Dispersion of miscible fluids in porous media. Part 2
Miscible-liquid displacements of water/ethanol solutions were conducted in a 2.54-cm-ID column packed with glass beads of 275 to 300 and 25 to 30 mesh with bed heights of 6.35 to 40.8 cm. The viscosity ratio of the resident fluid to displacing fluid was maintained at 0.72 for fluid pairs with favorable density differences. Dispersion coefficients obtained from a two-parameter model increased from approx.3 x 10/sup -5/ to approx.2 x 10/sup -2/ cm/sup 2//s with increasing packing particle size, fluid velocity, and density difference.

Lawrence Livermore National Laboratory Annual Report 2006
For the Laboratory and staff, 2006 was a year of outstanding achievements. As our many accomplishments in this annual report illustrate, the Laboratory's focus on important problems that affect our nation's security and our researchers breakthroughs in science and technology have led to major successes. As a national laboratory that is part of the Department of Energy's National Nuclear Security Administration (DOE/NNSA), Livermore is a key contributor to the Stockpile Stewardship Program for maintaining the safety, security, and reliability of the nation's nuclear weapons stockpile. The program has been highly successful, and our annual report features some of the Laboratory's significant stockpile stewardship accomplishments in 2006. A notable example is a long-term study with Los Alamos National Laboratory, which found that weapon pit performance will not sharply degrade from the aging effects on plutonium. The conclusion was based on a wide range of nonnuclear experiments, detailed simulations, theoretical advances, and thorough analyses of the results of past nuclear tests. The study was a superb scientific effort. The continuing success of stockpile stewardship enabled NNSA in 2006 to lay out Complex 2030, a vision for a transformed nuclear weapons complex that is more responsive, cost efficient, and highly secure. The design and fabrication of a test mask suitable for the experimental evaluation of automated integrated circuit photomask inspection systems is described. Automatic Cork Extractor.
Patent for a new and improved automatic cork extractor. This design "consists, principally, of a vertically-moving and partially-rotating blade having a harpoon-shaped or shouldered head for piercing and drawing the corks; in laterally opening and closing jaws for holding the necks of the bottles; in pivoted and laterally-moving pointed levers for throwing the parts of the corks away from the blade when withdrawn, and in the construction and combination of the parts of the device" (lines 14-23).

Graphs have been made which show the nuclearly safe parameters for uranium rods in light water with uranium enrichments up to five weight percent U-235. These data were to serve as a guide to those persons who may be involved with the maintenance of nuclear safety in handling and processing operations with slightly enriched uranium fuel elements. The data are applicable to fuel element fabrication and processing operations, and in general to those operations involving the handling and storage of fuel elements apart from reactors.

FINAL CYCLE PLUTONIUM RECOVERY BY AMINE EXTRACTION
The flowsheet visualized from development work thus far for final plutonium recovery and purification will accept as feed a Purex partition stream without feed adjustment beyond the usual reoxidation. Extraction with trilaurylamine at approximately 0.3M appears suitable for 20 to 60 g Pu/liter product from 0.5 to 2 g Pu/liter feed. Scrubbing with either ((2 M or))2 M HNO/ sub 3/ is possible. Acetic acid is at present the first choice for stripping agent, with oil-soluble and aqueous-soluble organic reductants as alternates. (auth)

Continuous bench-scale slurry catalyst testing: Direct coal liquification of Rawhide sub-bituminous coal. Technical report, July 1995--December 1995
In 1994 extensive tests were conducted in the Exxon Research and Engineering Recycle Coal Liquefaction Unit (RCLU) in Baton Rouge, Louisiana. The work conducted in 1994 explored a variety of dispersed iron molybdenum promoted catalyst systems for direct coal liquefaction of Rawhide subbituminus coal. The goal was to identify the preferred iron system. We learned that among the catalysts tested, all were effective; however, none showed a large process advantage over the others. In 1995, we tested dispersed molybdenum catalysts systems for direct coal liquefaction on a second subbituminous coal, Black Thunder. Catalyst properties are shown in Table 1. We also checked a molybdenum promoted iron case, as well as the impact of process variables, such as sulfur type, hydrogen treat rate, and catalyst addition rate, as shown in Table 2. In 1995, we ran 18 material balances over a 7 week period, covering 7 conditions. This report covers the 1995 operations and results.

Established by Executive Order 13328 and signed by President George W. Bush on February 6, 2004, the Commission was charged with assessing whether the Intelligence Community is sufficiently authorized, organized, equipped, trained, and resourced to identify and warn in a timely manner of, and to support United States Government efforts to respond to, the development and transfer of knowledge, expertise, technologies, materials, and resources associated with the proliferation of Weapons of Mass Destruction, related means of delivery, and other related threats of the 21st Century and their employment by foreign powers (including terrorists, terrorist organizations, and private networks). T he Commission examined the capabilities and challenges of the Intelligence Community to collect, process, analyze, produce, and disseminate information concerning the capabilities, intentions, and activities of such foreign powers relating to the design, development, manufacture, acquisition, possession, proliferation, transfer, testing, potential or threatened use, or use of Weapons of Mass Destruction, related means of delivery, and other related threats of the 21st Century.

"This report presents the results of pilot observations and photographs of the compression shock wave on the wing of an airplane in flight. A detailed description of the test conditions necessary and the procedure to be following in producing the visible shock are presented. Terrorism and Security Issues Facing the Water Infrastructure Sector
The possibility of damage to or destruction of the nation's water supply and water quality infrastructure by terrorist attack has gained substantial attention since the September 11, 2001 terrorist attacks. Policymakers are considering a number of initiatives, including enhanced physical security, better communication and coordination, and research. A key issue is how such security measures will be funded. Committees in the 109th Congress have approved legislation to support vulnerability assessments in federal and non-federal wastewater treatment plants and utility systems.

Pakistan’s Nuclear Proliferation Activities and the Recommendations of the 9/11 Commission: U.S. Policy Constraints and Options
In calling for a clear, strong, and long-term commitment to the military-dominated government of Pakistan despite serious concerns about that country’s nuclear proliferation activities, The 9/11 Commission cast into sharp relief two longstanding dilemmas concerning U.S. policy towards Pakistan and South Asia. First, in an often strained security relationship spanning more than five decades, U.S. and Pakistani national security objectives have seldom been congruent. Pakistan has viewed the alliance primarily in the context of its rivalry with India, whereas American policymakers have viewed it from the perspective of U.S. global security interests.
