AIDS in Africa

Sub-Saharan Africa has been far more severely affected by AIDS than any other part of the world. The United Nations reports that 29.4 million adults and children are infected with the HIV virus in the region, which has about 10% of the world's population but more than 70% of the worldwide total of infected people. This report discusses this issue in detail, including the cause of the African AIDS epidemic, the social and economic consequences, response and treatment, and U.S. policy.

AlGaAs/InGaAlP tunnel junctions for multijunction solar cells

Optimization of GaInP{sub 2}/GaAs dual and GaInP{sub 2}/GaAs/Ge triple junction cells, and development of future generation monolithic multi-junction cells will involve the development of suitable high bandgap tunnel junctions. There are three criteria that a tunnel junction must meet. First, the resistance of the junction must be kept low enough so that the series resistance of the overall device is not increased. For AMO, 1 sun operation, the tunnel junction resistance should be below 5 x 10{sup {minus}2} {Omega}-cm. Secondly, the peak current density for the tunnel junction must also be larger than the J{sub sc} of the cell so that the tunnel junction I-V curve does not have a deleterious effect on the I-V curve of the multi-junction device. Finally, the tunnel junction must be optically transparent, i.e., there must be a minimum of optical absorption of photons that will be collected by the underlying subcells. The paper reports the investigation of four high bandgap tunnel junctions grown by metal-organic chemical vapor deposition.

Amplitude Analysis of the B+ to phi K*+(892) Decay

We perform an amplitude analysis of B{sup {+-}} {yields} {var_phi}(1020)K*(892){sup {+-}} decay with a sample of about 384 million B{bar B} pairs recorded with the BABAR detector. Overall, twelve parameters are measured, including the fractions of longitudinal f{sub L} and parity-odd transverse f{sub {perpendicular}} amplitudes, branching fraction, strong phases, and six parameters sensitive to CP-violation. We use the dependence on the K{pi} invariant mass of the interference between the J{sup P} = 1{sup -} and 0{sup +} K{pi} components to resolve the discrete ambiguity in the determination of the strong and weak phases. Our measurements of f{sub L} = 0.49 {+-} 0.05 {+-} 0.03, f{sub {perpendicular}} = 0.21 {+-} 0.05 {+-} 0.02, and the strong phases point to the presence of a substantial helicity-plus amplitude from a presently unknown source.

ANALYSIS OF HARRELL MONOSODIUM TITANATE LOT #03031

Monosodium titanate (MST) for use in the Actinide Removal Process (ARP) must be qualified and verified in advance. A single qualification sample for each batch of material is sent to SRNL for analysis, as well as a statistical sampling of verification samples. The Harrell Industries Lot 030311 qualification and 9 verification samples met all the requirements in the specification indicating the material is acceptable for use in the process. Harrell Industries is under contract with Savannah River Remediation to provide MST for use in the Actinide Removal Process (ARP). A 500-mL qualification sample for Lot 030311 was sent to the Savannah River National Laboratory (SRNL) to confirm the material meets the requirements specified in the purchase specification. The vendor is also obligated to send verification samples from {approx}10% or more of the pails of MST product for each lot (distributed roughly evenly through the entire lot of pails). For the verification of this lot, Harrell Industries sent 9 samples, one each from pails 1, 5, 15, 20, 25, 30, 40, 45, and 55 of 59 total pails.

Analysis of the Rotopod: An all revolute parallel manipulator

This paper introduces a new configuration of parallel manipulator call the Rotopod which is constructed from all revolute type joints. The Rotopod consists of two platforms connected by six legs and exhibits six Cartesian degrees of freedom. The Rotopod is initially compared with other all revolute joint parallel manipulators to show its similarities and differences. The inverse kinematics for this mechanism are developed and used to analyze the accessible workspace of the mechanism. Optimization is performed to determine the Rotopod design configurations which maximum the accessible workspace based on desirable functional constraints.

Analytical Approach to Eigen-Emittance Evolution in Storage Rings

This dissertation develops the subject of beam evolution in storage rings with nearly uncoupled symplectic linear dynamics. Linear coupling and dissipative/diffusive processes are treated perturbatively. The beam distribution is assumed Gaussian and a function of the invariants. The development requires two pieces: the global invariants and the local stochastic processes which change the emittances, or averages of the invariants. A map based perturbation theory is described, providing explicit expressions for the invariants near each linear resonance, where small perturbations can have a large effect. Emittance evolution is determined by the damping and diffusion coefficients. The discussion is divided into the cases of uniform and non-uniform stochasticity, synchrotron radiation an example of the former and intrabeam scattering the latter. For the uniform case, the beam dynamics is captured by a global diffusion coefficient and damping decrement for each eigen-invariant. Explicit expressions for these quantities near coupling resonances are given. In many cases, they are simply related to the uncoupled values. Near a sum resonance, it is found that one of the damping decrements becomes negative, indicating an anti-damping instability. Are recoil polarization measurements of G{sup P}{ovr sub E}/G{sup P}{ovr sub M} consistent with Rosenbluth separation data?

Recent recoil polarization measurements in Hall A at Jefferson Lab show that the ratio of the electric to magnetic form factors for the proton decreases significantly with increasing Q{sup 2}. This contradicts previous Rosenbluth measurements which indicate approximate scaling of the form factors ({micro}{sub p} G{sub E}{sup p}(Q{sup 2})/G{sub M}{sup p} (Q{sup 2}) {approx} 1). The cross section measurements were reanalyzed to try and understand the source of this discrepancy. They find that the Rosenbluth measurements are consistent when normalization uncertainties are taken into account, and that the discrepancy cannot come from errors in one or two data sets. If there is a problem in the Rosenbluth data, it must be a systematic, {epsilon}-dependent uncertainty affecting several experiments.

The Assembly of Galaxy Clusters

We study the formation of fifty-three galaxy cluster-size dark matter halos (M = 10{sup 14.0-14.76} M{sub {circle_dot}}) formed within a pair of cosmological {Lambda}CDM N-body simulations, and track the accretion histories of cluster subhalos with masses large enough to host {approx} 0.1L{sub *} galaxies. By associating subhalos with cluster galaxies, we find the majority of galaxies in clusters experience no 'pre-processing' in the group environment prior to their accretion into the cluster. On average, {approx} 70% of cluster galaxies fall into the cluster potential directly from the field, with no luminous companions in their host halos at the time of accretion; and less than {approx} 12% are accreted as members of groups with five or more galaxies. Moreover, we find that cluster galaxies are significantly less likely to have experienced a merger in the recent past ({approx}< 6 Gyr) than a field halo of the same mass. These results suggest that local, cluster processes like ram-pressure stripping, galaxy harassment, or strangulation play the dominant role in explaining the difference between cluster and field populations at a fixed stellar mass; and that pre-evolution or past merging in the group environment is of secondary importance for setting cluster galaxy properties for most …

Assessment of the state of the art of pressurized fluidized bed combustion systems

This report was prepared at the request of the Tennessee Valley Authority (TVA) to clarify the development status of the pressurized fluidized bed combustor (PFBC) and to place in perspective the problems which are yet to be solved before commercialization of the concept is practical. The report is viewed as preliminary to a more complete and comprehensive work to be carried out during FY 1979. An evaluation of the PFBC concept cites potential advantages over atmospheric pressure fluidized bed combustors (AFBC) in the areas of combustion efficiency, sulfur retention, furnace design, power plant efficiency, and others. The key disadvantage of unproven hot gas cleanup and associated gas turbine technology is discussed in considerable detail. A survey of existing and developing PFBC experimental facilities is presented plus some results from the experimental programs. Recent design studies for full-sized PFBC power plants are reviewed with emphasis on key design parameters. Results for similar AFBC design studies are presented in contrast. The general conclusion drawn from this preliminary survey is that the potential advantages of the PRBC used in conjunction with a high-temperature (850/sup 0/C (1560/sup 0/F)) gas turbine will be difficult to realize due primarily to the formidable task of developing adequate …

Assistance to Firefighters Program: Distribution of Fire Grant Funding

This report discusses the Assistance to Firefighters Grant (AFG) Program, also known as fire grants of the FIRE Act grant program, which was established by Title XVII of the FY2001 National Defense Authorization Act. The program provides federal grants directly to local fire departments and unaffiliated Emergency Medical Services (EMS) organizations to help address a variety of equipment, training, and other firefighter-related and EMS needs. This report also discusses the possible reauthorization of AFG and the related Staffing for Adequate Fire and Emergency Response Firefighters (SAFER) program. Current debates on the issue revolve around a competition for funding between career/urban/suburban departments and volunteer/rural departments. Complicating the issue is the recent economic downturn, which has left many local communities increasingly hard pressed to allocate funding for their local fire departments.

By some accounts, catalysis impacts ≥ 30% of GDP in developed countries [Maxwell, I. E. Nature 394, 325-326 (1998)]. Catalysis is the enabling technology for petroleum production, for control of gaseous emissions from petroleum combustion, and for the production of industrial and consumer chemicals. Future applications of catalysis are potentially even more far reaching. There is an ever-growing need to move the economy from a fossil-fuel energy base to cleaner alternatives. Hydrogen-based combustion systems and fuel cells could play a dominant role, given a plentiful and inexpensive source of hydrogen. Photocatalysis is the most promising clean technology for hydrogen production, relying solely on water and sunlight, but performance enhancements in photocatalysis are needed to make this technology economically competitive. Given the enormously wide spread utilization of catalysts, even incremental performance enhancements would have far-reaching benefits for multiple end-use sectors. In the area of fuel and chemical production, such improvements would translate into vast reductions in energy consumption. At the consumption end, improvements in the catalysts involved would yield tremendous reductions in pollution. In the area of photocatalysis, such efficiency improvements could finally render hydrogen an economically viable fuel.
