A letter report issued by the Government Accountability Office with an abstract that begins "The Energy Policy Act of 2005 (Act) contains provisions that address a variety of challenges that face the geothermal industry, including the high risk and uncertainty of developing geothermal power plants, lack of sufficient transmission capacity, and delays in federal leasing. Among the provisions are means to simplify federal royalties on geothermal resources while overall collecting the same level of royalty revenue. The Act also changes how these royalties are to be shared with local governments (disbursements). This report describes: (1) the current extent of and potential for geothermal development; (2) challenges faced by developers of geothermal resources; (3) federal, state, and local government actions to address these challenges; and (4) how provisions of the Act are likely to affect federal geothermal royalty disbursement and collections."

A letter report issued by the Government Accountability Office with an abstract that begins "Through its Section 232 program, the Department of Housing and Urban Development's (HUD) Federal Housing Administration (FHA) insures approximately $12.5 billion in mortgages for residential care facilities. In response to a requirement in the 2005 Consolidated Appropriations Conference Report and a congressional request, GAO examined (1) HUD's management of the program, including loan underwriting and monitoring; (2) the extent to which HUD's oversight of insured facilities is coordinated with the states' oversight of quality of care; (3) the financial risks the program poses to HUD's General Insurance/Special Risk Insurance (GI/SRI) Fund; and (4) how HUD estimates the annual credit subsidy cost for the program."

A letter report issued by the Government Accountability Office with an abstract that begins "Due to concerns about domestic violence in the military and its adverse effect on mission readiness, Congress required the Department of Defense (DOD) to establish a task force to assess the services' response to domestic violence and recommend improvements. The task force issued three reports containing 194 recommendations. The Fiscal Year 2004 National Defense Authorization Act required GAO to review DOD's progress in implementing the recommendations. This report discusses (1) DOD's ability to report on domestic violence incidents and disciplinary actions, (2) the resources DOD has provided to implement the recommendations, and (3) DOD's specific actions to ensure victim confidentiality and the education of commanding officers, senior enlisted personnel, and chaplains. GAO also examined whether DOD has established an oversight framework to monitor implementation."

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) wants to create a networked force where soldiers and systems are able to operate together seamlessly. To help facilitate this transformation, DOD began the Transformational Satellite Communications System (TSAT) program in January 2004. We reported in 2003 that TSAT was about to begin without sufficiently mature technology. In this report, at your request, we followed up with an assessment of (1) how the TSAT program is progressing, and (2) whether the program is using an acquisition approach that will provide the knowledge needed to enter product development."

Testimony issued by the Government Accountability Office with an abstract that begins "The National Transportation Safety Board (NTSB) is a relatively small agency that plays a vital role in transportation safety and has a worldwide reputation for investigating accidents. With a staff of about 400 and a budget of $76.7 million in fiscal year 2006, NTSB investigates all civil aviation accidents in the United States, and significant accidents in railroad, highway, marine, and pipeline; and issues safety recommendations to address issues identified during accident investigations. To support its mission, NTSB built a training academy, which opened in 2003 and provides training to NTSB investigators and others. It is important that NTSB use its resources efficiently to carry out its mission and maintain its preeminence. This testimony, based on ongoing work for this committee, addresses the extent to which NTSB follows leading practices in selected management areas, addresses challenges in completing accident investigations and closing safety recommendations, and generates sufficient revenues to cover costs at its academy."

The compression of a laser pulse by amplification of an ultra short pulse beam Which seeds the stimulated Raman scatter of the first beam has been long been discussed in the context of solid and gas media. We investigate the possibility of using intersecting beams in a plasma to compress nanosecond pulses to picosecond duration by scattering from driven electron waves. Recent theoretical studies have shown the possibility of efficient compression With large amplitude, non-linear Langmuir waves driven either by SRS or non-resonantly. We describe experiments in which a plasma suitable for pulse compression is created , and amplification of an ultra short pulse beam is demonstrated.

The 141-C waste site is a former large animal barn and biology laboratory within the 100-F Area experimental animal farm. Strontium-90, arsenic, and multiple polycyclic aromatic hydrocarbons were detected within residual demolition debris at concentrations exceeding cleanup criteria. The site has been remediated by removing approximately 900 bank cubic meters of soil and debris within the former building footprint to the Environmental Restoration Disposal Facility. The results of verification sampling demonstrated that residual contaminant concentrations do not preclude any future uses and allow for unrestricted use of shallow zone soils. The results also showed that residual contaminant concentrations are protective of groundwater and the Columbia River.

A search has been made for the decays B{sup +} {yields} {psi}{pi}{sup +} and B{sup 0} in a data sample of approximately 232 x 10{sup 6} B{bar B} pairs recorded at the {Upsilon}(4S) resonance with the BABAR detector at the PEP-II B-meson Factory at SLAC. No significant signals have been observed, and therefore upper limits have been set on the branching fractions: {Beta}(B{sup +} {yields} {psi}{pi}{sup +}) < 2.4 x 10{sup -7} and {Beta}(B{sup 0} {yields} {psi}{pi}{sup 0}) < 2.8 x 10{sup -7} at 90% probability.

Libraries of cDNA clones are valuable resources foranalysing the expression, structure, and regulation of genes, as well asfor studying protein functions and interactions. Full-length cDNA clonesprovide information about intron and exon structures, splice junctionsand 5'- and 3'-untranslated regions (UTRs). Open reading frames (ORFs)derived from cDNA clones can be used to generate constructs allowingexpression of native proteins and N- or C-terminally tagged proteins.Thus, obtaining full-length cDNA clones and sequences for most or allgenes in an organism is critical for understanding genome functions.Expressed sequence tag (EST) sequencing samples cDNA libraries at random,which is most useful at the beginning of large-scale screening projects.However, as projects progress towards completion, the probability ofidentifying unique cDNAs via EST sequencing diminishes, resulting in poorrecovery of rare transcripts. We describe an adapted, high-throughputprotocol intended for recovery of specific, full-length clones fromplasmid cDNA libraries in five days.

Legislative initiatives to comprehensively amend the Clean Water Act have talked for some time as interested parties have debated whether and exactly how to change the law. Congress has recently focused legislative attention on narrow bills to extend or modify selected Clean Water Act programs, rather than taking up comprehensive proposals. This report contains information on the recent developments as of its writing, background and analysis as related to the Clean Water Act legislative actions, and legislative issues of the 109th Congress.

The workshop participants enthusiastically concluded that the time is ripe for new fundamental science to beget a revolution in lighting technology. SSL sources based on organic and inorganic materials have reached a level of efficiency where it is possible to envision their use for general illumination. The research areas articulated in this report are targeted to enable disruptive advances in SSL performance and realization of this dream. Broad penetration of SSL technology into the mass lighting market, accompanied by vast savings in energy usage, requires nothing less. These new ?good ideas? will be represented not by light bulbs, but by an entirely new lighting technology for the 21st century and a bright, energy-efficient future indeed.

A stainless steel, Ultra-High Vacuum (UHV) chamber, featuring a large vertical rectangular port (53''W by 16''H), has been fabricated to house the one-meter magnet assembly of a newly installed undulator insertion device for beamline X-25 at the National Synchrotron Light Source. To achieve UHV, the new chamber is equipped with a differential ion pump, NEG pump, nude ion gauge, residual gas analyzer, and an all metal roughing valve. Temperature of the magnet assembly is maintained below 90 C during vacuum bake. The large rectangular port cover is sealed to the main flange of the chamber using a one-piece flat aluminum gasket and special sealing surfaces developed exclusively by Nor-Cal Products, Inc. The large flange provides easy access to the gap of the installed magnet girders for in situ magnetic measurements and shimming. Special window ports were designed into the cover and chamber for manipulation of optical micrometers external to the chamber to provide precise measurements of the in-vacuum magnet gap. The vacuum chamber assembly features independently vacuum-isolated feedthroughs that can be used for either water-or-cryogenic refrigeration-cooling of the monolithic magnet girders. This would allow for cryogenic-cooled permanent magnet operation and has been successfully tested within temperature range of +100 C …

Testimony issued by the Government Accountability Office with an abstract that begins "This testimony focuses on the Architect of the Capitol's progress in achieving selected project milestones and in managing the Capitol Visit Center project's schedule since Congress's April 27, 2006, hearing on the project. As part of this discussion, we will address a number of key challenges and risks that continue to face the project, as well as actions AOC has taken or plans to take to address these risks. In addition, we will discuss the status of the project's costs and funding."

We report the discovery of XMMXCS J2215.9-1738, a massive galaxy cluster at z = 1.45, which was found in the XMM Cluster Survey. The cluster candidate was initially identified as an extended X-ray source in archival XMM data. Optical spectroscopy shows that 6 galaxies within a {approx}60 arcsec diameter region lie at z = 1.45 {+-} 0.01. Model fits to the X-ray spectra of the extended emission yield kT = 7.4{sub -1.8}{sup +2.7} keV (90% confidence); if there is an undetected central X-ray point source then kT = 6.5{sub -1.8}{sup +2.6} keV. The bolometric X-ray luminosity is L{sub x} = 4.4{sub -0.6}{sup +0.8} x 10{sup 44} ergs s{sup -1} over a 2 Mpc radial region. The measured T{sub x}, which is the highest for any known cluster at z > 1, suggests that this cluster is relatively massive for such a high redshift. The redshift of XMMXCS J2215.9-1738 is the highest currently known for a spectroscopically-confirmed cluster of galaxies.
