Mercosur: Formation, Status, Trade Effects, Policy Challenges, and U.S. Interests

This report examines Mercosur, the third largest preferential trading group in the world. Since its inception in 1991, Mercosur has made considerable progress in integrating the economies of its members. The integration --- an almost complete free trade area and a partial customs union --- has been accompanied by a significant increase in U.S. exports and investment to the region. In the future, Mercosur face challenges affecting the size of its membership, the depth of its integration, and the strength of its institutions.

Increases in Tricare Costs: Background and Options for Congress

In its FY2007 budget submission, the Department of Defense (DOD) proposed increases in Tricare enrollment fees, deductibles, and pharmacy co-payments for retired beneficiaries not yet eligible for Medicare. The raises were justified by DOD as necessary to constrain the growth of health care spending as a proportion of the overall defense budget in the next decade. Many beneficiaries argued that the proposed hikes were unfair and unnecessary. The FY2007 Defense Authorization Act prohibited increases in premiums, deductibles, and co-payments prior to September 30, 2007. The FY2008 National Defense Authoriztion Act extended the prohibition of increases in co-payments and enrollment fees until October 2008 and Congress may move to extend them further.

The 111th Congress has considered various immigration issues and has enacted a number of targeted immigration provisions. It has passed legislation to extend the life of several immigration programs--the E-Verify electronic employment eligibility verification system, the Immigrant Investor Regional Center Program, the Conrad State J-1 Waiver Program, and the special immigrant visa for religious workers--all of which are currently authorized until September 30, 2012. Among the other subjects of legislation enacted by this Congress are refugees and border security. This report discusses these and other immigration-related issues that have seen legislative action or are of significant congressional interest.

Freedom of Speech and Press: Exceptions to the First Amendment

The First Amendment to the United States Constitution provides that “Congress shall make no law . . . abridging the freedom of speech, or of the press. . . .” This language restricts government both more and less than it would if it were applied literally. It restricts government more in that it applies not only to Congress, but to all branches of the federal government, and to all branches of state and local government. It restricts government less in that it provides no protection to some types of speech and only limited protection to others. This report provides an overview of the major exceptions to the First Amendment — of the ways that the Supreme Court has interpreted the guarantee of freedom of speech and press to provide no protection or only limited protection for some types of speech.

Loss Exposure and the Federal Deposit Insurance Corporation

The Federal Deposit Insurance Corporation (FDIC) was established as an independent government corporation under the authority of the Banking Act of 1933, also known as the Glass- Steagall Act (P.L. 73-66, 48 Stat. 162, 12 U.S.C.), to insure bank deposits. The FDIC is funded through insurance assessments collected from its member depository institutions and held in what is now known as the Deposit Insurance Fund (DIF). This report begins with an overview of the FDIC, followed by an explanation of the loss exposure and total risk to the DIF. Next, the report discusses issues regarding the setting of deposit insurance premiums and presents changes to the assessment system proposed by the FDIC to address some of the issues. Finally, recent efforts proposed by Congress to support the DIF are discussed.
