ANALYSIS OF OIL-BEARING CRETACEOUS SANDSTONE HYDROCARBON RESERVOIRS, EXCLUSIVE OF THE DAKOTA SANDSTONE, ON THE JICARILLA APACHE INDIAN RESERVATION, NEW MEXICO

A goal of the Mesaverde project was to better define the depositional system of the Mesaverde in hopes that it would provide insight to new or by-passed targets for oil exploration. The new, detailed studies of the Mesaverde give us a better understanding of the lateral variability in depositional environments and facies. Recognition of this lateral variability and establishment of the criteria for separating deltaic, strandplain-barrier, and estuarine deposits from each other permit development of better hydrocarbon exploration models, because the sandstone geometry differs in each depositional system. Although these insights will provide better exploration models for gas exploration, it does not appear that they will be instrumental in finding more oil. Oil in the Mesaverde Group is produced from isolated fields on the Chaco slope; only a few wells define each field. Production is from sandstone beds in the upper part of the Point Lookout Sandstone or from individual fluvial channel sandstones in the Menefee. Stratigraphic traps rather than structural traps are more important. Source of the oil in the Menefee and Point Lookout may be from interbedded organic-rich mudstones or coals rather than from the Lewis Shale. As the electric industry goes through a transformation to a more market-driven model, traditional grounds for utility energy efficiency have come under fire, undermining the existing mechanisms to fund and deliver such services. The challenge, then, is to understand why the electric industry should sustain investments in helping low-income Americans use electricity efficiently, how such investments should be made, and how these policies can become part of the new electric industry structure. This report analyzes the opportunities and barriers to leveraging electric utility energy efficiency assistance to low-income customers during the transition of the electric industry to greater competition.

Commission to Strengthen Social Security

On May 2, President Bush announced establishment of a bipartisan, 16-member Commission "to study and report specific recommendations to preserve Social Security for seniors while building wealth for younger Americans." The Commission will provide bipartisan recommendations to the President for modernizing and restoring fiscal soundness to the Social Security System according to the following principles: modernization must not change Social Security benefits for retirees or near retirees; the entire Social Security surplus must be dedicated to Social Security only; Social Security payroll taxes must not be increased; the Government must not invest Social Security funds in the stock market; modernization must preserve Social Security's disability and survivors components; and modernization must include individually controlled, voluntary personal retirement accounts, which will augment the Social Security safety net.

A letter report issued by the General Accounting Office with an abstract that begins "Changes in the character and the conduct of warfighting and in the range and the nature of missions call for an Army force that is more responsive and dominant across the full spectrum of operations and requires much less in-theater logistics support. To meet these new demands, the Army is using the latest technology to develop a series of weapon systems that will be lighter than today's heavy force systems but just as lethal and survivable. The Army's transformation effort will face several challenges. First, the transformation will place additional funding demands on the defense budget. Second, the Army's plans for the transformation assume that weapons systems and equipment can be developed and acquired much faster than in the past. Third, the Army needs to update current acquisition plans to reflect transformation priorities and schedules. The success of this effort depends on the Army's ability to manage transformation acquisitions as leading commercial firms do. By following best practices used in the commercial sector, the Army can better match its needs with its resources."

Evaluation of hydroxamic acid in uranium extraction process : literature review.

The Uranium Extraction (UREX) process is being developed for the spent oxide fuel from light water reactors as part of the Accelerator Transmutation of Waste Project. The UREX process is similar to the Plutonium and Uranium Extraction (PUREX) process in that it involves solvent extraction based on a tributyl phosphate extractant. To assure that actinide reduction and complexation are effective, the reductant/complexant aceto-hydroxamic acid is being considered for use in the UREX process. The following literature review describes the solvent extraction, kinetics, oxidation-reduction, and complexation properties of aceto-hydroxamic acid and its derivatives.

Field Test Evaluation of Conservation Retrofits of Low-Income, Single-Family Buildings in Wisconsin: Blower-Door-Directed Infiltration Reduction Procedure, Field Test Implementation and Results

A blower-door-directed infiltration retrofit procedure was field tested on 18 homes in south central Wisconsin. The procedure, developed by the Wisconsin Energy Conservation Corporation, includes recommended retrofit techniques as well as criteria for estimating the amount of cost-effective work to be performed on a house. A recommended expenditure level and target air leakage reduction, in air changes per hour at 50 Pascal (ACH50), are determined from the initial leakage rate measured. The procedure produced an average 16% reduction in air leakage rate. For the 7 houses recommended for retrofit, 89% of the targeted reductions were accomplished with 76% of the recommended expenditures. The average cost of retrofits per house was reduced by a factor of four compared with previous programs. The average payback period for recommended retrofits was 4.4 years, based on predicted energy savings computed from achieved air leakage reductions. Although exceptions occurred, the procedure's 8 ACH50 minimum initial leakage rate for advising retrofits to be performed appeared a good choice, based on cost-effective air leakage reduction. Houses with initial rates of 7 ACH50 or below consistently required substantially higher costs to achieve significant air leakage reductions. Field Test Evaluation of Conservation Retrofits of Low-Income Single Family Buildings in Wisconsin: Summary Report

During the winter of 1985-86, a retrofit field test was performed in 66 occupied, low-income, single-family homes in Madison, Wisconsin. The primary objectives of the field test were to (1) determine the measured energy savings and the relative benefits of a combination of envelope and mechanical equipment retrofits that were selected following a new audit-directed retrofit procedure, (2) determine the energy savings and benefits due to performing infiltration reduction work following a recently developed infiltration reduction procedure, and (3) study general occupant behavior and house thermal characteristics and their possible change following retrofit installation. This report provides an overview of the project and summarizes the findings which will be presented in detail in separate reports. Major findings from the field test include: (1) The audit-directed retrofit procedure produced an average savings of 207 therms/year/house. The procedure also more than doubled the overall cost-effectiveness of the low-income weatherization assistance program as compared with the priority system formerly used in Wisconsin. A Free Trade Area of the Americas: Status of Negotiations and Major Policy Issues

At the second Summit of the Americas in Santiago, Chile (April 1998), 34 Western Hemisphere nations agreed to initiate formal negotiations to create a Free Trade Area of the Americas (FTAA) by 2005. The negotiating groups completed a draft agreement in January 2001, which was presented at the third Summit of the Americas held in Quebec City on April 20-22, 2001. President Bush expressed strong support for the FTAA and concrete progress has been made in moving it forward. Yet, differences in priorities among the countries are becoming increasingly evident, suggesting that the FTAA faces many policy hurdles in both the U.S. Congress and the hemisphere.

Handling Irreducible Loops: Optimized Node Splitting vs. DJ-Graphs Revision 1

This paper addresses the question of how to handle irreducible regions during optimization, which has become even more relevant for contemporary processors since recent VLIW-like architectures highly rely on instruction scheduling. The contributions of this paper are twofold. First, a method of optimized node splitting to transform irreducible regions of control flow into reducible regions is derived. This method is superior to approaches previously published since it reduces the number of replicated nodes by comparison. Second, three methods that handle regions of irreducible control flow are evaluated with respect to their impact on compiler optimizations: traditional and optimized node splitting as well as loop analysis through DJ graphs. Measurements show improvements of 1-40% for these methods of handling irreducible loop over the unoptimized case.

The U.S. Department of Energy's Idaho National Engineering and Environmental Laboratory is storing large amounts of radioactive and mixed wastes. Most of the sodium-bearing wastes have been calcined, but about a million gallons remain uncalcined, and this waste does not meet current regulatory requirements for long-term storage and/or disposal. As a part of the Settlement Agreement between DOE and the State of Idaho, the tanks currently containing SBW are to be taken out of service by December 31, 2012, which requires removing and treatment the remaining SBW. Vitrification is the option for waste disposal that received the highest weighted score against the criteria used. Beginning in FY 2000, the INEEL high-level waste program embarked on a program for technology demonstration and development that would lead to conceptual design of a vitrification facility in the event that vitrification is the preferred alternative for SBW disposal. The Pacific Northwest National Laborator's Research-Scale Melter was used to conduct these initial melter-flowsheet evaluations. Efforts are underway to reduce the volume of waste vitrified, and during the current test, an overall SBW waste volume-reduction factor of 7.6 was achieved.

Field, laboratory and engineering data confirmed the efficacy of chemical reduction and air stripping as an ultralow concentration mercury treatment concept for water containing Hg(II). The simple process consists of dosing the water with low levels of stannous chloride (Sn(II)) to cover the mercury to Hg degrees. This mercury species can easily be removed from the water by air stripping or sparging.

The advanced computational testing and simulation toolkit (ACTS)

During the past decades there has been a continuous growth in the number of physical and societal problems that have been successfully studied and solved by means of computational modeling and simulation. Distinctively, a number of these are important scientific problems ranging in scale from the atomic to the cosmic. For example, ionization is a phenomenon as ubiquitous in modern society as the glow of fluorescent lights and the etching on silicon computer chips; but it was not until 1999 that researchers finally achieved a complete numerical solution to the simplest example of ionization, the collision of a hydrogen atom with an electron. On the opposite scale, cosmologists have long wondered whether the expansion of the Universe, which began with the Big Bang, would ever reverse itself, ending the Universe in a Big Crunch. In 2000, analysis of new measurements of the cosmic microwave background radiation showed that the geometry of the Universe is flat, and thus the Universe will continue expanding forever. Both of these discoveries depended on high performance computer simulations that utilized computational tools included in the Advanced Computational Testing and Simulation (ACTS) Toolkit. Analysis of Site Response at U1A Hole at the Nevada Test Site From Weak Motion Readings

We utilize weak motion recordings to evaluate the site response at the U1A hole, Nevada Test site to determine the effect on potential ground motion at the drift of the U1A hole 962 ft deep. We estimated the site response amplification of ground motion at the surface relative to the drift with the spectral ratio method. We utilized Fourier amplitude and absolute acceleration response spectra, and confined our study to frequencies of 0.5 to 25.0 Hz (.04 to 2.0 s periods). We identified 8 earthquakes in the area that were recorded at the bottom and top of the hole that were used for spectral ratios. We calculated the average and one standard deviation of ratios from all the events. Examining the data, we found that: (1) Fourier amplitude spectral ratios provided more detailed information on the site response than the absolute acceleration response that can be directly related to the effect of large earthquakes. (2) plots of the Fourier amplitude spectra for most of the recorded earthquakes show evidence for a spectral hole in the downhole recordings. Characterization of Spatial Variability of Hydrogeologic Properties for Unsaturated Flow in the Fractured Rocks at Yucca Mountain, Nevada

The spatial variability of layer-scale hydrogeologic properties of the unsaturated zone (UZ) at Yucca Mountain, Nevada, is investigated using inverse modeling. The thick UZ is grouped into five hydrostratigraphic units and further into 35 hydrogeologic layers. For each layer, lateral variability is represented by the variations in calibrated values of layer-scale properties at different individual deep boreholes. In the calibration model, matrix and fracture properties are calibrated for the one-dimensional vertical column at each individual borehole using the ITOUGH2 code. The objective function is the summation of the weighted misfits between the ambient unsaturated flow (represented by measured state variables: water saturation, water potential, and pneumatic pressure) and the simulated one in the one-dimensional flow system. The objective function also includes the weighted misfits between the calibrated properties and their prior information. Layer-scale state variables and prior rock properties are obtained from their core-scale measurements. Because of limited data, the lateral variability of three most sensitive properties (matrix permeability, matrix of the van Genuchten characterization, and fracture permeability) is calibrated, while all other properties are fixed at their calibrated layer-averaged values. Clean Water Act Issues in the 107th Congress

Key water quality issues that may face the 107th Congress include: actions to implement existing provisions of the Clean Water Act (CWA), whether additional steps are necessary to achieve overall goals of the Act, and the appropriate federal role in guiding and paying for clean water activities. Legislative prospects for comprehensively amending the Act have for some time stalled over whether and exactly how to change the law. If clean water issues receive attention in the 107th Congress, consideration of specific issues will depend in part on the CWA policy agenda of the new Bush Administration and on priorities of the key committees that have major jurisdiction over the Act.
