A letter report issued by the General Accounting Office with an abstract that begins "As more and more federal jobs are privatized, individuals working for private industry are taking on a greater role in national security work for the Department of Defense (DOD) and other federal agencies. Because many of these jobs require access to classified information, industry personnel must hold a security clearance. As of September 30, 2003, industry workers held more than one-third of all clearances issued by DOD. Long-standing security clearance backlogs and delays in determining clearance eligibility affect industry personnel, military members, and federal employees. As requested, we reviewed the clearance eligibility process for industry personnel and (1) describe the size of the backlog and changes in the time needed to issue eligibility determinations, (2) identify reasons for the backlog and delays, and (3) evaluate initiatives that DOD could take to eliminate the backlog and decrease the delays."

Correspondence issued by the General Accounting Office with an abstract that begins "On June 25, 2002, WorldCom, Inc., announced its intention to restate its financial statements for 2001 and the first quarter of 2002, reducing previously reported earnings by nearly $4 billion. WorldCom's announcement sparked a series of investigations by the Securities and Exchange Commission (SEC), the Department of Justice, and WorldCom's Board of Directors, among others, and eventually resulted in criminal charges against six of its corporate officials. WorldCom filed for bankruptcy protection in July 2002, and, over the next several months, announced restatements for additional periods. On July 31, 2003--over a year after WorldCom first announced its intention to restate its earnings--the General Services Administration (GSA) formally proposed the company for debarment, making the company ineligible for future government contracts. When WorldCom consented to a 3-year administrative agreement allowing GSA to continue monitoring the company's conduct, GSA terminated the debarment proceedings on January 7, 2004. House Report 108-243, which accompanied the Transportation, Treasury, and Independent Agencies Appropriations Act, 2004, required us to review the actions GSA took between WorldCom's June 2002 announcement and GSA's July 2003 decision to propose the company for debarment. System Performance Characterization

Characterizing an adaptive optics (AO) system refers to understanding its performance and limitations. The goal of an AO system is to correct wavefront aberrations. The uncorrected aberrations, called the residual errors and referred to in what follows simply as the errors, degrade the image quality in the science camera. Understanding the source of these errors is a great aid in designing an AO system and optimizing its performance. This chapter explains how to estimate the wavefront error terms and the relationship between the wavefront error and the degradation of the image. The analysis deals with the particular case of a HartmannShack wavefront sensor (WFS) and a continuous deformable mirror (DM), although the principles involved can be applied to any AO system.

High concentration suspended sediment measurments using acontinuous fiber optic in-stream transmissometer

Suspended sediment loads mobilized during high flow periods in rivers and streams are largely uncharacterized. In smaller and intermittent streams, a large storm may transport a majority of the annual sediment budget. Therefore monitoring techniques that can measure high suspended sediment concentrations at semi-continuous time intervals are needed. A Fiber optic In-stream Transmissometer (FIT) is presented for continuous measurement of high concentration suspended sediment in storm runoff. FIT performance and precision were demonstrated to be reasonably good for suspended sediment concentrations up to 10g/L. The FIT was compared to two commercially available turbidity devices and provided better precision and accuracy at both high and low concentrations. Both turbidity devices were unable to collect measurements at concentrations greater than 4 g/L. The FIT and turbidity measurements were sensitive to sediment particle size. Particle size dependence of transmittance and turbidity measurement poses the greatest problem for calibration to suspended sediment concentration. While the FIT was demonstrated to provide acceptable measurements of high suspended sediment concentrations, approaches to real-time suspended sediment detection need to address the particle size dependence in concentration measurements.

High Pressure Materials Research: Novel Extended Phases of Molecular Triatomics

Application of high pressure significantly alters the interatomic distance and thus the nature of intermolecular interaction, chemical bonding, molecular configuration, crystal structure, and stability of solid [1]. With modern advances in high-pressure technologies [2], it is feasible to achieve a large (often up to a several-fold) compression of lattice, at which condition material can be easily forced into a new physical and chemical configuration [3]. The high-pressure thus offers enhanced opportunities to discover new phases, both stable and metastable ones, and to tune exotic properties in a wide-range of atomistic length scale, substantially greater than (often being several orders of) those achieved by other thermal (varying temperatures) and chemical (varying composition or making alloys) means. Simple molecular solids like H{sub 2}, C, CO{sub 2}, N{sub 2}, O{sub 2}, H{sub 2}O, CO, NH{sub 3}, and CH{sub 4} are bounded by strong covalent intramolecular bonds, yet relatively weak intermolecular bonds of van der Waals and/or hydrogen bonds. The weak intermolecular bonds make these solids highly compressible (i.e., low bulk moduli typically less than 10 GPa), while the strong covalent bonds make them chemically inert at least initially at low pressures. Rating energy efficiency and sustainability in laboratories: Results and lessons from the Labs21 program

Laboratories are very energy intensive, with significant opportunities for improved efficiency. However, their inherent complexity and variety makes benchmarking of their energy and environmental performance a unique and challenging task. Furthermore, laboratories have a myriad of health and safety requirements that significantly affect energy use, adding complexity to their benchmarking. The Labs21 program, a joint program of the US EPA and US DOE, has developed two resources specifically for assessing laboratory energy and environmental performance: (1) An energy benchmarking tool which allows users to compare laboratories using a standard set of building and system level energy use metrics. (2) The Environmental Performance Criteria (EPC) a point-based rating system that builds on the LEED(TM) green building rating system, designed to score overall environmental performance. In this paper, for each of these tools we present the underlying methodology and results from their use. For the benchmarking tool, we contrast our approach, which includes a simulation model-based component, with those used for other building types. We also present selected results from data collection and analysis of about 40 private and public sector laboratory facilities. The MuCool Test Area (MTA) is an intense primary beam facility derived directly from the Fermilab Linac to test heat deposition and other technical concerns associated with the liquid hydrogen targets being developed for cooling intense muon beams. In this shielding study the results of Monte Carlo radiation shielding calculations performed using the MARS14 code for the MuCool Test Area and including the downstream portion of the target hall and berm around it, access pit, service building, and parking lot are presented and discussed within the context of the proposed MTA experimental configuration.

In the radioactive slurries and solutions to be processed in the Defense Waste Processing Facility (DWPF), hydrogen will be produced continuously by radiolysis. This production results from alpha, beta, and gamma rays from decay of radionuclides in the slurries and solutions interacting with the water. More than 1000 research reports have published data concerning this radiolytic production. The results of these studies have been reviewed in a comprehensive monograph. Information about radiolytic hydrogen production from the different process tanks is necessary to determine air purge rates necessary to prevent flammable mixtures from accumulating in the vapor spaces above these tanks. Radiolytic hydrogen production rates are usually presented in terms of G values or molecules of hydrogen produced per 100ev of radioactive decay energy absorbed by the slurry or solution. With the G value for hydrogen production, G(H2), for a particular slurry and the concentrations of radioactive species in that slurry, the rate of H2 production for that slurry can be calculated. An earlier investigation estimated that the maximum rate that hydrogen could be produced from the sludge slurry stream to the DWPF is with a G value of 0.45 molecules per 100ev of radioactive decay energy sorbed by the slurry.

Stabilization of Sawtooth Oscillations by the Circulating Energetic Ions

The influence of the well-circulating energetic ions on the ideal kink instability and semi-collisional tearing mode are studied. It is found that the precession of these ions can be a key factor that affects the instability: it can lead to the stabilization of the mentioned instabilities, the effect being weakly dependent on the direction of the injection. The developed theory is consistent with the experimental observations of the stabilization of sawtooth oscillations during the negative-ion-based neutral beam injection in JT-60U.

This correspondence was appended by further correspondence received on the 19th of February 2004 entitled: ''Technical Direction to Bechtel SAIC Company L.L. C. for Surface Facility Improvements, Contract Number DE-AC28-01R W12101; TDL No. 04-024'' (Ref. 16875 1). These documents give the authorization for a Fuel Handling Facility to be included in the baseline. The limitations of this preliminary calculation lie within the assumptions of section 5 , as this calculation is part of an evolutionary design process.

Reactive Transport Modeling of Cap Rock Integrity During Natural and Engineered CO2 Storage

Long-term cap rock integrity represents the single most important constraint on the long-term isolation performance of natural and engineered CO{sub 2} storage sites. CO{sub 2} influx that forms natural accumulations and CO{sub 2} injection for EOR/sequestration or saline-aquifer disposal both lead to concomitant geochemical alteration and geomechanical deformation of the cap rock, enhancing or degrading its seal integrity depending on the relative effectiveness of these interdependent processes. Using our reactive transport simulator (NUFT), supporting geochemical databases and software (GEMBOCHS, SUPCRT92), and distinct-element geomechanical model (LDEC), we have shown that influx-triggered mineral dissolution/precipitation reactions within typical shale cap rocks continuously reduce microfracture apertures, while pressure and effective-stress evolution first rapidly increase then slowly constrict them. For a given shale composition, the extent of geochemical enhancement is nearly independent of key reservoir properties (permeability and lateral continuity) that distinguish EOR/sequestration and saline-aquifer settings and CO{sub 2} influx parameters (rate, focality, and duration) that distinguish engineered disposal sites and natural accumulations, because these characteristics and parameters have negligible (indirect) impact on mineral dissolution/precipitation rates.
