Renewable Energy: Key to Sustainable Energy Supply
Debate in the 106th Congress over the funding and direction of renewable energy programs will likely focus on the FY2000 spending request, the Administration's Climate Change Technology Initiative (CCTI), and proposals for restructuring the electricity industry. Energy security, a major driver of federal energy efficiency programs in the past, is now somewhat less of an issue. Although the Persian Gulf remains volatile and oil imports make up one-fifth of the balance of trade deficit, low oil prices and uninterrupted supply have dampened concern about the potential for import disruptions.

Clean Water Act Issues in the 108th Congress
In this report several other Clean Water Act issues are likely to receive congressional attention, through oversight hearings and possibly in legislative proposals. Among the topics of interest is whether and how the Administration will revise the current program for restoration of pollution-impaired waters (the Total Maximum Daily Load, or TMDL program), in view of controversy over regulatory changes made during the Clinton Administration and continuing disagreement among states, cities, industry, and environmental advocates about program effectiveness and efficiency.

Armenia, Azerbaijan, and Georgia: Political Developments and Implications for U.S. Interests
The United States recognized the independence of all the former Soviet republics by the end of 1991, including the South Caucasus states of Armenia, Azerbaijan, and Georgia. The United States has fostered these states' ties with the West in part to end the dependence of these states on Russia for trade, security, and other relations. The FREEDOM Support Act of 1992 provides authorization for assistance to the Eurasian states for humanitarian needs, democratization, and other purposes. In the aftermath of the September 11, 2001, terrorist attacks on the United States, the Administration appealed for a national security waiver of the prohibition on aid to Azerbaijan, in consideration of Azerbaijan's assistance to the international coalition to combat terrorism. Azerbaijani and Georgian troops participate in stabilization efforts in Afghanistan and Iraq, and Armenian personnel serve in Iraq.

Affirmative Action: Recent Congressional and Presidential Activity
In recent years, the U.S. Congress and the President have been reevaluating, and proposing changes to, existing affirmative action policies. Multiple bills to restrict affirmative action were introduced in the 104th Congress, but only one limited measure was enacted. Some anti-preference legislation is currently before the 105th Congress. The Clinton Administration has generally opposed efforts to terminate affirmative action programs and, instead, has proposed various reforms.

Wireless Technology and Spectrum Demand: Third Generation (3G) and Beyond
Advances in wireless telecommunications technology are converging with Internet technology to foster new generations of applications and services. Presently, the United States and other countries are moving to third-generation (3G) and fourth-generation mobile telephony. The defining feature of these technologies is that transmission speeds are significantly faster than prevailing technologies. A related trend is the growth in use of Wi-Fi (wireless fidelity) and WiMAX (an industry designation for a specific broadband standard). This report describes various legislation relating to this expansion and ongoing telecommunications development.
