether a pseudovector or pseudoscalar pion-nucleon coupling is used and are characterized by a parameter {mu}. The authors study potentials having {mu} = {minus}1, 0 and +1 and they find that they are nearly unitarily equivalent. They also find that a nonrelativistic Hamiltonian containing local potentials and nonrelativistic kinetic energy provides a good approximation to a Hamiltonian containing a relativistic OPEP based on pseudovector pion-nucleon coupling and relativistic kinetic energy.

Engineering development of advanced coal-fired low-emission boiler system

The Pittsburgh Energy Technology Center of the US Department of Energy (DOE) has contracted with Combustion Engineering, Inc. (ABB CE) to perform work on the Engineering Development of Advanced Coal-Fired Low-Emission Boiler Systems'' Project and has authorized ABB CE to complete Phase I on a cost-reimbursable basis. The overall objective of the Project is the expedited commercialization of advanced coal-fired low-emission boiler systems. The specified primary objectives are: (1) NOx emissions not greater than one-third NSPS. (2) SOx emissions not greater than one-third NSPS. (3) Particulate emissions not greater than one-half NSPS. The specific secondary objectives are: (1) Improved ash disposability and reduced waste generation. (2) Reduced air toxics emissions. (3) Increased generating efficiency. The final deliverables are a design data base that will allow future coal-fired power plants to meet the stated objectives and a preliminary design of a commercial generation unit.
